Biofuels: A Solution for Climate Change
Our lives are linked to weather and climate, and to energy use. Since the late 1970s, the U.S. Department of Energy (DOE) has invested in research and technology related to global climate change. DOE's Office Fuels Development (OFD) manages the National Biofuels Program and is the lead technical advisor on the development of biofuels technologies in the United States. Together with industry and other stakeholders, the program seeks to establish a major biofuels industry. Its goals are to develop and commercialize technologies for producing sustainable, domestic, environmentally beneficial, and economically viable fuels from dedicated biomass feedstocks.

Waste Management's LNG Truck Fleet
The Alternative Motor Fuel Act of 1988 requires the U.S. Department of Energy to demonstrate and evaluate alternative fuels usage in the United States. DOE's National Renewable Energy Laboratory is conducting the Alternative Fuel Truck Evaluation Project to compare alternative fuel and diesel fuel trucks. Information for the comparison comes from data collected on the operational, maintenance, performance, and emissions characteristics of alternative fuel trucks being used in vehicle fleets and comparable diesel fuel trucks servings as controls within the same fleets. This report highlights the start-up experience and presents the lessons learned from a project that operated a fleet of liquefied natural gas (LNG) refuse haulers in Washington, Pennsylvania.
Ford Taurus Ethanol-Fueled Sedan
The U.S. Department of Energy (DOE) is encouraging the use of alternative fuels and alternative fuel vehicles (AFVs). To support this activity, DOE has directed the National Renewable Energy Laboratory (NREL) to conduct projects to evaluate the performance and acceptability of light-duty AFVs. In this study, we tested a pair of 1998 Ford Tauruses: one E85 (85% gasoline/15% ethanol) model (which was tested on both E85 and gasoline) and a gasoline model as closely matched as possible. Each vehicle was run through a series of tests to evaluate acceleration, fuel economy, braking, and cold-start capabilities, as well as more subjective performance indicators such as handling, climate control, and noise.
Wind Power Today: 1998 Wind Energy Program Highlights
The US Department of Energy's Office of Energy Efficiency and Renewable Energy manages the Federal Wind Energy Program. The mission of the program is to help the US wind industry to complete the research, testing, and field verification needed to fully develop advanced wind technologies that will lead the world in cost-effectiveness and reliability. This publication, printed annually, provides a summary of significant achievements in wind energy made during the previous calendar year. Articles include wind energy in the Midwest, an Alaskan wind energy project, the US certification program, structural testing, and the federal program in review.
SOME PHYSICAL AND ENGINEERING ASPECTS OF HIGH CURRENT EBIS.
Some applications of an Electron Beam Ion Source (EBIS) require intensities of highly charged ions significantly greater than those which have been achieved in present EBIS sources. For example, the ion source for the Relativistic Heavy Ion Collider (RHIC) at Brookhaven National Laboratory (BNL) must be capable of generating 3x10{sup 9} ions of Au{sup 35+} or 2 x 10{sup 9} ions of U{sup 45+} per pulse [1]. In this case, if the fraction of ions of interest is 20% of the total ion space charge, the total extracted charge is {approx}{approx} 5 x 10{sup 11}. It is also desirable to extract these ions in a 10 ps pulse to allow single turn injection into the first synchrotron. Requirements for an EBIS which could meet the needs of the LHC at CERN are similar ({approx} 1.5 x 10{sup 9} ions of Pb{sup 54+} in 5.5 {micro}s). This charge yield is about an order of magnitude greater than that achieved in existing EBIS sources, and is what is meant here by ''high current''. This also implies, then, an EBIS with a high electron beam current. The scope of problems in a high current EBIS is broad, and includes generating a sufficient total charge of electrons in the volume of the ion trap, achieving a stable electron beam (without high frequency oscillations), preventing ions in the trap from acquiring too much energy (which can lead to a high rate of ion loss and increase in the emittance of the extracted ion beam), injection of metal ions into the ion trap, and achieving the appropriate vacuum in the ionization region. The Vermont Gasifier
A new demonstration biomass gasifier in Burlington, Vermont, is a major advance toward biopower systems of the 21st century. The purpose of the project is to verify design and operating characteristics of this gasification technology at an intermediate size. The Vermont gasifier is rated at 200 tons of biomass per day. The demonstration will allow further scale-up to a first-of-its-kind commercial gasifier to be demonstrated in the future at an industrial or utility scale.
Choices for A Brighter Future: Perspectives on Renewable Energy
The report discusses the perspectives on the evolving U.S. electricity future, the renewable electric technology portfolio, the regional outlook, and the opportunities to move forward. Renewables are at a critical juncture as the domestic electricity marketplace moves toward an era of increased choice and greater diversity. The cost and performance of these technologies have improved dramatically over the past decade, yet their market penetration has stalled as the power industry grapples with the implications of the emerging competitive marketplace. Renewable energy technologies already contribute to the global energy mix and are ready to make an even greater contribution in the future. However, the renewables industry faces critical market uncertainties, both domestically and internationally, as policy commitments to renewables at both the federal and state levels are being reshaped to match the emerging competitive marketplace. The energy decisions that we make, or fail to make, today will have long-lasting implications. We can act now to ensure that renewable energy will play a major role in meeting the challenges of the evolving energy future. We have the power to choose.

Clean Cities Award Winning Coalition: Greater Philadelphia
Always going beyond expectations, the Greater Philadelphia Clean Cities Program provides its stakeholders with excellent resources to implement alternative fuel projects. They are known as one of the most successful coalitions in the Clean Cities Program, and are a member-funded organization comprised of large government organizations, utilities, and non-profit groups in the Philadelphia metropolitan area. The coalition aggressively promotes alternative fuel vehicle acquisitions; their public outreach efforts target all stakeholders and provide numerous resources to advance the alternative fuel choice.
Clean Cities Award Winning Coalition: Atlanta
The Atlanta Clean City was the first to join the program in 1993, and has been successfully spreading the word about the benefits of alternative fuels ever since. They have already surpassed their year 2000 goal of operating more than 2,600 alternative fuel vehicles (AFVs). More than 30 stakeholders continue to help spur the Atlanta AFV market development by implementing innovative alternative fuel projects. Stakeholders actively support legislation that encourages the use of AFVs and sponsor workshops on advancing the choice.
Clean Cities Award Winning Coalition: Denver
The cities of Denver and Boulder comprise the Denver Clean Cities Coalition. They are committed to cleaner fuels, greener fleets, and bluer skies. More than 25 active stakeholders, including local government agencies, utilities, and private organizations, work together to advance alternative fuels and alternative fuel vehicles in the region. The city of Denver boasts several neighborhood electric vehicles for employees' use around town. The coalition has also sponsored alternative fuel workshops, special events, and has been successful in passing major alternative fuels legislation.
Fast Scintillators for High Radiation Levels
The development of new high luminosity hadron colliders (SSC and LHC) has posed a number of new challenges to traditional detector technologies. In addition to the expected problems of cost, project management, fast timing, energy resolution, occupancy levels, etc., some detectors (particularly calorimeters) face new problems due to the unusually high radiation levels expected in the forward regions of the beam-beam intersections. Although not alone in this category, scintillators face this last problem as probably the determining factor for their use in the high radiation areas, especially in the calorimetric detectors. This article is a review of ongoing developmental work to make scintillators a viable and important element of the next generation of high energy physics detector systems. Although the key problem is that of radiation tolerance, attention has to be paid to such questions as fast timing capability, energy resolution, light output, and photodetector spectral sensitivity and quantum efficiency in order to produce a realistic solution. It is the intent of the authors to show that although the final solutions may not exist at present, the achievements of the past few years show that the solution is probably realizable with proper effort and attention within the time scale envisioned for the construction of the new colliders.
