The Haitian Economy and the HOPE Act

Description: In December 2006, the 109th Congress passed the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006 (HOPE I) to assist Haiti with expanding its apparel trade as a way to help stimulate economic growth and employment. This report analyzes the evolution of the HOPE Act as it relates to U.S. trade policy, the Haitian economy, and post-earthquake reconstruction efforts.

Temporary Protected Status: Overview and Current Issues

Description: This report discusses Temporary Protected Status (TPS) which is offered to nationals of designated countries who due to civil unrest, natural disasters, and armed conflicts cannot safely return home. This report begins by situating TPS in the context of humanitarian responses to migration. Another form of blanket relief from removal--Deferred Enforced Departure (DED)--is also described, as is the historical use of these relief mechanisms. The report then provides data on the countries currently designated for TPS, including the conditions that have contributed to their designation. Past legislation to provide lawful permanent resident status to certain TPS-designated foreign nationals is also described, and the report concludes with examples of activity in the 115th Congress related to TPS.

U.S. Immigration Policy on Haitian Migrants

Description: The environmental, social, and political conditions in Haiti have long prompted congressional interest in U.S. policy on Haitian migrants, particularly those attempting to reach the United States by boat. While some observers assert that such arrivals by Haitians are a breach in border security, others maintain that these Haitians are asylum seekers following a decades old practice of Haitians coming by boat without legal immigration documents. Migrant interdiction and mandatory detention are key components of U.S. policy toward Haitian migrants, but human rights advocates express concern that Haitians are not afforded the same treatment as other asylum seekers.

Haiti's National Elections: Issues and Concerns

Description: This report provides an overview of the controversies surrounding the first round of voting in late 2010, and concerns related to the second and final round of the elections. In addition to ongoing issues regarding the legitimacy of the March 20 elections, other questions have raised concerns within the international community and Congress. These include the destabilizing presence of former dictator Jean-Claude "Baby Doc" Duvalier, and former President Jean-Bertrand Aristide, and the newly elected government's ability to handle the complex post-earthquake reconstruction process and its relationship with the donor community.

Elections in Haiti
