Legislative Prayer and School Prayer: The Constitutional Difference

Description: The Supreme Court's decisions holding government-sponsored prayer in the public schools to violate the First Amendment's establishment clause but prayer in legislative assemblies to be constitutional are sometimes lifted up as contradictory. This report summarizes the relevant decisions and identifies the distinctions the Court has drawn between the two situations.

Proposal for the use of the AGS linac for proton therapy

Description: The BNL 200 MeV linac presently provides beam for the AGS high energy physics program and for isotope production at the Brookhaven Linac Isotope Producer (BLIP,) facility. There is now a proposal to develop a proton therapy facility which would also use the linac beam. Approximately 1% of the current in each linac beam pulse would be diverted from BLIP, down an existing transport line, to the proposed new facility. This paper focuses on the basic design of the facility, particularly the acceler… more

Fracture behavior of the Fe-8Al alloy FAP-Y

Description: The tensile and impact properties of two heats of the reduced aluminum alloy FAP-Y have been measured and compared to the Fe{sub 3}Al alloy FA-129. The FAP-Y material has similar yield strengths up to 400{degrees}C, and much better ductility and impact properties, as compared to the FA-129. Despite excellent room-temperature ductility, the ductile-to-brittle transition temperature is still quite high, around 150{degrees}C. The material is found to be strain-rate sensitive, with a significant in… more

Simulation of the consistent Boltzmann equation for hard spheres and its extension to higher densities

Description: The direct simulation Monte Carlo method is modified with a post-collision displacement in order to obtain the hard sphere equation of state. This leads to consistent thermodynamic and transport properties in the low density regime. At higher densities, when the enhanced collision rate according to kinetic theory is introduced, the exact hard sphere equation of state is recovered. and the transport coefficients are comparable to those of the Enskog theory. The computational advantages of this s… more

Chemical synthesis, characterization and separation studies of functionalized polymeric supports. Final report

Description: Polymer resins with immobilized phosphorus acid ligands have been used to remove metal ions from solutions over wide pH range. These resins offer selective removal of metal ions under acidic conditions through coordination with the phosphoryl oxygen. Use of poly(vinylbenzyl chloride) foams as supports for phosphorus-based ligands is examined in this report. Foams with large pore volumes as supports offer an advantage over gel and macroporous beads in that the increased porosity could lead to in… more

Spectral distribution of the two-photon decay of He-like krypton

Description: We report Progress on a measurement of the spectral distribution of photons from the two-photon decay of the 2{sup 1}S{sub 0} level in heliumlike krypton. A measurement of the exact shape of the continuum singles spectrum of the two-photon decay in heliumlike ions provides a sensitive probe of the calculation of the transition probability. In our experiment a beam of Kr{sup 34+} ions is excited using a thin carbon foil and the subsequent decays are observed in an array of four x-ray detectors.

In-situ containment and stabilization of buried waste: Annual report FY 1994

Description: The two landfills of specific interest are the Chemical Waste Landfill (CWL) and the Mixed Waste Landfill (MWL), both located at Sandia National Laboratory. The work is comprised of two subtasks: (1) In-Situ Barriers and (2) In-Situ Stabilization of Contaminated Soils. The main environmental concern at the CWL is a chromium plume resulting from disposal of chromic acid and chromic sulfuric acid into unlined pits. This program has investigated means of in-situ stabilization of chromium contamina… more

Geological and petrophysical characterization of the Ferron Sandstone for 3-D simulation of a fluvial-deltaic reservoir. Quarterly report, July 1--September 30, 1994

Description: The objective of this project is to develop a comprehensive, interdisciplinary, and quantitative characterization of a fluvial-deltaic reservoir which will allow realistic inter-well and reservoir-scale modeling to be developed for improved oil-field development in similar reservoirs world-wide. The geological and petrophysical properties of the Cretaceous Ferron Sandstone in east-central Utah will be quantitatively determined. Both new and existing data will be integrated into a 3-D representa… more

Design studies for an advanced ECR ion source for multiply charged ion beam generation

Description: An innovative technique: for increasing ion source intensity is described which, in principle, could lead to significant advances in ECR ion source technology for multiply charged ion beam formation. The advanced concept design uses a minimum-B magnetic mirror geometry which consists of a multi-cusp, magnetic field, to assist in confining the plasma radially, a flat central field for tuning to the ECR resonant condition, and specially tailored min-or fields in the end zones to confine the plasm… more

An advanced ECR ion source with a large uniformly distributed ECR plasma volume for multiply charged ion beam generation

Description: A new ECR ion source geometry has been conceived which uses a minimum-B magnetic mirror geometry consisting of a multi-cusp, magnetic field, to assist in confining the plasma radially, a flat central field for tuning to the ECR resonant condition, and specially tailored mirror fields in the end zones for confining the plasma in the axial direction. The magnetic field, designed to achieve an axially symmetric plasma ``volume`` with constant mod-B, extends over the length of the central field reg… more

Occurrence and distribution of special status plant species on the Naval Petroleum Reserves in California

Description: Several special status plant species occur or potentially occur at the Naval Petroleum Reserves in California (NPRC). Special status species are defined as those species that are either federally listed as endangered or threatened, or candidate taxa. Candidate species are classified as Category 1 or Category 2. Category 1 taxa are those species for which there is sufficient evidence to support listing, while Category 2 taxa are those species for which listing may possibly be appropriate, but fo… more

Phase behavior and in-situ density determination in concentrated salt solutions under hydrothermal conditions

Description: An optical cell was constructed to observe phase behavior in aqueous electrolyte solutions at temperatures up to 450{degrees}C and pressures up to 1200 bar. The goal was to map out the single-phase region for a certain concentrated, multicomponent waste solution, to aid in the design of a treatment facility. The imaging system could also measure the refractive index of the fluid, allowing the density to be determined by means of the Lorentz-Lorenz relationship. The validity of the technique was… more

Growth response of Pinus ponderosa seedlings and mature tree branches to acid rain and ozone exposure

Description: Forests of the central and southern Sierra Nevada in California have been subjected to chronic damage by ozone and other atmospheric pollutants for the past several decades. Until recently, pollutant exposure of northern Sierra Nevada forests has been mild but increasing population and changes in land use throughout the Sacramento Valley and Sierra Nevada foothills may lead to increased pollutant damage in these forests. Although, better documented in other regions of the United States, little … more
