Country-of-Origin Labeling for Foods and the WTO Trade Dispute on Meat Labeling

Description: This report covers the dispute between the U.S and its neighbors Canada and Mexico, who say that the recent country-of-origin labeling (COOL) system implemented by the U.S. Department of Agriculture is unfair and does not meet its original objectives. The dispute was brought before the World Trade Organization (WTO) dispute panel and found to be valid. The report ends with a discussion of options for the U.S. in regards to modifying COOL to follow WTO rulings.

Coast Guard Polar Icebreaker Modernization: Background and Issues for Congress

Potential Stafford Act Declarations for the Gulf Coast Oil Spill: Issues for Congress

Description: This report discusses the Robert T. Stafford Disaster Relief and Emergency Assistance Act, P.L. 93-288, which presents several options, and could provide a number of programs, to address the Gulf Coast oil spill. The Stafford Act authorizes the President to issue "major disaster" or "emergency" declarations before or after catastrophes occur. A Federal Chief Technology Officer in the Obama Administration: Options and Issues for Consideration

Description: In November 2007, Senator Barack Obama announced his intention, if elected President, to appoint a federal chief technology officer (CTO). On April 18, 2009, President Obama appointed Virginia Secretary of Technology, Aneesh P. Chopra, to serve as "America's Chief Technology Officer." This report presents President Obama's vision for the CTO position put forth during his campaign for the presidency and during the presidential transition. The FCC's Authority to Regulate Net Neutrality after Comcast v. FCC

Description: This report examines the ramifications of the U.S. Court of Appeals for the D.C. Circuit's April 6, 2010 ruling that the FCC could not base ancillary authority to regulate cable Internet services solely upon broad policy goals contained in the Communications Act.
