Small Business Size Standards: A Historical Analysis of Contemporary Issues

Description: This report provides a historical examination of the Small Business Administration's SBA size standards, and assesses competing views concerning how to define a small business. It also discusses H.R. 585, the Small Business Size Standard Flexibility Act of 2011, which would have authorized the SBA's Office of Chief Counsel for Advocacy to approve or disapprove a size standard proposed by a federal agency if it deviates from the SBA's size standards.

U.S.-EU Poultry Dispute on the Use of Pathogen Reduction Treatments (PRTs)

Description: This report highlights the dispute between the U.S. and EU over the use of Pathogen Reduction Treatments (PRTs) during the processing of poultry products. PRT's are antimicrobial rinses--including chlorine dioxide, acidified sodium chlorite, trisodium phosphate, and peroxyacids, among others--that have been approved by the U.S. Department of Agriculture (USDA) for use in poultry processing to reduce the amount of microbes on meat.

U.S.-Funded Assistance Programs in China

Description: This report provides legislative and policy background concerning U.S. assistance programs in the People's Republic of China (PRC). The U.S. Agency for International Development (USAID) does not have an official presence in China. The majority of congressional foreign operations appropriations for the PRC promotes the rule of law, civil society, and political development in the country. These programs constitute a key component of U.S. efforts to promote democratic change in the PRC. Other related U.S. activities include participation in official bilateral dialogues on human rights, public diplomacy programs, and open criticism of PRC policies.
