FY06 LDRD Final Report Data Intensive Computing
The goal of the data intensive LDRD was to investigate the fundamental research issues underlying the application of High Performance Computing (HPC) resources to the challenges of data intensive computing. We explored these issues through four targeted case studies derived from growing LLNL programs: high speed text processing, massive semantic graph analysis, streaming image feature extraction, and processing of streaming sensor data. The ultimate goal of this analysis was to provide scalable data management algorithms to support the development of a predictive knowledge capability consistent with the direction of Aurora.
Groundwater Level Status Report for Fiscal Year 2006 Los Alamos National Laboratory
The status of groundwater level monitoring at Los Alamos National Laboratory in Fiscal Year 2006 is provided in this report. The Groundwater Level Monitoring Project was instituted in 2005 for providing a framework for the collection and processing of quality controlled groundwater level data. This report summarizes groundwater level data for 158 monitoring wells, including 43 regional aquifer wells, 23 intermediate wells, and 92 alluvial wells. Pressure transducers were installed in 132 monitoring wells for continuous monitoring of groundwater levels. Time-series hydrographs of groundwater level data are presented along with pertinent construction and location information for each well.

Quarterly progress report for Q1 FY06 for Complex Transient Events in Materials Studied Using Ultrafast Electron Probes and Terascale Simulation (FWP SCW0289)
This quarter (Q1 FY06) marked the first time that the LLNL dynamic transmission electron microscope (DTEM) configuration had advanced to the point whereby it was possible to conduct in-situ experiments on specimens. DTEM improvements continue to progress at a rapid pace. We summarize important achievements in the following list: (1) Instrument performance and design improvements - (a) Reproducibly achieving >1 x 10{sup 7} e{sup -} per pulse. Adjustments in the cathode laser system design led to an improved quantum efficiency and electron yield per pulse. The current number of electrons in the pulse is sufficient for acquiring high quality, single-shot electron diffraction patterns. (b) Implementation of computer interface and Labview{reg_sign} programs for cathode and specimen drive alignment and cathode and pump laser trigger and delay settings. These controls provide a user friendly interface and ease in the experimental setup and implementation. (c) Cathode test chamber (offline test apparatus to asses photocathode design and laser induced photoemission) construction has been completed. (2) Notable instrument features brought into service - (a) Drive laser system was enhanced to improve beam shape and uniformity and to include continuous laser energy monitoring. The drive laser spot size on the specimen was also reduced from 70 {mu}m x 110 {mu}m to 50 {mu}m x 75 {mu}m. (b) New phosphor coated face plate manufactured by TVIPS was installed. The sensitivity and signal noise ratio improved by factor 2 (sensitivity {approx}110 CCD counts/e{sup -} and signal to noise ratio {approx}5). (3) Experimental Progress - (a) First time-resolved experiment: observation of the {alpha} (hcp) to {beta} (bcc) phase transition in pure Ti films via single shot electron diffraction. Results of this experiment were published in the MRS Fall 2005 proceedings and are under review for article in the FEMMS proceedings, which will to be published in Journal of Material ...
Quarterly progress report for Q2 FY06 for Complex Transient Events in Materials Studied Using Ultrafast Electron Probes and Terascale Simulation (FWP SCW0289)
In this quarter (Q2 FY06), the DTEM underwent a substantial reconfiguration of its laser systems. The cathode laser system was changed to provide greater numbers of electrons per pulse by lengthening the time duration of the pulse to 30 ns. The greater number of electrons per pulse has allowed us to acquire high quality pulsed images and diffraction patterns. The spatial resolution in the single pulsed image has been measured at better than 20 nm. The diffraction patterns are now more comparable to conventional electron microscope operation. Examples are found in the body of the report. We summarize important achievements in the following list: (1) Instrument performance and design improvements--(A) The laser system was changed for the cathode photoemission system (75 ns at 1053 nm wavelength converted to 30ns at 211 nm wavelength) to give longer electron pulses at the same current to yield more electrons per pulse. (B) New specimen drive laser constructed. (C) New computer monitored and controlled alignment systems installed for both laser systems to facilitate laser alignment through a user friendly computer interface. (2) Experimental Progress--(A) The spatial resolution of pulsed images was tested by imaging a cross-section of multilayer thin foils with 30 nm and 20 nm periods. Single pulse images were observed to have spatial resolution better than 20 nm. This combination of 20 nm spatial and 30 ns temporal resolution is thought to be highest combined spatial and temporal measurement ever made. (B) The quality of single pulse electron diffraction patterns have been improved to the point where differentiating the HCP from BCC patterns in Ti is substantially easier. The spatial coherence of the electron illumination on the specimen was improved to give much smaller diffraction spots in the pattern.
Agriculture and FY2006 Budget Reconciliation
During the week of December 18, 2005, both the House and Senate approved the conference agreement on the Deficit Reduction Act of 2005 (H.Rept. 109-362, S. 1932), which includes net reductions of $2.7 billion over five years for USDA mandatory programs. Included in the agreement is a $1.7 billion reduction in farm commodity support programs, a $934 million reduction in conservation spending, a $620 million reduction in a mandatory research program, and $419 million cut in rural development programs, as scored by CBO over a five-year period (FY2006-2010). The measure also includes a two-year extension of a dairy income support program, at an estimated cost of $998 million. No reductions to food stamp spending were included in the conference agreement.
Agriculture and FY2006 Budget Reconciliation
The FY2006 budget resolution (H.Con.Res. 95, H.Rept. 109-62) contains reconciliation instructions that require authorizing committees to report legislation to reduce spending on mandatory programs within each committee’s jurisdiction. The resolution instructed the House and Senate Agriculture Committees to report legislation reducing spending on USDA mandatory programs by $173 million in FY2006 and $3.0 billion over five years (FY2006-FY2010). The House and Senate Agriculture Committees have completed action on their recommendations ($3.65 billion in the House and $3.0 billion in the Senate). The two measures would reduce spending on farm commodity and conservation programs in varying ways. The House measure also eliminates funding for various rural development programs and reduces food stamp spending. The Senate extends authority for a dairy income support program, which would require an offset of its projected cost. Reconciliation floor action is expected in November.
Emergency Funding for Agriculture: A Brief History of Supplemental Appropriations, FY1989-FY2009
This report provides a table which lists supplemental appropriations for Agriculture. From FY1989 through FY2009, 39 appropriations, authorization, or farm disaster acts added approximately $68.7 billion in supplemental funding for U.S. Department of Agriculture (USDA) programs (excluding the Forest Service, which is funded annually under the Interior appropriations bill). Approximately $50.2 billion, or just under three-fourths of the total amount, was provided within the last 10 years.

Water Infrastructure Financing: History of EPA Appropriations

FY 2006 ANNUAL REVIEW-SALTSTONE DISPOSAL FACILITY PERFORMANCE ASSESSMENT
The Z-Area Saltstone Disposal Facility (SDF) consists of two disposal units, Vaults 1 and 4, described in the Performance Assessment (PA) (WSRC 1992). The FY06 PA Annual Review concludes that both vaults contain much lower levels of radionuclides (curies) than that allowed by the PA. The PA controls established to govern waste operations and monitor disposal facility performance are determined to be adequate.

Department of State and Foreign Operations Appropriations: A Fact Sheet on Legislation, FY1995-FY2015
This report discusses the foreign affairs appropriations passed within the last 21 years; nearly all of them were passed within omnibus, consolidated, or full-year continuing resolutions, and usually after the start of the new fiscal year. Many foreign policy experts contend that stand-alone appropriation legislation would allow for a more rigorous debate on specific foreign policy activities. They also believe that the practice of delayed appropriations has constrained ongoing program operating levels and the ability to introduce or fund new programs that did not exist in the previous year's budget.

The basic science goal in this project identifies structure/affinity relationships for selected radionuclides and existing sorbents. The task will apply this knowledge to the design and synthesis of new sorbents that will exhibit increased affinity for cesium, strontium and actinide separations. The target problem focuses on the treatment of high-level nuclear wastes. The general approach can likewise be applied to nonradioactive separations. During the fifth year of the project our studies focused along the following paths: (1) determination of Cs{sup +} ion exchange mechanism in sodium titanium silicates with sitinikite topology and the influence of crystallinity on ion exchange, (2) synthesis and characterization of novel peroxo-titanate materials for strontium and actinide separations, and (3) further refinements in computational models for the CST and polyoxoniobate materials.

FY06 Annual Report: Amorphous Semiconductors for Gamma Radiation Detection (ASGRAD)
We describe progress in the development of new materials for portable, room-temperature, gamma-radiation detection at Pacific Northwest National Laboratory at the Hanford Site in Washington State. High Z, high resistivity, amorphous semiconductors are being designed for use as solid-state detectors at near ambient temperatures; principles of operation are analogous to single-crystal semiconducting detectors. Amorphous semiconductors have both advantages and disadvantages compared to single crystals, and this project is developing methods to mitigate technical problems and design optimized material for gamma detection. Several issues involved in the fabrication of amorphous semiconductors are described, including reaction thermodynamics and kinetics, the development of pyrolytic coating, and the synthesis of ingots. The characterization of amorphous semiconductors is described, including sectioning and polishing protocols, optical microscopy, X-ray diffraction, scanning electron microscopy, optical spectroscopy, particle-induced X-ram emission, Rutherford backscattering, and electrical testing. Then collaboration with the University of Illinois at Urbana-Champaign is discussed in the areas of Hall-effect measurements and current voltage data. Finally, we discuss the strategy for continuing the program.

FY06 LDRD Final Report "The Creation of a Neutron Star Atmosphere"
We have taken the initiative to examine whether experiments on HED facilities, present and future, could achieve the extreme scaled conditions relevant to accreting neutron star atmospheres and accretion disks around black holes. The preliminary conclusion from this detailed scaling assessment is that if an exact scaled version of the photon bubble instability physics is desired, this will require experiments with (simultaneously) spatial scales of order {approx}1 mm, temperatures of order {approx}5 keV, magnetic fields of order a hundred megaGauss, and time scales of order several hundred psec. Aspects (subsets) of this physics can be studied under less demanding conditions. To achieve the temperatures required in targets of order several optical depths, we come to the preliminary conclusion that we would require an energy source that delivers of order of a megajoule of energy into a high Z target. A conceptual design for such an experiment could be to use the energy from a high gain ignition NIF capsule as our principle source of heating and acceleration whereby the target is in close proximity to the ignition capsule and then use external petawatt lasers to develop the magnetic fields required.

The Impact of Major Legislation on Budget Deficits: 2001 to 2009
This report examines to what extent major legislative changes from 2001 to 2009 caused the budget to move from surplus to deficit. Legislative actions taken in 2009 increased the FY2009 deficit by $509 billion, whereas legislative actions taken between 2001 and 2008 increased the FY2009 deficit by $903 billion. Furthermore, legislative changes have cumulatively increased federal budget deficits over FY2001 to FY2009 by $5.4 trillion.

FY06 LDRD Final Report: Broadband Radiation and Scattering
This is the final report for LDRD 01-ERD-005. The Principle Investigator was Robert Sharpe. Collaborators included Niel Madsen, Benjamin Fasenfest, John D. Rockway, of the Defense Sciences Engineering Division (DSED), Vikram Jandhyala and James Pingenot from the University of Washington, and Mark Stowell of the Center for Applications Development and Software Engineering (CADSE). It should be noted that Benjamin Fasenfest and Mark Stowell were partially supported under other funding. The purpose of this LDRD effort was to enhance LLNL's computational electromagnetics capability in the area of broadband radiation and scattering. For radiation and scattering problems our transient EM codes are limited by the approximate Radiation Boundary Conditions (RBC's) used to model the radiation into an infinite space. Improved RBC's were researched, developed, and incorporated into the existing EMSolve finite-element code to provide a 10-100x improvement in the accuracy of the boundary conditions. Section I provides an introduction to the project and the project goals. Section II provides a summary of the project's research and accomplishments as presented in the attached papers.
The Department of Housing and Urban Development (HUD): FY2006 Budget
On July 21, 2005, the Senate Appropriations Committee approved a $34.8 billion FY2006 budget for HUD. Like the House version, the Senate bill rejects the President’s Strengthening America’s Communities Initiative (SACI). It increases funding above both the President’s request and the House version for HOPE VI, Community Development Block Grant (CDBG)-related programs (including Section 108 loan guarantees), Native American Housing Block Grants, and Rural Housing and Economic Development.
FY06 Engineering Research and Technology Report
This report summarizes the core research, development, and technology accomplishments in Lawrence Livermore National Laboratory's Engineering Directorate for FY2006. These efforts exemplify Engineering's more than 50-year history of developing and applying the technologies needed to support the Laboratory's national security missions. A partner in every major program and project at the Laboratory throughout its existence, Engineering has prepared for this role with a skilled workforce and technical resources developed through both internal and external venues. These accomplishments embody Engineering's mission: ''Enable program success today and ensure the Laboratory's vitality tomorrow''. Engineering's investment in technologies is carried out primarily through two internal programs: the Laboratory Directed Research and Development (LDRD) program and the technology base, or ''Tech Base'', program. LDRD is the vehicle for creating technologies and competencies that are cutting-edge, or require discovery-class research to be fully understood. Tech Base is used to prepare those technologies to be more broadly applicable to a variety of Laboratory needs. The term commonly used for Tech Base projects is ''reduction to practice''. Thus, LDRD reports have a strong research emphasis, while Tech Base reports document discipline-oriented, core competency activities. This report combines the LDRD and Tech Base summaries into one volume, organized into six thematic technical areas: Engineering Modeling and Simulation; Measurement Technologies; Micro/Nano-Devices and Structures; Precision Engineering; Engineering Systems for Knowledge and Inference; and Energy Manipulation.
