On June 9, 1998, President Clinton signed into law the Transportation Equity Act for the 21st Century (TEA 21, P.L. 105-178). The law authorizes a total of $218 billion for federal highway and mass transit programs from FY1998 to FY2003 and sets aside roughly $12.4 billion for several environmental programs. Fast Track for Trade Agreements: Procedural Controls for Congress and Proposed Alternatives
This report discusses the fast track trade procedures in the Trade Act of 1974 operate as procedural rules of the House and Senate, and the statute itself declares them to be enacted as an exercise of the constitutional authority of each house to determine its own rules. These procedures prevent Congress from altering an implementing bill or declining to act, but permit it to enact or reject the bill. By these means Congress retains authority to legislate in the areas covered, yet affords the President conditions for effective negotiation.

The Unconstitutionality of State Congressional Term Limits
On May 22, 1995, the U.S. Supreme Court in U.S. Term Limits, Inc. v. Thornton (Sup. Ct. Doc. No. 93-1456) in a 5-4 decision held that Arkansas' constitutional amendment, Section 3 of Amendment 73, providing for limitations on congressional terms of office was unconstitutional in that it established an additional qualification for congressional office in violation of Article I, Sections 2 and 3 setting forth the three basic qualifications of age, citizenship and inhabitancy for Members of Congress.
Norwegian Commercial Whaling: Issues for Congress
On May 16, 1996, 23 Members of Congress sent a letter to President Clinton expressing their concern over Norway's announcement that it intended to permit its whalers to kill as many as 425 minke whales that year. The co-signers urged the President "to take decisive action to prevent Norway from resuming its illicit whale harvesting," including the possible use of economic sanctions. For its 1997 hunt, Norway has increased its quota to 580 animals.

Under Prime Minister Morihiro Hosokawa, the coalition faced turmoil in April 1994, when Hosokawa resigned abruptly amid a personal financial scandal. Then-deputy prime minister/foreign minister Tsutomu Hata succeeded, but only at the head of a minority government as the Social Democratic Party (SDP), a key coalition partner, quit the coalition. Though beset by its own internal squabbles, the LDP remained the single largest party in Japan's bicameral Diet, or parliament. In late June, Hata was forced to resign under threat of an LDP-led no-confidence motion.

East Asia: The New Triangular Relationship, Implications for U.S. Influence, and Options for U.S. Policy
Recent criticism of the Clinton Administration's policies toward China, Japan and other East Asian countries has contended that the United States is exerting much less influence and is becoming marginal in determining developments in this economically vibrant and strategically important area. Although there are important costs to U.S. influence associated with disputes with Beijing, Tokyo and others, an assessment of the U.S.-Japanese-Chinese triangular relationship that currently dominates trends in the region shows that the United States is likely to continue its influential position in post Cold War East Asia.

Japan-U.S. relations are more uncertain and subject to greater strain today than at any time since World War II. Longstanding military allies and increasingly interdependent economic partners, Japan and the United States have worked closely together to build a strong, multifaceted relationship based on democratic values and interests in world stability and development. But Japan today is our foremost economic and technological competitor. It consistently runs the largest annual international trade surplus with the U.S. ($59 billion in 1993). The end of the Cold War, lackluster international economic conditions, and the focus on economic issues in U.S. politics have raised new questions about the appropriate U.S. policy toward this Asian ally.
"Orderly Closure" of the Bureau of Mines: FY 1996 Funding
The Congress and the White House have agreed to abolish the Bureau of Mines within the Department of the Interior (DOI). H.R. 1977, appropriating funds for the DOI, would have provided $64 million for the "orderly closure" of the Bureau of Mines within 90 days of enactment. Orderly closure entails relocating certain functions to other agencies and completely eliminating others. H.R. 1977 was vetoed for unrelated reasons, but an attempt to override that veto was unsuccessful. In its latest action, January 26, 1996, Congress passed a continuing resolution (P.L. 104-99) affirming the closure of the Bureau and the transfer of some functions to other agencies
