Coordination of groundwater activities in the 100 N Area

Description: The initiation of the N Springs Expedited Response Action (ERA) in the 100 N Area will affect the groundwater monitoring networks of two Resource Conservation and Recovery Act of 1976 (RCRA) units. The 1301-N and 325-N facilities are treatment, storage, or disposal (TSD) units that have been monitored under RCRA since 1987. In September 1994, the Washington State Department of Ecology issued an action memorandum, instructing the US Department of Energy (DOE) to take the action. The planned pump-and-treat system will preclude meeting the specific objectives of interim-status RCRA groundwater monitoring representative samples and detect adverse impacts of the TSD units on. However, under RCRA final-status requirements, which will be implemented in 1999, corrective action for groundwater contamination will probably be required. The US Environmental Protection Agency (EPA) has declared parity between RCRA corrective action and Comprehensive Environmental Response, Compensation, and Liability Act of 1980 remedial action decisions. The 1301-N and 1325-N facilities are still in interim-status and therefore are not in the category of ``RCRA corrective action.`` However, DOE`s position is that parity exists between RCRA and the ERA because RCRA corrective action will almost certainly be required in the future.

Coordination of Lanthanide Acetates

Description: A study of the structures of hydrated and anhydrous lanthanide acetates by X-ray diffraction, infrared spectra, and absorption spectra demonstrates that there are three separate structures for hydrated lanthanide acetates and four structures for anhydrous acetates. This paper discusses the results of that study.

Coordination of Retail Demand Response with Midwest ISO Markets

Description: The Organization of Midwest ISO States (OMS) launched the Midwest Demand Resource Initiative (MWDRI) in 2007 to identify barriers to deploying demand response (DR) resources in the Midwest Independent System Operator (MISO) region and develop policies to overcome them. The MWDRI stakeholders decided that a useful initial activity would be to develop more detailed information on existing retail DR programs and dynamic pricing tariffs, program rules, and utility operating practices. This additional detail could then be used to assess any"seams issues" affecting coordination and integration of retail DR resources with MISO's wholesale markets. Working with state regulatory agencies, we conducted a detailed survey of existing DR programs, dynamic pricing tariffs, and their features in MISO states. Utilities were asked to provide information on advance notice requirements to customers, operational triggers used to call events (e.g. system emergencies, market conditions, local emergencies), use of these DR resources to meet planning reserves requirements, DR resource availability (e.g., seasonal, annual), participant incentive structures, and monitoring and verification (M&V) protocols. This report describes the results of this comprehensive survey and discusses policy implications for integrating legacy retail DR programs and dynamic pricing tariffs into organized wholesale markets. Survey responses from 37 MISO members and 4 non-members provided information on 141 DR programs and dynamic pricing tariffs with a peak load reduction potential of 4,727 MW of retail DR resource. Major findings of this study area:- About 72percent of available DR is from interruptible rate tariffs offered to large commercial and industrial customers, while direct load control (DLC) programs account for ~;;18percent. Coordination of the U.S. DOE-Argentine National Atomic Energy Commission (CNEA) science and technology implementing arrangement. Final report

Description: In 1989, the US Department of Energy (DOE) established the Office of Environmental Management (EM) and delegated to the office the responsibility of cleaning up the US nuclear weapons complex. EM`s mission has three primary activities: (1) to assess, remediate, and monitor contaminated sites and facilities; (2) to store, treat, and dispose of wastes from past and current operations; and (3) to develop and implement innovative technologies for environmental remediation. To this end, EM has established domestic and international cooperative technology development programs, including one with the Republic of Argentina. Cooperating with Argentine scientific institutes and industry meets US cleanup objectives by: (1) identifying and accessing Argentine EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) fostering the development of innovative environmental technologies by increasing US private sector opportunities in Argentina in EM-related areas. Florida International University`s Hemispheric Center for Environmental Technology (FIU-HCET) serves as DOE-OST`s primary technology transfer agent. FIU-HCET acts as the coordinating and managing body for the Department of Energy (DOE)-Argentina National Atomic Energy Commission (CNEA) Arrangement. Activities include implementing standard operating procedures, tracking various technical projects, hosting visiting scientists, advising DOE of potential joint projects based on previous studies, and demonstrating/transferring desired technology. HCET hosts and directs the annual Joint Coordinating Committee for Radioactive and Mixed Waste Management meeting between the DOE and CNEA representatives. Additionally, HCET is evaluating the possibility of establishing similar arrangements with other Latin American countries.

Coordination structure of adsorbed Zn(II) at Water-TiO2 interfaces

Description: The local structure of aqueous metal ions on solid surfaces is central to understanding many chemical and biological processes in soil and aquatic environments. Here, the local coordination structure of hydrated Zn(II) at water-TiO{sub 2} interfaces was identified by extended X-ray absorption fine structure (EXAFS) and X-ray absorption near-edge structure (XANES) spectroscopy combined with density functional theory (DFT) calculations. A nonintegral coordination number of average {approx}4.5 O atoms around a central Zn atom was obtained by EXAFS analysis. DFT calculations indicated that this coordination structure was consistent with the mixture of 4-coordinated bidentate binuclear (BB) and 5-coordinated bidentate mononuclear (BM) metastable equilibrium adsorption (MEA) states. The BB complex has 4-coordinated Zn, while the monodentate mononuclear (MM) complex has 6-coordinated Zn, and a 5-coordinated adsorbed Zn was found in the BM adsorption mode. DFT calculated energies showed that the lower-coordinated BB and BM modes were thermodynamically more favorable than the higher-coordinated MM MEA state. The experimentally observed XANES fingerprinting provided additional direct spectral evidence of 4- and 5-coordinated Zn-O modes. The overall spectral and computational evidence indicated that Zn(II) can occur in 4-, 5-, and 6-oxygen coordinated sites in different MEA states due to steric hindrance effects, and the coexistence of different MEA states formed the multiple coordination environments.

Coordination studies with PNNL's global change assessment model: integrated science modeling and applications to the human dimensions. Final technical report for period October 1996 - March 2000

Description: This report outlines the progress on the development and application of Integrated Science Assessment Model (ISAM) supported by the DOE Program on Health and Environmental Research: Environmental Sciences Program under Grant No. DOE DFGO2-96ER62284. As part of this research proposal, we designed the model that better represent spatial variations and treat the process relevant towards evaluating the biogeochemical cycles important to determining atmospheric composition and resulting climatic effects at the regional scale. The process level understanding of regional impacts into the Integrated Assessment (IA) model will help to improve the understanding of climate change impacts and extend the range of issues, which can be addressed in an IA framework. On the application front, the newly developed model has been applied to a selected set of studies to address policy related questions on climate change, in particular, the role of forestry, and land-use for historical greenhouse gas emissions; projections of future methane emissions; a research study related to energy implications of future stabilization of atmospheric CO{sub 2} content; and radiative forcing and estimation of a number of important greenhouse gases. In the following, the significant findings from the DOE supported study are outlined.

Coorelations for cresting behavior in horizontal wells. Quarterly report, October 1, 1996--December 31, 1996

Description: The following activities have been carried out in the last three months. (1) The fourth review meeting of the Horizontal Well Industrial Affiliates Program was held on October 10-11 at Stanford. The meeting was well attended and well received. In addition to the project presentations, a number of member presentations were also made at the meeting. (2) Draft plans for the continuation of the two-phase flow experiments were drawn up and sent to Marathon and other members for their review and comments. Series of new experiments with and without the wire wrapped screens used in 1996 are being considered for 1997. (3) Work on the application of horizontal wells for producing gas condensate reservoirs was continued. After verification of the black oil formulation, emphasis is being put on the compositional case where simulation runs have been set up to check the results against a semi-analytical solution. (4) The previous work on the effects of heterogeneities on horizontal well performance was continued and a paper on the subject was completed. Future work in this area will deal with a careful analysis of the interaction of heterogeneity and production performance. (5) Research work on developing coarse grid methods to study cresting in horizontal wells was continued. The previous correlations for optimum grid size, breakthrough time, and post breakthrough behavior (i.e., water-oil ratio) were further tested and optimized. Procedures to derive pseudo-functions either using numerical correlations or coarse grid simulations have been proposed and successfully tested.

COPE Coastal ocean probe experiment Northern Oregon Coast 14-16 September 1995: Test Operations Report summary of Lawrence Livermore National Laboratory activities

Description: Operations involving Lawrence Livermore National Laboratory (LLNL) assets associated with a field experiment named COPE (Coastal Ocean Probe Experiment) are described. The lead organization responsible for the planning and conduct of COPE is NOAA/ETL headquartered in Boulder, Colorado. This experiment was conducted off the coast of Northern Oregon during September-October 1995. The primary measurements involve radars and other imaging microwave sensors imaging surface effects associated with natural internal waves which are abundant off the Oregon coast in the late summer and early fall. In-water, surface, and above- water environmental sensors were fielded by ETL and their contractors on the FLIP platform moored 13 miles offshore and elsewhere to characterize the environmental conditions and help interpret various features in the imagery. LLNL`s Imaging and Detection Program has taken advantage of this unique site and suite of ground-truth measurements to collect radar image data over a three-day period (14-16 September 1995) with our Airborne Experimental Test Bed (AETB) and its X-band, HH-polarization synthetic aperture radar (SAR) as a piggyback to the primary COPE data collection. This report documents test operations during this three-day data collection involving the AETB/SAR from a LLNL perspective. A total of 42 SAR images were collected at grazing angles of 8{degrees}, 20{degrees}, and 45{degrees}. From all indications during data collection, data quality appears good for about 75 percent of the passes. Strong internal waves were observed each day in calm to light wind conditions. ETL`s hillside dual-polarization X-band and Ka-band real aperture radars recorded data simultaneous with the AETB SAR. The presence of other airborne platforms and low cloud cover limited the AETB aircraft`s ability to operate at low altitude. Limited sea-truth data was collected onboard FLIP.

Coping With an Oiled Sea

Description: In the aftermath of the Exxon Valdez oil spill in Alaska in March, 1989, a myriad of investigations were initiated to evaluate the causes of that accident and to propose remedies. The Office of Technology Assessment was asked to study the Nation’s oil spill clean-up capabilities and to assess the technologies for responding to such catastrophic spills in the future.

Coping with distributed computing

Description: The rapid increase in the availability of high performance, cost-effective RISC/UNIX workstations has been both a blessing and a curse. The blessing of having extremely powerful computing engines available on the desk top is well-known to many users. The user has tremendous freedom, flexibility, and control of his environment. That freedom can, however, become the curse of distributed computing. The user must become a system manager to some extent, he must worry about backups, maintenance, upgrades, etc. Traditionally these activities have been the responsibility of a central computing group. The central computing group, however, may find that it can no longer provide all of the traditional services. With the plethora of workstations now found on so many desktops throughout the entire campus or lab, the central computing group may be swamped by support requests. This talk will address several of these computer support and management issues by providing some examples of the approaches taken at various HEP institutions. In addition, a brief review of commercial directions or products for distributed computing and management will be given.

Coping with High Oil Prices: A Summary of Options

Description: A near tripling in the price of crude oil from March 1999 to the first months of 2000, coupled with other developments, initially brought about sharp increases in the price of home heating oil and diesel fuel, which are essentially the same product. Gasoline prices then increased. These developments brought about discussion of what might be done to mitigate price increases and possible spot shortages, and what might be done to prevent a similar situation in the future.

Coplanar-grid CdZnTe detector with three-dimensional position sensitivity

Description: A 3-dimensional position-sensitive coplanar-grid detector design for use with compound semiconductors is described. This detector design maintains the advantage of a coplanar-grid detector in which good energy resolution can be obtained from materials with poor charge transport. Position readout in two dimensions is accomplished using proximity-sensing electrodes adjacent to the electron-collecting grid electrode of the detector. Additionally, depth information is obtained by taking the ratio of the amplitudes of the collecting grid signal and the cathode signal. Experimental results from a prototype CdZnTe detector are presented.

Coplanar-grid detector with single-electrode readout

Description: The coplanar-grid technique provides substantial spectral performance improvement over that of conventional detector designs and electronics when applied to gamma-ray detectors based on compound semiconductors. The technique realizes this improvement by measuring the difference between the induced charge signals from two interdigitated coplanar-grid electrodes. By adjusting the relative gain between the two grid signals prior to subtraction, the difference signal can be made less sensitive to the poor carrier transport properties of the detector material and thus improve the spectral response of the detector. In this paper, the authors discuss a variation of the coplanar-grid method in which the signal from only one grid electrode is read out. The signal response is optimized by changing the relative areas of the two grid electrodes and the bias applied across the detector. In this scheme, only one preamplifier is needed and signal subtraction is not necessary. This eliminates the electronic noise contribution from the additional preamplifier used in the normal coplanar-grid implementation, and conventional single-amplifier detector electronics can be used. Experimental results using CdZnTe detectors are presented.

Copoly(arylene ether)s containing pendant sulfonic acid groups as proton exchange membranes

Description: A copoly(arylene ether) (PAE) with high fluorine content and a copoly(arylene ether nitrile) (PAEN) with high nitrile content, each containing pendant phenyl sulfonic acids were synthesized. The PAE and P AEN were prepared from decafluorobiphenyl (DFBP) and difluorobenzonitrile (DFBN) respectively, by polycondensation with 2phenylhydroquinone (PHQ) by conventional aromatic nucleophilic substitution reactions. sulfonic acid groups were introduced by mild post-sulfonation exclusively on the para-position of the pendant phenyl ring in PHQ. The membrane properties of the resulting sulfonated copolymers sPAE and sPAEN were compared for fuel cell applications. The copolymers sPAE and sPAEN, each having a degree of sulfonation (OS) of 1.0 had high ion exchange capacities (IEC{sub v})(wet) (volume-based, wet state) of 1.77 and 2.55 meq./cm3, high proton conductivities of 135.4 and 140.1 mS/cm at 80 C, and acceptable volume-based water uptake of 44.5 -51.9 vol% at 80 C, respectively, compared to Nafion. The data points of these copolymer membranes are located in the upper left-hand corner in the trade-off plot of alternative hydrocarbon polyelectrolyte membranes (PEM) for the relationship between proton conductivity versus water uptake (weight based or volume based), i.e., high proton conductivity and low water uptake. Furthermore, the relative selectivity derived from proton conductivity and methanol permeability is higher than that of Nafion.

A copper 3.9 GHz TM110 cavity for emittance exchange

Description: An experiment is being developed at the FNAL Photoinjector Lab to demonstrate the exchange of longitudinal emittance with a transverse horizontal emittance. The longitudinal electric field of a TM{sub 110} cavity vanishes on axis and increases linearly with transverse displacement. This 'shearing' electric field is pivotal to the exchange. The design of this TM{sub 110} cavity is a variant of the Fermilab 3.9 GHz superconducting deflecting mode cavity; however, the cavity was constructed of OFHC copper. The authors report on the construction, field flatness, polarization and high power testing of a TM{sub 110} cavity.
