California Air Quality FIP - A Fact Sheet

Description: On April 10, 1995, President Clinton signed P.L. 104-6, which contained a provision that rescinds the Federal air quality implementation plan (FIP) for the South Coast, Ventura, and Sacramento areas of California.(1) As a result, the FIP issued by EPA has no further force and effect, and California will continue pursuing approval of its own State implementation plan (SIP) in lieu of the FIP. Promulgation of the FIP was perceived by some within the State as having a detrimental effect on Califor… more

Hong Kong's Return to China: Implications for U.S. Interests

Description: In the months approaching China's resumption of sovereignty over Hong Kong on July 1, 1997, policy analysts are trying to assess how the territory will fare under Chinese rule. The answer is important to U.S. interests because of the enormous U.S. economic presence in Hong Kong; because any adverse developments in Hong Kong are likely to affect U.S.-China relations; and because China's promise to give Hong Kong a high degree of autonomy under the "one-China, two-systems" policy has major implic… more

Land and Water Conservation Fund: Current Funding

Description: The Land and Water Conservation Fund (LWCF) was established in 1964. (l) The LWCF is a "trust fund" to accumulate revenues from Federal outdoor recreation user fees, the Federal motorboat fuel tax, surplus property sales, and oil and gas leases on the Outer Continental Shelf, for subsequent appropriation by Congress. However, the LWCF is not a true trust fund in the way "trust fund" is generally understood in the private sector.

Statement of capabilities: Micropower Impulse Radar (MIR) technology applied to mine detection and imaging

Description: The Lawrence Livermore National Laboratory (LLNL) has developed radar and imaging technologies with potential applications in mine detection by the armed forces and other agencies involved in demining efforts. These new technologies use a patented ultra-wideband (impulse) radar technology that is compact, low-cost, and low power. Designated as Micropower Impulse Radar, these compact, self-contained radars can easily be assembled into arrays to form complete ground penetrating radar imaging syst… more

Pentan isomers compound flame front structure

Description: The fuels (hexane, pentane, diethyl ether) and conditions investigated in this study are relevant to engine knock in spark- ignition engines. A review is provided of the field of low temperature hydrocarbon oxidation. Studies were made of radical and stable intermediate distribution in the front of cool flames: Maximum concentrations of H atoms and peroxy radicals were observed in the luminous zone of the cool flame front. Peroxy radicals appear before the luminous zone at 430 K due to diffusio… more

An implementation of a medium resolution minefield model in the Joint Conflict Model

Description: An implementation of a new, flexible, and realistic representation of conventional minefields in the Joint Conflict Model (JCM) is presented. The model includes important aspects of minefield effects on battlefield entities and of breaching devices on minefields. The model is designed at ``medium resolution,`` that is, it is general enough to depict a wide variety of tactical situations accurately; however, it only represents tactically significant aspects of mine warfare, discarding or aggrega… more

Middle Urals` pollution prevention priorities assessment project

Description: The Middle Urals is an important Russian industrial region. The key industries are also the most environmentally damaging: mining, metallurgical and chemical industries. There are some 600 large-sized and medium-sized enterprises located within the Middle Urals` region. Their annual solid and gaseous chemical releases have led to exceeding some maximum permissible contaminant concentrations by factors of tens and hundreds. The environmental problems of the Middle Urals are of such magnitude, se… more

Single parameter controls for nuclear criticality safety at the Oak Ridge Y-12 Plant

Description: At the Oak Ridge Y-12 Plant, there are numerous situations in which nuclear criticality safety must be assured and subcriticality demonstrated by some method other than the straightforward use of the double contingency principle. Some cases are cited, and the criticality safety evaluation of contaminated combustible waste collectors is considered in detail. The criticality safety evaluation for combustible collectors is based on applying one very good control to the one controllable parameter. … more

Imaging radar for bridge deck inspection

Description: Lawrence Livermore National Laboratory (LLNL)l is developing a prototype imaging radar for inspecting steel reinforced concrete bridge decks. The system is designed to acquire Synthetic Aperture Radar (SAR) data and provide high-resolution images of internal structure, flaws, and defects enabling bridge inspectors to nondestructively evaluate and characterize bridge deck condition. Concrete delamination resulting from corrosion of steel reinforcing bars (rebars) is an important structural defec… more

Investigation of acoustic emission for use as a wheel-to-workpiece proximity sensor in fixed-abrasive grinding

Description: This paper reports on the feasibility of using Acoustic Emission (AE) for sensing the proximity of a grinding wheel to a glass workpiece, both prior to contact and in the early stages of contact. Our measured AE signals indicate that we can track the position of the grinding wheel as it approaches the workpiece through the turbulent coolant layer and than as contact initiates with a workpiece during spherical generation. Our data for the initial contact region is dominated by cyclical bursts of… more

Microscopic time-reversibility and macroscopic irreversibility: Still a paradox

Description: Microscopic time reversibility and macroscopic irreversibility are a paradoxical combination. This was first observed by J. Loschmidt in 1876 and was explained, for conservative systems, by L. Boltzmann the following year. Both these features are also present in modern simulations of classic many-body systems in steady nonequilibrium states. We illustrate them here for the simplest possible models, a continuous one-dimensional model of field-driven diffusion, the so-called driven Lorentz gas or… more

Final environmental assessment for vegetation control at VHF stations, microwave stations, electrical substations, and pole yards

Description: Southwestern Power Adm. operates very high frequency (VHF) and microwave radio stations, electrical substations, and pole yards for electric power transmission throughout AR, MO, and OK. Vegetation growth at the stations must be suppressed for safety of operation and personnel. Southwestern has been using a combination of mechanical/manual and herbicide control for this purpose; Federally- mandated reductions in staff and budgetary resources require Southwestern to evaluate all potentially effi… more

The MACHO Project LMC variable star inventory: Aperiodic blue variables

Description: The MACHO Project database was searched for aperiodic blue variables in the LMC. Of approximately 250,000 bright blue stars in the region of observation, around 3,500 had been flagged as variables or as rejected gravitational microlensing candidates from a visual inspection of this set, about 400 stars were selected for the catalog. These stars have been categorized by their light curve morphology. Their spatial distribution is presented and correlated with known phenomena. Analysis of the cata… more

Test plan 241-C-103 natural breathing characteristics evaluation using the ultra sensitive flowmeter

Description: To facilitate the reduction of worker exposure to hazardous fumes and vapors, it is imperative to characterize and measure flows out of waste tanks that breathe due to atmospheric pressure changes. These measurements will lead to a better understanding of how these tanks breathe and thus will aid in better worker exposure control at lower cost.
