Governance of the International Linear Collider Project

Description: Governance models for the International Linear Collider Project are examined in the light of experience from similar international projects around the world. Recommendations for one path which could be followed to realize the ILC successfully are outlined. The International Linear Collider (ILC) is a unique endeavour in particle physics; fully international from the outset, it has no 'host laboratory' to provide infrastructure and support. The realization of this project therefore presents unique challenges, in scientific, technical and political arenas. This document outlines the main questions that need to be answered if the ILC is to become a reality. It describes the methodology used to harness the wisdom displayed and lessons learned from current and previous large international projects. From this basis, it suggests both general principles and outlines a specific model to realize the ILC. It recognizes that there is no unique model for such a laboratory and that there are often several solutions to a particular problem. Nevertheless it proposes concrete solutions that the authors believe are currently the best choices in order to stimulate discussion and catalyze proposals as to how to bring the ILC project to fruition. The ILC Laboratory would be set up by international treaty and be governed by a strong Council to whom a Director General and an associated Directorate would report. Council would empower the Director General to give strong management to the project. It would take its decisions in a timely manner, giving appropriate weight to the financial contributions of the member states. The ILC Laboratory would be set up for a fixed term, capable of extension by agreement of all the partners. US Support Program Topical Meetings 1999 to 2008

Description: In 1999, the International Safeguards Project Office began organizing topical workshops to explore technical issues facing the International Atomic Energy Agency's Department of Safeguards. Representatives from IAEA member states including the United States, national laboratories and companies were invited to the workshops to discuss the technical issues. In some cases professional facilitators were hired to lead the discussions and in some cases business gaming techniques were employed. Since 1999, the following topics have been addressed Data Communication Technologies (1999), Information Security (2000), Design and Testing for High Reliability (2001), Standardization and Integration of Unattended and Remote Monitoring Systems (2002), Roadmapping: Surveillance (2003), IAEA Seals Technology Roadmapping Workshop (2004), Turning Information Into Knowledge (2004), Safeguards Tools of the Future (2005), and Advanced Sensors for Safeguards (2007). This paper will review the scope of the workshops and summarize their results.

The U.S. Support Program to IAEA Safeguards - Destructive Analysis

Description: The U.S. Support Program (USSP) to IAEA Safeguards priority of destructive analysis is aimed at strengthening the IAEA's ability to use destructive analysis as a safeguards tool. IAEA inspectors bring back nuclear and environmental samples from inspections, which are first cataloged by the IAEA and then analyzed by a network of laboratories located in many Member States and the IAEA's own Safeguards Analytical Laboratory in Seibersdorf, Austria. Historically, the USSP was instrumental in introducing environmental sampling techniques to the IAEA in order to enhance its understanding of material processing activities conducted at nuclear facilities. The USSP has also worked with the IAEA to improve understanding of measurement uncertainty and measurement quality, incorporate new and improved analytical methods, and purchase analytical and computer equipment. Recent activities include a temporary increase in analysis of environmental samples using secondary ion mass spectrometry and provision of a cost-free expert to restore secondary ion mass spectroscopy laboratory functionality and to modernize the IAEA's Safeguards Analytical Laboratory Information System.

The Importance of International Technical Nuclear Forensics to Deter Illicit Trafficking

Description: Illicit trafficking of nuclear materials is a transboundary problem that requires a cooperative approach involving international nuclear forensics to ensure all states understand the threat posed by nuclear smuggling as well as a means to best deter the movement of nuclear contraband. To achieve the objectives, all cases involving illicit trafficking of nuclear and radiological materials must be vigorously pursued and prosecuted when appropriate. The importance of outreach and formal government-to-government relationships with partner nations affected by nuclear trafficking cannot be under-estimated. States that are situated on smuggling routes may be well motivated to counter nuclear crimes to bolster their own border and transportation security as well as strengthen their economic and political viability. National law enforcement and atomic energy agencies in these states are aggressively pursuing a comprehensive strategy to counter nuclear smuggling through increasing reliance on technical nuclear forensics. As part of these activities, it is essential that these organizations be given adequate orientation to the best practices in this emerging discipline including the categorization of interdicted nuclear material, collection of traditional and nuclear forensic evidence, data analysis using optimized analytical protocols, and how to best fuse forensics information with reliable case input to best develop a law enforcement or national security response. The purpose of formalized USG relationship is to establish an institutional framework for collaboration in international forensics, improve standards of forensics practice, conduct joint exercises, and pursue case-work that benefits international security objectives. Just as outreach and formalized relationships are important to cultivate international nuclear forensics, linking nuclear forensics to ongoing national assistance in border and transpiration security, including port of entry of entry monitoring, nuclear safeguards, and emerging civilian nuclear power initiatives including the Global Nuclear Energy Partnership are crucial components of a successful nuclear detection and security architecture. Improving the Safeguardability of Nuclear Facilities

Description: The application of a Safeguards-by-Design (SBD) process for new nuclear facilities has the potential to reduce security risks and proliferation hazards while improving the synergy of major design features and raising operational efficiency, in a world where significant expansion of nuclear energy use may occur. Correspondingly, the U.S. DOE’s Next Generation Safeguards Initiative (NGSI) includes objectives to contribute to international efforts to develop SBD, and to apply SBD in the development of new U.S. nuclear infrastructure. Here, SBD is defined as a structured approach to ensure the timely, efficient and cost effective integration of international safeguards and other nonproliferation barriers with national material control and accountability, physical protection, and safety objectives into the overall design process for a nuclear facility, from initial planning through design, construction and operation. The SBD process, in its simplest form, may be applied usefully today within most national regulatory environments. Development of a mature approach to implementing SBD requires work in the areas of requirements definition, design processes, technology and methodology, and institutionalization. The U.S. efforts described in this paper are supportive of SBD work for international safeguards that has recently been initiated by the IAEA with the participation of many stakeholders including member States, the IAEA, nuclear technology suppliers, nuclear utilities, and the broader international nonproliferation community.

Enabling International Safeguards Research and Development in the United States

Description: Idaho National Laboratory (INL) is the lead laboratory in nuclear energy research and development within the U.S. Department of Energy national laboratory complex. INL is tasked with the advancement of nuclear energy research and development, and leadership in the renaissance of nuclear power globally. INL scientists have been central to the assessment of needs and the integration of technical programs aimed at the world-wide growth of nuclear power. One of the grand challenges of the nuclear energy resurgence is nuclear nonproliferation. Nonproliferation technology development is key to meeting this challenge. The needed advances in nonproliferation technologies are being made more difficult by the growing gap between increasing demands for nuclear materials to support technology development, and reduced availability of these materials. The gap is caused by the reduction, consolidation and more stringent lockdown of nuclear materials, made necessary by heightened and evolving security concerns, in the face of increased demand for materials to support technology development. Ironically, the increased demand for materials for technology development is made necessary by these same security concerns. The situation will continue to worsen if safeguards and security budgets remain limited for the International Atomic Energy Agency (IAEA) and many member states, while growth in global nuclear energy becomes a reality. Effective U.S. leadership in the closing of this gap is vital to homeland security and global stability. INL has taken positive steps, described in this paper, to close this gap by reestablishing a viable base for the development, testing and demonstration of safeguards and security technologies. USSP-IAEA WORKSHOP ON ADVANCED SENSORS FOR SAFEGUARDS.

Description: The IAEA Medium Term Strategy (2006-2011) defines a number of specific goals in respect to the IAEA's ability to provide assurances to the international community regarding the peaceful use of nuclear energy through States adherences to their respective non-proliferation treaty commitments. The IAEA has long used and still needs the best possible sensors to detect and measure nuclear material. The Department of Safeguards, recognizing the importance of safeguards-oriented R&D, especially targeting improved detection capabilities for undeclared facilities, materials and activities, initiated a number of activities in early 2005. The initiatives included letters to Member State Support Programs (MSSPs), personal contacts with known technology holders, topical meetings, consultant reviews of safeguards technology, and special workshops to identify new and novel technologies and methodologies. In support of this objective, the United States Support Program to IAEA Safeguards hosted a workshop on ''Advanced Sensors for Safeguards'' in Santa Fe, New Mexico, from April 23-27, 2007. The Organizational Analysis Corporation, a U.S.-based management consulting firm, organized and facilitated the workshop. The workshop's goal was to help the IAEA identify and plan for new sensors for safeguards implementation. The workshop, which was attended by representatives of seven member states and international organizations, included presentations by technology holders and developers on new technologies thought to have relevance to international safeguards, but not yet in use by the IAEA. The presentations were followed by facilitated breakout sessions where the participants considered two scenarios typical of what IAEA inspectors might face in the field. One scenario focused on an enrichment plant; the other scenario focused on a research reactor. The Potential of the LFR and the ELSY Project

Description: This paper presents the current status of the development of the Lead-cooled Fast Reactor (LFR) in support of Generation IV (GEN IV) Nuclear Energy Systems. The approach being taken by the GIF plan is to address the research priorities of each member state in developing an integrated and coordinated research program to achieve common objectives, while avoiding duplication of effort. The integrated plan being prepared by the LFR Provisional System Steering Committee of the GIF, known as the LFR System research Plan (SRP) recognizes two principal technology tracks for pursuit of LFR technology: (1) a small, transportable system of 10-100 MWe size that features a very long refueling interval, (2) a larger-sized system rated at about 600 MWe, intended for central station power generation and waste transmutation. This paper, in particular, describes the ongoing activities to develop the Small Secure Transportable Autonomous Reactor (SSTAR) and the European Lead-cooled SYstem (ELSY), the two research initiatives closely aligned with the overall tracks of the SRP and outlines the Proliferation-resistant Environment-friendly Accident-tolerant Continual & Economical Reactors (PEACER) conceived with particular focus on burning/transmuting of long-living TRU waste and fission fragments of concern, such as Tc and I. The current reference design for the SSTAR is a 20 MWe natural circulation pool-type reactor concept with a small shippable reactor vessel. Specific features of the lead coolant, the nitride fuel containing transuranics, the fast spectrum core, and the small size combine to promote a unique approach to achieve proliferation resistance, while also enabling fissile self-sufficiency, autonomous load following, simplicity of operation, reliability, transportability, as well as a high degree of passive safety. RECRUITMENT OF U.S. CITIZENS FOR VACANCIES IN IAEA SAFEGUARDS.

Description: The International Atomic Energy Agency (IAEA) relies on its member states to assist with recruiting qualified individuals for positions within the IAEA's secretariat. It is likewise important to the U.S. government for U.S. citizens to take positions with the IAEA to contribute to its success. It is important for persons within and outside the U.S. nuclear and safeguards industries to become aware of the job opportunities available at the IAEA and to be informed of important vacancies as they arise. The International Safeguards Project Office (ISPO) at Brookhaven National Laboratory (BNL) is tasked by the U.S. government with recruiting candidates for positions within the Department of Safeguards at the IAEA and since 1998, has been actively seeking methods for improving outreach. In addition, ISPO has been working more closely with the IAEA Division of Personnel. ISPO staff members attend trade shows to distribute information about IAEA opportunities. The shows target the nuclear industry as well as shows that are unrelated to the nuclear industry. ISPO developed a web site that provides information for prospective candidates. They have worked with the IAEA to understand its recruitment processes, to make suggestions for improvements, and to understand employment benefits so they can be communicated to potential U.S. applicants. ISPO is also collaborating with a State Department working group that is focused on increasing U.S. representation within the United Nations as a whole. Most recently Secretary of State Condoleezza Rice issued a letter to all Federal Agency heads encouraging details and transfers of their employees to international organizations to the maximum extent feasible and with due regard to their manpower requirements. Partial Defect Verification of the Pressurized Water Reactor Spent Fuel Assemblies

Description: The International Atomic Energy Agency (IAEA) has the responsibility to carry out independent inspections of all nuclear material and facilities subject to safeguards agreements in order to verify compliance with non-proliferation commitments. New technologies have been continuously explored by the IAEA and Member States to improve the verification measures to account for declared inventory of nuclear material and detect clandestine diversion and production of nuclear materials. Even with these efforts, a technical safeguards challenge has remained for decades for the case of developing a method in identifying possible diversion of nuclear fuel pins from the Light Water Reactor (LWR) spent fuel assemblies. We had embarked on this challenging task and successfully developed a novel methodology in detecting partial removal of fuel from pressurized water reactor spent fuel assemblies. The methodology uses multiple tiny neutron and gamma detectors in the form of a cluster and a high precision driving system to obtain underwater radiation measurements inside a Pressurized Water Reactor (PWR) spent fuel assembly without any movement of the fuel. The data obtained in such a manner can provide spatial distribution of neutron and gamma flux within a spent fuel assembly. The combined information of gamma and neutron signature is used to produce base signatures and they are principally dependent on the geometry of the detector locations, and exhibit little sensitivity to initial enrichment, burn-up or cooling time. A small variation in the fuel bundle such as a few missing pins changes the shape of the signature to enable detection. This resulted in a breakthrough method which can be used to detect pin diversion without relying on the nuclear power plant operator's declared operation data. RECRUITMENT OF U.S. CITIZENS FOR VACANCIES IN IAEA SAFEGUARDS

Description: The International Atomic Energy Agency (IAEA) relies on its member states to assist with recruiting qualified individuals for positions within the IAEA's secretariat. It is important that persons within and outside the US nuclear and safeguards industries become aware of career opportunities available at the IAEA, and informed about important vacancies. The IAEA has established an impressive web page to advertise opportunities for employment. However, additional effort is necessary to ensure that there is sufficient awareness in the US of these opportunities, and assistance for persons interested in taking positions at the IAEA. In 1998, the Subgroup on Safeguards Technical Support (SSTS) approved a special task under the US Support Program to IAEA Safeguards (USSP) for improving US efforts to identify qualified candidates for vacancies in IAEA's Department of Safeguards. The International Safeguards Project Office (ISPO) developed a plan that includes increased advertising, development of a web page to support US recruitment efforts, feedback from the US Mission in Vienna, and interaction with other recruitment services provided by US professional organizations. The main purpose of this effort is to educate US citizens about opportunities at the IAEA so that qualified candidates can be identified for the IAEA's consideration.

PLANNING FOR THE FUTURE OF THE U.S. SUPPORT PROGRAM.

Description: The U.S. Support Program to IAEA Safeguards (USSP) provides more than $20 million annually to strengthen the efficiency and increase the effectiveness of IAEA Safeguards. The interagency Subgroup on Safeguards Technical Support (SSTS) and the International Safeguards Project Office (ISPO) at Brookhaven National Laboratory work together with public and private sector contractors to help the IAEA obtain the technical support required to meet its verification responsibilities to its member states. Between June 2000 and June 2001, ISPO and the SSTS participated in strategic planning meetings to identify the USSP's priorities, goals and strategies that reflect the current and projected requirements of the IAEA and the priorities of the U.S. government. In order for the USSP to effectively support the IAEA, it is important that the USSP's contractors, as well as the IAEA, understand the motivations of the USSP. This paper will discuss the outcome of the USSP planning activities that will be useful for USSP contractors and the IAEA.

The year 2000 issue: International action and national responsibilities

Description: This presentation will examine international aspects of the Year 2000 (Y2K) issue, in terms of how various countries are managing the problem and how international organizations are involved in that process. The paper notes that while international cooperation is essential in dealing with part of the problem, it is at the national level that preventive measures are undertaken and emergency services provided. Most NATO and OECD states have recognized that by now it will not be possible to find and fix all problems in software and embedded chips. Their focus, therefore, is shifting to the planning of contingency measures, that is, what to do when disruptions occur so that the physical safety of persons is protected, damage to physical assets is minimized (e.g., extensive networks of energy supplies and telecommunications), and resources for the common good are protected (e.g., water supplies). Not only is this conference timely, but the experience of various sectors can be shared to enable cross-sector comparisons to be made, for example, there might be lessons from within air transportation that might be applicable to the energy industry. In addition, while most countries have tended to focus on their national situation, this conference brings together persons from more than 25 countries, thus enabling further comparisons to be made on how other countries are pursing contingency plans. It is within this cross-sector and multinational context that international action and national responsibilities of aspects of the Y2K issue will be discussed. This presentation is in four sections. The first examines what is at risk and categorizes the kinds of disruptions likely to occur. Objectives and Current Status of the IAEA Network of Centers of Excellence: Training in and Demonstration of Waste Disposal Technologies in Underground Research Laboratories

Description: Underground Research Laboratories (URLs) to develop and demonstrate technologies for the safe geologic disposal of radioactive wastes have been established for national purposes by several Member States of the International Atomic Energy Agency (IAEA). Under the auspices of the IAEA, nationally developed URLs and associated research institutions are being offered for use by other nations. These facilities form a Network of Centers of Excellence for training in and development of waste disposal technologies. Experience gained in the operation of the facilities, and through associated experimentation and demonstrations, will be transferred to participating Member States through hands-on work at the facilities. The Network consists of Network Members and Network Participants who share co-operative activities. Network Members are owners of facilities who have offered them to be part of the Network. At this time there are eight Members consisting of six underground facilities, a laboratory, and a university. Network Participants can potentially come from any interested IAEA Member State having spent nuclear fuel for disposal, with or without an established program for geologic disposal. There are presently about 15 Network Participants. A significant Network activity beginning in 2003 will be a Coordinated Research Project (CRP) on characterization and evaluation of swelling clays for use in engineered barrier systems of geologic repositories. At the end of this project, every involved Member State should be able to identify and characterize a swelling clay that is suitable for use in a geologic repository. As the Network grows, additional CRPs to be carried out in the Underground Research Facilities of the Network Members will be defined.

Progress in Low and Intermediate Level Operational Waste Characterization and Preparation for Disposal at Ignalina NPP

Description: In Lithuania about 70-80% of all electricity is generated at a single power station, Ignalina NPP, which has two RBMK-1500 type reactors. Units 1 and 2 will be closed by 2005 and 2010, respectively, taking into account the conditions of the long-term substantial financial assistance rendered by the European Union, G-7 countries and other states as well as international institutions. The Government approved the Strategy on Radioactive Waste Management. Objectives of this strategy are to develop the radioactive waste management infrastructure based on modern technologies and provide for the set of practical actions that shall bring management of radioactive waste in Lithuania in compliance with radioactive waste management principles of IAEA and with good practices in force in European Union Member States. SKB-SWECO International-Westinghouse Atom Joint Venture with participation of Lithuanian Energy Institute has prepared a reference design of a near surface repository for short-lived low and intermediate level waste. This reference design is applicable to the needs in Lithuania, considering its hydro-geological, climatic and other environmental conditions and is able to cover the expected needs in Lithuania for at least thirty years ahead. Development of waste acceptance criteria is in practice an iterative process concerning characterization of existing waste, repository development, safety and environmental impact assessment etc. This paper describes the position in Lithuania with regard to the long-term management of low and intermediate level waste in the absence of finalized waste acceptance criteria and a near surface repository.

The Waste Isolation Pilot Plant - An International Center of Excellence for ''Training in and Demonstration of Waste Disposal Technologies''

Description: The Waste Isolation Pilot Plant (WIPP) site, which is managed and operated by the United States (U.S.) Department of Energy (USDOE) Carlsbad Field Office (CBFO) and located in the State of New Mexico, presently hosts an underground research laboratory (URL) and the world's first certified and operating deep geological repository for safe disposition of long-lived radioactive materials (LLRMs). Both the URL and the repository are situated approximately 650 meters (m) below the ground surface in a 250-million-year-old, 600-m-thick, undisturbed, bedded salt formation, and they have been in operation since 1982 and 1999, respectively. Founded on long-standing CBFO collaborations with international and national radioactive waste management organizations, since 2001, WIPP serves as the Center of Excellence in Rock Salt for the International Atomic Energy Agency's (IAEA's) International Network of Centers on ''Training in and Demonstration of Waste Disposal Technologies in Underground Research Facilities'' (the IAEA Network). The primary objective for the IAEA Network is to foster collaborative projects among IAEA Member States that: supplement national efforts and promote public confidence in waste disposal schemes; contribute to the resolution of key technical issues; and encourage the transfer and preservation of knowledge and technologies.

Radioactive Waste Management in the European Union: Initiatives for New Legislation

Description: Improving the management of radioactive waste in the European Union is a major theme of the ''nuclear package'' recently adopted by the European Commission. Included in the package are proposals for new legislation that would bring about the development of common safety standards in Europe covering the full nuclear sector, segregated funds to cover all nuclear liabilities that remain after the operating lifetime of an installation and clearly defined waste programs for radioactive waste management in each of the Member States of the Union. Included in these programs must be firm dates for a number decision points leading to disposal of all forms of radioactive waste. The package also puts significant emphasis on more, and better coordinated, research on radioactive waste management as the present levels are thought to be inadequate.

CURRENT STATUS OF THE IAEA'S NET ENABLED WASTE MANAGEMENT DATABASE

Description: The International Atomic Energy Agency's Net Enabled Waste Management Database (NEWMDB) contains information on national radioactive waste management programs and organizations, plans and activities, relevant laws and regulations, policies and radioactive waste inventories. The NEWMDB, which was launched on the Internet July 6, 2001, is the successor to the Agency's Waste Management Database (WMDB), which was in use during the 1990's. The NEWMDB's first data collection cycle took place from July 2001 to March 2002. Agency Member State participation in the first data collection cycle was low--only 22 submissions were received. However, the first data collection cycle demonstrated that: the NEWMDB could be used to collect information on national radioactive waste management programs and radioactive waste inventories annually, the NEWMDB data can support the routine reporting of status and trends in radioactive waste management based on quantitative data, the NEWMDB can support the compilation of a consolidated, international radioactive waste inventory based on a unified waste classification scheme, the data needed to compute an indicator of sustainable development for radioactive waste management are available at the national level, NEWMDB data can be used to assess the development and implementation of national systems for radioactive waste management, and the NEWMDB can support the reporting requirements of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management. Agency Member States that had not made data submissions in the first cycle were asked to submit data during an extension of the first cycle (July 2002--January 2003). When this paper was written, the Agency had conducted two of three international workshops to provide training for future NEWMDB data collection cycles and to compile lessons learned for the first data collection cycle. Release of Residues from Melting NORM-Contaminated Steel Scrap - A German Approach

Description: As many raw materials like crude oil, natural gas, mineral sands, phosphor ores and others are contaminated by radionuclides from the Uranium and/or Thorium decay chain (NORM), also plants for processing these materials became contaminated during operation. When plants are shut down, large quantities of pipes, valves, pumps and other components have to be scrapped. As scrap yards and steel mills are equipped by large detector systems to avoid an input of radioactivity into the steel cycle, decontamination is required before recycling. Siempelkamp is operating a melting plant for processing NORM and/or chemically/ toxically contaminated steel scrap. Beside the decontaminated steel as output, residues like slag and filter dust have to be managed within the range of licensed values. Based on the European Safety Standard the European member states have to implement radiation exposure from work activities with NORM in their Radiation Protection Ordinances (RPO). The German government revised the RPO in July 2001. Part 3 describes exposure limits for workers and for the public. Exposures from residues management have to meet 1 mSv/year. Brenk Systemplanung has performed calculations for assessing the radiation exposure from residues of the Siempelkamp melting plant. These calculations have been based on the input of metal from different origins and include all relevant exposure pathways in a number of scenarios. The calculations have been based on the dose criterion of 1 mSv/y as required by the German RPO. The methods and results will be presented.
