Environmental Protection Agency: FY2000 Budget Issues
State and local wastewater and drinking water capital needs were the most prominent budgetary issues. Senate and House authorizing and appropriating chairmen expressed concern over the requested 17% decrease in the State and Tribal Assistance Grants account from $3.41 billion in FY1999 to $2.84 billion in FY2000. The conference agreement on H.R. 2684 provides a total of $3.47 billion. For clean water state revolving funds, the conference committee approved the Senate's level of $1.35 billion, about $175 million more than the House approved and roughly $550 million more than requested. The conference agreement included $332 million for special project grants, about $73 million more than the House's proposal, roughly $232 million more than the Senate approved, and about $304 million more than requested. For drinking water state revolving funds, the conference committee approved $820 million, $45 million more than the House's amount and $5 million less than the Senate approved and the President requested. The conference committee also approved the Administration's request of $885 million for state and tribal administrative grants, which is roughly the same as the amount enacted for FY1999.

Immigration and Naturalization Services's FY2000 Budget
For FY2000, the House-passed Commerce, Justice, State and the Judiciary appropriations act would provide $4.264 billion in total funding for the Immigration and Naturalization Service (INS), including $100 million to hire an additional 1,000 Border Patrol agents, and $200 million for additional detention space (H.R. 2670; H. Rept. 106-283). The Senate-passed bill would provide INS with $3.999 billion in total funding, including $101 million to hire an additional 1,000 Border Patrol agents, nearly $23 million for Border Patrol equipment, $10 million to continue deploying remote border surveillance technologies, $3 million for law enforcement support centers, and $1.5 million to establish new dedicated commuter lanes at ports of entry (S. 1217; S.Rept. 106-76). By comparison, the Administration had requested $4.270 billion.
Colombia: Plan Colombia Legislation and Assistance (FY2000-FY2001)

Emergency Funding for Agriculture: A Brief History of Supplemental Appropriations, FY1989-FY2006
From FY1989 through FY2006, 33 appropriations, authorization, or farm disaster acts added approximately $55.4 billion in supplemental funding for U.S. Department of Agriculture (USDA) programs. The two most recent supplemental appropriations were provided in response to Hurricanes Katrina and Rita in the Gulf of Mexico and in preparation for a possible U.S. outbreak of avian influenza. Some FY1989, the vast majority of the total supplemental funding has been paid directly to farmers, primarily through two mechanisms: "market loss payments" and crop disaster payments. This report includes the total annual funding additions in the 33 acts providing economic and farm disaster assistance through USDA programs since FY1989.

This is the fourth consecutive year that GAO has been unable to express an opinion on the U.S. government's consolidated financial statements. Material weaknesses in internal control and accounting and reporting issues prevented GAO from being able to provide Congress and the American people with an opinion as to whether the government's consolidated financial statements are fairly stated in accordance with U.S. generally accepted accounting principles. These material weaknesses also affected the reliability of information in the Management's Discussion and Analysis included in the financial report and other financial management information--including information used to manage the government and budget information reported by agencies--which is taken from the same data sources as the financial statements."
Nuclear Regulatory Commission: Revision of Fee Schedules--100 Percent Fee Recovery, FY 2000
Other written product issued by the General Accounting Office with an abstract that begins "Pursuant to a legislative requirement, GAO reviewed Nuclear Regulatory Commission's (NRC) new rule on fee recovery. GAO noted that: (1) the final rule would implement for fiscal year (FY) 2000 section 6101 of the Omnibus Budget Reconciliation Act of 1990; (2) it requires NRC to recover from its applicants and licensees approximately 100 percent of its budget authority, less amounts appropriated from the Nuclear Waste Fund; (3) for FY 2000, NRC must collect approximately $447 million through these fees; (4) two types of fees are assessed: (a) applicants and licensees are charged for specific services, such as inspections and licensing reviews, that are provided by the NRC; and (b) NRC assesses an annual fee to its licensees to recover generic costs that cannot be attributed to specific licensees; and (5) NRC complied with applicable requirements in promulgating the rule."

This report discusses the foreign affairs appropriations passed within the last 21 years; nearly all of them were passed within omnibus, consolidated, or full-year continuing resolutions, and usually after the start of the new fiscal year.
