Across-the-Board Rescissions in Appropriations Acts: Overview and Recent Practices

Description: This report provides information on the main components of across-the-board rescissions and recent practices since FY2008. The annual appropriations process reqires an agreement on the level of funding for individual items or accounts but also with regard to the total amount of discretionary budget authority that will be provided for that fiscal year. If that agreed-upon amount requires a reduction in budget authority and sufficient reductions are not associated with individual programs, an alternative method to reduce that amount is an "across-the-board rescission."

Defense Spending and the Budget Control Act Limits

Description: This report discusses the Budget Control Act, which sets limits on defense spending between fiscal years 2012 and 2021 and possible measures to avoid a sequester. The current debate in Congress has centered on whether to adjust the BCA defense caps upward; move base budget spending to accounts designated for Overseas Contingency Operations (OCO) that are not subject to spending limits; reduce the defense spending in the Administration's request to comply with BCA revised caps; or use some combination of these approaches.

Department of State and Foreign Operations Appropriations: A Fact Sheet on Legislation, FY1995-FY2015

Description: This report discusses the foreign affairs appropriations passed within the last 21 years; nearly all of them were passed within omnibus, consolidated, or full-year continuing resolutions, and usually after the start of the new fiscal year. Many foreign policy experts contend that stand-alone appropriation legislation would allow for a more rigorous debate on specific foreign policy activities. They also believe that the practice of delayed appropriations has constrained ongoing program operating levels and the ability to introduce or fund new programs that did not exist in the previous year's budget.

Description: Following the defunding of the Yucca Mountain Project, it is reasonable to assume that commercial used fuel will remain in storage for a longer time period than initially assumed. Previous transportation task work in FY 2011, under the Department of Energy’s Office of Nuclear Energy, Used Fuel Disposition Campaign, proposed an alternative for safely transporting used fuel regardless of the structural integrity of the used fuel, baskets, poisons, or storage canisters after an extended period of storage. This alternative assures criticality safety during transportation by implementing a concept that achieves moderator exclusion (no in-leakage of moderator into the used fuel cavity). By relying upon a component inside of the transportation cask that provides a watertight function, a strong argument can be made that moderator intrusion is not credible and should not be a required assumption for criticality evaluations during normal or hypothetical accident conditions of transportation. This Transportation Task report addresses the assigned FY 2012 work that supports the proposed moderator exclusion concept as well as a standardized transportation system. The two tasks assigned were to (1) promote the proposed moderator exclusion concept to both regulatory and nuclear industry audiences and (2) advance specific technical issues in order to improve American Society of Mechanical Engineers Boiler and Pressure Vessel Code, Section III, Division 3 rules for storage and transportation containments. The common point behind both of the assigned tasks is to provide more options that can be used to resolve current issues being debated regarding the future transportation of used fuel after extended storage.

FY12 annual Report: PHEV Engine Control and Energy Management Strategy

FY12 ARRA-NRAP Report – Studies to Support Risk Assessment of Geologic Carbon Sequestration

Description: This report summarizes results of research conducted during FY2012 to support the assessment of environmental risks associated with geologic carbon dioxide (CO2) sequestration and storage. Several research focus areas are ongoing as part of this project. This includes the quantification of the leachability of metals and organic compounds from representative CO2 storage reservoir and caprock materials, the fate of metals and organic compounds after release, and the development of a method to measure pH in situ under supercritical CO2 (scCO2) conditions. Metal leachability experiments were completed on 6 different rock samples in brine in equilibrium with scCO2 at representative geologic reservoir conditions. In general, the leaching of RCRA metals and other metals of concern was found to be limited and not likely to be a significant issue (at least, for the rocks tested). Metals leaching experiments were also completed on 1 rock sample with scCO2 containing oxygen at concentrations of 0, 1, 5, and 10% to simulate injection of CO2 originating from the oxy-fuel combustion process. Significant differences in the leaching behavior of certain metals were observed when oxygen is present in the CO2. These differences resulted from oxidation of sulfides, release of sulfate, ferric iron and other metals, and subsequent precipitation of iron oxides and some sulfates such as barite. Experiments to evaluate the potential for mobilization of organic compounds from representative reservoir materials and cap rock and their fate in porous media (quartz sand) have been conducted. Results with Fruitland coal and Gothic shale indicate that lighter organic compounds were more susceptible to mobilization by scCO2 compared to heavier compounds. Alkanes demonstrated very low extractability by scCO2. No significant differences were observed between the extractability of organic compounds by dry or water saturated scCO2. FY12 Final Report for PL10-Mod Separations-PD12: Electrochemically Modulated Separation of Plutonium from Dilute and Concentrated Dissolver Solutions for Analysis by Gamma Spectroscopy

Description: Accurate and timely analysis of plutonium in spent nuclear fuel is critical in nuclear safeguards for detection of both protracted and rapid plutonium diversions. Gamma spectroscopy is a viable method for accurate and timely measurements of plutonium provided that the plutonium is well separated from the interfering fission and activation products present in spent nuclear fuel. Electrochemically modulated separation (EMS) is a method that has been used successfully to isolate picogram amounts of Pu from nitric acid matrices. With EMS, Pu adsorption may be turned “on” and “off” depending on the applied voltage, allowing for collection and stripping of Pu without the addition of chemical reagents. In this work, we have scaled up the EMS process to isolate microgram quantities of Pu from matrices encountered in spent nuclear fuel during reprocessing. Several challenges have been addressed including surface area limitations, radiolysis effects, electrochemical cell performance stability, and chemical interferences. After these challenges were resolved, 6 µg Pu was deposited in the electrochemical cell with approximately an 800-fold reduction of fission and activation product levels from a spent nuclear fuel sample. Modeling showed that these levels of Pu collection and interference reduction may not be sufficient for Pu detection by gamma spectroscopy. The main remaining challenges are to achieve a more complete Pu isolation and to deposit larger quantities of Pu for successful gamma analysis of Pu. If gamma analyses of Pu are successful, EMS will allow for accurate and timely on-site analysis for enhanced Pu safeguards.
