Baseline Risk Assessment of Ground Water Contamination at the Uranium Mill Tailings Site Near Shiprock, New Mexico. Revision 1

Description: This baseline risk assessment at the former uranium mill tailings site near Shiprock, New Mexico, evaluates the potential impact to public health or the environment resulting from ground water contamination at the former uranium mill processing site. The tailings and other contaminated material at this site were placed in an on-site disposal cell in 1986 through the US Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project. Currently, the UMTRA Project is evaluating ground water contamination. This risk assessment is the first document specific to this site for the Ground Water Project. There are no domestic or drinking water wells in the contaminated ground water of the two distinct ground water units: the contaminated ground water in the San Juan River floodplain alluvium below the site and the contaminated ground water in the terrace alluvium area where the disposal cell is located. Because no one is drinking the affected ground water, there are currently no health or environmental risks directly associated with the contaminated ground water. However, there is a potential for humans, domestic animals, and wildlife to the exposed to surface expressions of ground water in the seeps and pools in the area of the San Juan River floodplain below the site. For these reasons, this risk assessment evaluates potential exposure to contaminated surface water and seeps as well as potential future use of contaminated ground water.

Geology and Uranium Deposits of the Carrizo Mountains Area Apache County, Arizona and San Juan County, New Mexico

Description: Although uranium gas first discovered in the Carrizo Mountains area in 1918, the ores were not developed until 1942. They have, however, been mined continuously since that time. Formations in the area range from the Pernian Cutler through the Cretaceous Mancos shale, and all are intruded by a dioritic laccolith and its related dikes. The older structures, which include the Defiance Uplift, the San Juan Basin, and the Four Corners Platform are somewhat disrupted by the effects of the intrusion. A number of mines are described and mineralogical and geochemical studies made are outlined. The primary uranium mineral is unknown, but the chief uranium ore-mineral is the secondary mineral, tyuyamunite. It is concluded that there is at least minor structural control of the ore bodies along sedimentary trends and joints, and that all ore bodies of 500 tons or more are on the Defiance monocline or its extensions. The uranium may have been syngenetic in the sediments, and redistributed by solutions or, more likely, that it rose vertically in hydrothermal solutions from the local intrusive bodies.

Four factors: distribution of ore bodies, relation of uranium to the host rock, relation of ore to structure, and circumstances that might precipitate uranium were studied in search of data bearing on manner of distribution of ore, the time and causes of deposition, and the probable source of the uranium-bearing solutions.

Historical Review of Uranium-Vanadium Production in the Eastern Carrizo Mountains, San Juan County, New Mexico, and Apache County, Arizona

Description: Introduction: This report is a brief review of the uranium and/or vanadium mining in the eastern Carrizo Mountains, San Juan County, New Mexico and Apache County, Arizona. It was prepared at the request of the Navajo Tribe, the New Mexico Energy and Minerals Department, and the Arizona Bureau of Geology and Mineral Technology. As this report deals only with historical production data, the reader is referred to reports by Blagbrough and Brown (1955), Masters and others (1955), and Stokes (1951, 1954) for descriptions of the geology and ore deposits. Figure 1 shows the locations of the mines and the production is summarized in Table 1 and Figure 2. A separate report (Chenoweth and Learned, 1980) covers the production history of the northern and western Carrizo Mountains.

Long-Term Surveillance Plan for the Shiprock Disposal Site, Shiprock, New Mexico

Description: The long-term surveillance plan (LTSP) for the Shiprock, New Mexico, Uranium Mill Tailings Remedial Action (UMTRA) Project disposal site describes the surveillance activities for the Shiprock disposal cell. The US Department of Energy (DOE) will carry out these activities to ensure that the disposal cell continues to function as designed. This final LTSP is being submitted to the US Nuclear Regulatory Commission (NRC) as a requirement for issuance of a general license for custody and long-term care for the disposal site. The general license requires that the disposal cell be cared for in accordance with the provisions of this LTSP. This Shiprock, New Mexico, LTSP documents whether the land and interests are owned by the US or an Indian tribe and describes in detail the long-term care program through the UMTRA Project Office.

Preliminary Appraisal of the Carnotite Resources of the Carrizo Mountains Area, San Juan County, New Mexico, and Apache County, Arizona

Description: From introduction: A rapid appraisal of the carnotite resources of the Salt Wash sandstone member of the Morrison formation in the Carrizo Mountains area was undertaken by the U. S. Geological Survey late in 1951 in connection with its current project of geologic mapping of the area. Though brief and preliminary, this report provides a summary of production trends and estimated reserves in the area and indicates as far as possible the total potential of the area as a source of uranium. This information may be helpful in planning new milling facilities or other measures to encourage a higher rate of production.

Status of the Ground Water Flow Model for the UMTRA Project, Shiprock, New Mexico, Site

Description: A two-dimensional numerical model was constructed for the alluvial aquifer in the area of the Uranium Mill Tailings Remedial Action (UMTRA) Project Shiprock, New Mexico, site. This model was used to investigate the effects of various hydrologic parameters on the evolution of the ground water flow field. Results of the model are useful for defining uncertainties in the site conceptual model and suggesting data collection efforts to reduce these uncertainties. The computer code MODFLOW was used to simulate the two-dimensional flow of ground water in the alluvium. The escarpment was represented as a no-flow boundary. The San Juan River was represented with the MODFLOW river package. A uniform hydraulic conductivity distribution with the value estimated by the UMTRA Project Technical Assistance Contractor (TAC) and a uniform recharge distribution was used. Infiltration from the flowing artesian well was represented using the well package. The ground water flow model was calibrated to ground water levels observed in April 1993. Inspection of hydrographs shows that these levels are representative of typical conditions at the site.

UMTRA Project Water Sampling and Analysis Plan -- Shiprock, New Mexico

Description: Water sampling and analysis plan (WSAP) is required for each U.S. Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project site to provide a basis for ground water and surface water sampling at disposal and former processing sites. This WSAP identifies and justifies the sampling locations, analytical parameters, detection limits, and sampling frequency for the monitoring stations at the Navaho Reservation in Shiprock, New Mexico, UMTRA Project site. The purposes of the water sampling at Shiprock for fiscal year (FY) 1994 are to (1) collect water quality data at new monitoring locations in order to build a defensible statistical data base, (2) monitor plume movement on the terrace and floodplain, and (3) monitor the impact of alluvial ground water discharge into the San Juan River. The third activity is important because the community of Shiprock withdraws water from the San Juan River directly across from the contaminated alluvial floodplain below the abandoned uranium mill tailings processing site.
