Gun Control: "Bump-Fire" Stocks

Description: This report discusses "bump-fire" stocks for guns which allow less experienced users to shoot semiautomatic rifles more rapidly. "Bump-stocks" that contain a coiled spring are considered firearms by the ATF but other varieties of modified stocks that do not contain coiled springs are not classified as firearms and as such are unregulated. The shooter in the October 1, 2017 Las Vegas shooting used semiautomatic rifles with 'bump-stocks" which has led to renewed interest in their regulation in Congress.

State Innovation Waivers: Frequently Asked Questions

Description: This report answers frequently asked questions about the state innovation waiver program of the Affordable Care Act (ACA) which allows states to waive certain requirements of the ACA and instead create their own health insurance coverage plans that will still provide the same level of coverage and affordability as the ACA would have. Methane and Other Air Pollution Issues in Natural Gas Systems

Overview of Continuing Appropriations for Fiscal Year 2018 (P. L. 115-56)

Description: This report provides an analysis of the continuing appropriations provisions for FY2018 in Division D of H.R. 601. The measure also included separate divisions that establish a program to provide foreign assistance concerning basic education (Division A--Reinforcing Education Accountability in Development Act), supplemental appropriations for disaster relief requirements for FY2017 (Division B), and a temporary suspension of the public debt limit (Division C). On September 8, 2017, the President signed H.R. 601 into law (P.L. 115-56). Funding under the terms of the Continuing Resolution is effective October 1, 2017, through December 8, 2017-- roughly the first 10 weeks of the fiscal year.

Attack on U.S. Soldiers in Niger: Context and Issues for Congress

The New START Treaty: Central Limits and Key Provisions

PILT (Payments in Lieu of Taxes): Somewhat Simplified

Description: This report discusses the Payment in Lieu of Taxes (PILT) program that compensates local jurisdictions (generally counties) for lost tax property tax revenue due to the presence of federal lands in their county. It covers all NPS, NFS, and BLM lands, some National Wildlife Refuge lands, and a few military lands. The payment calculations are based on a complicated five part system and the program has been criticized for paying vastly different amounts to some counties with similar land amounts and complicated inclusion rules Wildlife Refuge land. Past legislation and options for reform are also discussed.

Trends in the Timing and Size of DHS Appropriations: In Brief

Description: This report examines trends in the timing and size of homeland security appropriations measures. Figure 1 shows the history of the timing of the annual DHS appropriations bills as they have moved through various stages of the legislative process. Initially, DHS appropriations were enacted relatively promptly, as stand-alone legislation. However, the bill is no longer an outlier from the consolidation and delayed timing that has affected other annual appropriations legislation. FY2017 marked the latest finalization of DHS annual appropriations levels in the history of the DHS Appropriations Act. The second table and set of charts presents information on DHS discretionary appropriations, as enacted, for FY2004 through FY2017. Table 1 provides data in nominal dollars, while Table 2 provides data in constant FY2013 dollars to allow for comparisons over time. Figure 2 represents Table 2's data in a visual format. The totals include annual appropriations as well as supplemental appropriations.
