Advanced Reservoir Characterization in the Antelope Shale to Establish the Viability of CO{sub 2} Enhanced Oil Recovery in California's Monterey Formation Siliceous Shales

Description: The Buena Vista Hills field is located about 25 miles southwest of Bakersfield, in Kern County, California, about two miles north of the city of Taft, and five miles south of the Elk Hills field. The Antelope Shale zone was discovered at the Buena Vista Hills field in 1952, and has since been under primary production. Little research was done to improve the completion techniques during the development phase in the 1950s, so most of the wells are completed with about 1000 ft of slotted liner. The proposed pilot consists of four existing producers on 20 acre spacing with a new 10 acre infill well drilled as the pilot CO{sub 2} injector. Most of the reservoir characterization of the first phase of the project will be performed using data collected in the pilot pattern wells. This is the first annual report of the project. It covers the period February 12, 1996 to February 11, 1997. During this period the Chevron Murvale 653Z-26B well was drilled in Section 26-T31S/R23E in the Buena Vista Hills field, Kern County, California. The Monterey Formation equivalent Brown and Antelope Shales were continuously cored, the zone was logged with several different kinds of wireline logs, and the well was cased to a total depth of 4907 ft. Core recovery was 99.5%. Core analyses that have been performed include Dean Stark porosity, permeability and fluid saturations, field wettability, anelastic strain recovery, spectral core gamma, profile permeametry, and photographic imaging. Wireline log analysis includes mineral-based error minimization (ELAN), NMR T2 processing, and dipole shear wave anisotropy. A shear wave vertical seismic profile was acquired after casing was set and processing is nearly complete.

Los Alamos National Laboratory Site Integrated Management plan, uranium 233 storage and disposition. Volume 1: Project scope and description

Description: This Site Integration Management plan provides the Los Alamos Response to the Defense Nuclear Facility Safety Board (DNFSB) Recommendation 97-1. This recommendation addresses the safe storage and management of the Departments uranium 233 ({sup 233}U) inventory. In the past, Los Alamos has used {sup 233}U for a variety of different weapons related projects. The material was used at a variety of sites in varying quantities. Now, there is a limited need for this material and the emphasis has shifted from use to storage and disposition of the material. The Los Alamos program to address the DNFSB Recommendation 97-1 has two emphases. First, take corrective action to address near term deficiencies required to provide safe interim storage of {sup 233}U. Second, provide a plan to address long term storage and disposition of excess inventory at Los Alamos.

Los Alamos National Laboratory transuranic waste quality assurance project plan. Revision 1

Description: This Transuranic (TRU) Waste Quality Assurance Project Plan (QAPjP) serves as the quality management plan for the characterization of transuranic waste in preparation for certification and transportation. The Transuranic Waste Characterization/Certification Program (TWCP) consists of personnel who sample and analyze waste, validate and report data; and provide project management, quality assurance, audit and assessment, and records management support, all in accordance with established requirements for disposal of TRU waste at the Waste Isolation Pilot Plant (WIPP) facility. This QAPjP addresses how the TWCP meets the quality requirements of the Carlsbad Area Office (CAO) Quality Assurance Program Description (QAPD) and the technical requirements of the Transuranic Waste Characterization Quality Assurance Program Plan (QAPP). The TWCP characterizes and certifies retrievably stored and newly generated TRU waste using the waste selection, testing, sampling, and analytical techniques and data quality objectives (DQOs) described in the QAPP, the Los Alamos National Laboratory Transuranic Waste Certification Plan (Certification Plan), and the CST Waste Management Facilities Waste Acceptance Criteria and Certification [Los Alamos National Laboratory (LANL) Waste Acceptance Criteria (WAC)]. At the present, the TWCP does not address remote-handled (RH) waste.

Approaches to instrument design at pulsed neutron sources

Description: A number of tools are used in the design of scattering instruments for pulsed neutron sources. Initial design is based largely on simple analytical calculations. More complicated analytical calculations and Monte Carlo simulations come into play as the design is optimized to maximize the data rate and to improve the data quality. Examples are used to illustrate the relative roles of these different computational tools. Areas are also identified where appropriate computational tools are currently lacking.

Audit of management of the laboratory directed research and development program at the Lawrence Livermore National Laboratory

Description: The Department`s national laboratories, since their establishment, have been permitted to conduct a limited amount of discretionary research activities. The Department`s Defense Program laboratories, such as the Lawrence Livermore National Laboratory, generate funding for Laboratory Directed Research and Development (LDRD) programs by charging their total laboratory operating and capital equipment budgets a flat surcharge of up to 6 percent. The ceiling was mandated by the Congress in authorization legislation. This audit was performed to determine whether the LDRD program at Lawrence Livermore was managed in accordance with applicable laws and regulations. Audit work was conducted at the Department`s Headquarters and at Lawrence Livermore. Discussions were also held with representatives of the Oakland Operations Office. Department and Lawrence Livermore systems to select and manage LDRD projects were in general compliance with requirements specified in Departmental Orders. However, actions taken in Fiscal Years 1996 and 1997 by the Department and the management and operating contractor had the effect of increasing the $50 million annual level of discretionary research work conducted at Lawrence Livermore by an equivalent of $19 million. This increased level of discretionary research was primarily obtained at the expense of Department directed research.

Back-side emissions from filtered gold targets

Description: An investigation of the rapid rise time of incoherent x-ray emission from targets heated by an ultra-short pulse (USP) high-intensity optical laser was conducted for use as the x-ray source for inner- shell photo-ionized (ISPI) x ray lasing. Previous studies considered front-side x-ray emission; however, ISPI x-ray lasing requires a filtered x-ray source. Modeling using the hydrodynamics/atomic kinetics code LASNEX of a 40 fs USP driving laser with an intensity of 10 exp(17W/CM2) incident on a flat target of thin Au layered on a Be filter is presented. The filter has a modest influence on the x- ray emission of the Au via conduction cooling but has a large effect on the backside spectrum by removing low energy x rays as the Au emission passes through the filter. The use of such a filtered source is shown to provide the needed x rays to achieve high gain in C at 45A.

Calculation of thermal diffuse scattering

Description: The authors developed a computer program to calculate the thermal diffuse scattering (TDS) intensity distribution for single crystal specimens in a diffractometer with no energy analysis. They assumed that the phonon frequencies are approximated by those of elastic waves and that the elastic constants, density and lattice parameters of the system under study are known. The results of the calculations were compared to experimental data obtained for single crystals of Si, diamond and NiAl at the Wide Angle neutron Diffractometer at the HFIR at Oak Ridge National Laboratory. Excellent agreement was found between the calculations and the experimental observations.

Characterization of U-6Nb ingots produced via the electron beam cold hearth refining process

Description: A study was undertaken at Lawrence Livermore National Laboratory to characterize uranium, 6% niobium ingots produced via electron beam melting, hearth refining and continuous casting and to compare this material with conventional VIM/skull melt/VAR material. Samples of both the ingot and feed material were analyzed for niobium and trace metallic elements, carbon, oxygen and nitrogen. This material was also inspected metallographically and via microprobe analysis.

Commercial Fishing: Economic Aid and Capacity Reduction

Description: Both experience and economic models show that, in the absence of enforceable access or catch restrictions, competition among commercial fishermen results in an expansion of fishing capacity, and resultant fishing effort, beyond the sustainable limits of the fish population being pursued. The spiral of increasing effort and diminishing returns (i.e., rent dissipation) has helped to fuel increases in fish prices that reduce benefits to consumers and processors; has shifted many fish populations toward smaller, younger fish that typically command lower prices; and in many cases has reduced yields far below achievable levels. Congress has considered several approaches to address concerns about overcapitalization and excess capacity in the fishing industry.

Consequences of a postulated tank bump related to Project W-320

Description: An analysis was performed of radiological and toxicological consequences of a conservative tank bump scenario which could occur if preventative measures fail and the local sludge temperature exceed the saturation temperature for a long enough period of time to produce a release of this type. Because of the nature of the release, there are no effective mitigative actions which can be taken other than prevention of the tank bump. The unmitigated scenario analyzed here exceeded both onsite and offsite risk guidelines for an anticipated accident.

Construction safety program for the National Ignition Facility Appendix A: Safety Requirements

Description: These rules apply to all LLNL employees, non-LLNL employees (including contract labor, supplemental labor, vendors, personnel matrixed/assigned from other National Laboratories, participating guests, visitors and students) and construction contractors/subcontractors. The General Safety and Health rules shall be used by management to promote accident prevention through indoctrination, safety and health training and on-the-job application. As a condition for contracts award, all contractors and subcontractors and their employees must certify on Form S & H A-1 that they have read and understand, or have been briefed and understand, the National Ignition Facility OCIP Project General Safety Rules.

Corrective action investigation plan for CAU Number 453: Area 9 Landfill, Tonopah Test Range

Description: This Corrective Action Investigation Plan (CAIP) contains the environmental sample collection objectives and criteria for conducting site investigation activities at the Area 9 Landfill, Corrective Action Unit (CAU) 453/Corrective Action (CAS) 09-55-001-0952, which is located at the Tonopah Test Range (TTR). The TTR, included in the Nellis Air Force Range, is approximately 255 kilometers (140 miles) northwest of Las Vegas, Nevada. The Area 9 Landfill is located northwest of Area 9 on the TTR. The landfill cells associated with CAU 453 were excavated to receive waste generated from the daily operations conducted at Area 9 and from range cleanup which occurred after test activities.

Cost avoidance techniques through the Fernald controlled area trash segregation program and the RIMIA solid waste reduction program

Description: The Fernald Environmental Management Project is a Department of Energy owned facility that produced high quality uranium metals for military defense. The Fernald mission has changed from one of production to remediation. Remediation is intended to clean up legacy (primary) waste from past practices. Little opportunity is available to reduce the amount of primary waste. However, there is an opportunity to reduce secondary waste generation, primarily through segregation. Two programs which accomplish this are the Controlled Area Trash Segregation Program and the RIMIA Solid Waste Reduction Program. With these two programs now in place at the FEMP, it has been estimated that a 60% reduction has been achieved in unnecessary clean waste being disposed as Low Level Waste at the Nevada Test Site. The cost savings associated with these programs (currently 79,000 cubic feet, $428,000) could easily run into the millions of dollars based on the upcoming restoration activities to be undertaken. The segregation of non-radiological waste in the radiologically Controlled Area not only establishes a firm commitment to send only low-level radioactive waste to the Nevada Test Site, but also results in substantial cost avoidance.

CSER 97-001 Criticality safety limits for PFP 26-inch vacuum lineremoval

Description: As part of the plutonium stabilization operations in the 234-5Z Building, several runs of 26-inch (26 inches of Hg) process vacuum header, along with associated smaller piping is to be cut into sections and disposed of. This criticality safety evaluation report (CSER) requested by Nirider (1996) addresses the removal of several hundred feet of abandoned 3 and 4 inch nominal diameter vacuum header and associated smaller diameter piping runs located in the duct level of the 234-5Z Building in rooms 262, 263, and 264 as shown in the two attached drawings.

Demonstrations of diode-pumped and grating-tuned ZnSe:Cr{sup 2+} lasers. Revision 1

Description: A diode-side-pumped ZnSe:Cr{sup 2+} laser was operated with a 75 - Watt peak power 1.65 {micro}m InGaAsP/InP pump array. The laser was configured with a ``single-bounce`` architecture to maximize its round-trip gain. Peak output powers of {approx}0.3 Watt were obtained with a 10% - transmitting output coupler and a lightly-doped crystal. The estimated ``mode fill`` of {approx}0.06 will increase with Cr{sup 2+} concentration, raising the output power and extraction efficiency. With a grating tuner and MgF{sub 2}:Co{sup 2+} laser pumping, the laser tuned throughout the 2134 - 2799 nm range.

Description of the U.S. Geological Survey`s water-quality sampling and water-level monitoring program at the Hallam Nuclear Facility, August through September 1997

Description: A water-quality and water-level program between the US Department of Energy (USDOE) and the US Geological Survey (USGS) was re-established in August 1997 to (1) collect one set of water-quality samples from 17 of the 19 USDOE monitor wells, and (2) make five water-level measurements during a 2-month period from the 19 USDOE monitor wells at the Hallam Nuclear Facility, Hallam, Nebraska. Data from these wells are presented.

DKPRO: A radionuclide decay and reprocessing code

Description: The DKPRO code solves the general problem of modeling complex nuclear wastes streams using ORIGEN2 radionuclide production files. There is a continuing need for estimates of Hanford radionuclides. Physical measurements are one basis; calculational estimates, the approach represented here, are another. Given a known nuclear fuel history, it is relatively straightforward to calculate radionuclide inventories with codes such as the widely-used Oak Ridge National Laboratory code ORIGEN2.

DOE Laboratory Restructuring Legislation in the 104th Congress

Description: Interest in restructuring (including eliminating) the Department of Energy (DOE) and its laboratories has increased since the end of the Cold War, and especially since the beginning of the 104th Congress. Engineered Barrier System performance requirements systems study report. Revision 02

Description: This study evaluates the current design concept for the Engineered Barrier System (EBS), in concert with the current understanding of the geologic setting to assess whether enhancements to the required performance of the EBS are necessary. The performance assessment calculations are performed by coupling the EBS with the geologic setting based on the models (some of which were updated for this study) and assumptions used for the 1995 Total System Performance Assessment (TSPA). The need for enhancements is determined by comparing the performance assessment results against the EBS related performance requirements. Subsystem quantitative performance requirements related to the EBS include the requirement to allow no more than 1% of the waste packages (WPs) to fail before 1,000 years after permanent closure of the repository, as well as a requirement to control the release rate of radionuclides from the EBS. The EBS performance enhancements considered included additional engineered components as well as evaluating additional performance available from existing design features but for which no performance credit is currently being taken.

Environmental Protection Agency: FY1998 Budget

Description: EPA appropriations are included in the annual VA-HUD-Independent Agencies Appropriation Bill. Two major issues were whether Superfund cleanups should be accelerated in the absence of statutory reforms and whether the requested state assistance funds are adequate. Because the House and Senate were in agreement on not granting the requested 50% increase in Superfund and in passing increased state funds, the chief conference issue was expected to focus on the roughly $225 million difference between the House and Senate versions. However, a veto threat over Superfund program funding made this a key conference issue.
