China Naval Modernization: Implications for U.S. Navy Capabilities: Background and Issues for Congress

Description: This report provides background information and issues for Congress on China's naval modernization effort and its implications for U.S. Navy capabilities. The question of how the United States should respond to China's military modernization effort, including its naval modernization effort, is a key issue in U.S. defense planning and budgeting. Many U.S. military programs for countering improving Chinese military forces (particularly its naval forces) fall within the U.S. Navy's budget. The is… more

Influence of Heat Treatment on Mercury Cavitation Resistance of Surface Hardened 316LN Stainless Steel

Description: The cavitation-erosion resistance of carburized 316LN stainless steel was significantly degraded but not destroyed by heat treatment in the temperature range 500-800 C. The heat treatments caused rejection of some carbon from the carburized layer into an amorphous film that formed on each specimen surface. Further, the heat treatments encouraged carbide precipitation and reduced hardness within the carburized layer, but the overall change did not reduce surface hardness fully to the level of un… more

2009 Toxic Chemical Release Inventory Report for the Emergency Planning and Community Right-to-Know Act of 1986, Title III, Section 313

Description: For reporting year 2009, Los Alamos National Laboratory (LANL) submitted a Form R report for lead as required under the Emergency Planning and Community Right-to- Know Act (EPCRA) Section 313. No other EPCRA Section 313 chemicals were used in 2009 above the reportable thresholds. This document was prepared to provide a description of the evaluation of EPCRA Section 313 chemical use and threshold determinations for LANL for calendar year 2009, as well as to provide background information about d… more

Measurement of Inclusive Charged Current Interactions on Carbon in a Few-GeV Neutrino Beam

Description: The SciBooNE Collaboration reports a measurement of inclusive charged current interactions of muon neutrinos on carbon with an average energy of 0.8 GeV using the Fermilab Booster Neutrino Beam. We compare our measurement with two neutrino interaction simulations: NEUT and NUANCE. The charged current interaction rates (product of flux and cross section) are extracted by fitting the muon kinematics, with a precision of 6-15% for the energy dependent and 3% for the energy integrated analyses. We … more

Neutron Radiography Reactor Reactivity -- Focused Lessons Learned

Description: As part of the Global Threat Reduction Initiative, the Neutron Radiography Reactor (NRAD) at the Idaho National Laboratory (INL) was converted from using highly enriched uranium (HEU) to low enriched uranium (LEU) fuel. After the conversion, NRAD resumed operations and is meeting operational requirements. Radiography image quality and the number of images that can be produced in a given time frame match pre-conversion capabilities. However, following the conversion, NRAD’s excess reactivity wit… more

Multiscale Simulation of Thermo-Mechanical Processes in Irradiated Fission-Reactor Materials

Description: This research characterized, by atomic level molecular dynamics (MD) simulations, the early stage aggregation of the fission product xenon in a model uranium oxide nuclear fuel matrix that contributes to the long term bubble formation mechanisms that compromise the efficiency and lifetime of nuclear fuels. These atomic level computer simulations disclosed a previously unknown pre-coarsening phenomenon in which the clustering of xenon is driven by vacancy diffusion. These key findings are to be … more

Analyzing Losses: Transuranics into Waste and Fission Products into Recycled Fuel

Description: All mass streams from separations and fuel fabrication are products that must meet criteria. Those headed for disposal must meet waste acceptance criteria (WAC) for the eventual disposal sites corresponding to their waste classification. Those headed for reuse must meet fuel or target impurity limits. A “loss” is any material that ends up where it is undesired. The various types of losses are linked in the sense that as the loss of transuranic (TRU) material into waste is reduced, often the los… more

Techno-Economic Analysis of Biofuels Production Based on Gasification

Description: This study compares capital and production costs of two biomass-to-liquid production plants based on gasification. The first biorefinery scenario is an oxygen-fed, low-temperature (870?C), non-slagging, fluidized bed gasifier. The second scenario is an oxygen-fed, high-temperature (1,300?C), slagging, entrained flow gasifier. Both are followed by catalytic Fischer-Tropsch synthesis and hydroprocessing to naphtha-range (gasoline blend stock) and distillate-range (diesel blend stock) liquid fract… more

Wind Turbine Generator System Acoustic Noise Test Report for the ARE 442 Wind Turbine

Description: This test was conducted on the ARE 442 as part of the U.S. Department of Energy's (DOE's) Independent Testing project. This project was established to help reduce the barriers of wind energy expansion by providing independent testing results for small turbines. In total, five turbines are being tested at the National Wind Technology Center (NWTC) as a part of this project. Acoustic noise testing is one of up to five tests that may be performed on the turbines, including duration, safety and fun… more

Search for neutral Higgs bosons in the multi-$b$-jet topology in 5.2fb$^{-1}$ of $p\bar{p}$ collisions at $\sqrt{s} = 1.96$ TeV

Description: Data recorded by the D0 experiment at the Fermilab Tevatron Collider are analyzed to search for neutral Higgs bosons produced in association with b quarks. The search is performed in the three-b-quark channel using multijet-triggered events corresponding to an integrated luminosity of 5.2 fb{sup -1}. In the absence of any significant excess above background, limits are set on the cross section multiplied by the branching ratio in the Higgs boson mass range 90 to 300 GeV, extending the excluded … more

The Rise and Decline of U.S. Private Sector Investments in Energy R&D since the Arab Oil Embargo of 1973

Description: This paper presents two distinct datasets that describe investments in energy research and development (R&D) by the US private sector since the mid1970s, which is when the US government began to systematically collect these data. The first dataset is based upon a broad survey of more than 20,000 firms’ industrial R&D activities. This broad survey of US industry is coordinated by the US National Science Foundation. The second dataset discussed here is a much narrower accounting of the energy R&D… more

Interaction Layer Characteristics in U-xMo Dispersion/Monolithic Fuels

Description: Published data concerning the interaction layer (IL) formed between U-xMo fuel alloy and aluminum (Al)-based matrix or cladding materials was reviewed, including the effects of silicon (Si) content in the matrix/cladding, molybdenum (Mo) content in the fuel, pre irradiation thermal treatments, irradiation, and test temperature. The review revealed that tests conducted in the laboratory produce results different from those conducted in an irradiation environment. However, the laboratory testing … more
