System Configuration Management Implementation Procedure for the Cold Vacuum Drying Facility Monitoring and Control System

Description: The purpose of this document is to establish the System Configuration Management Implementation Procedure (SCMIP) for the Cold Vacuum Drying Facility (CVDF) Monitoring and Control System (MCS). This procedure provides configuration management for the process control system. The process control system consists of equipment hardware and software that controls and monitors the instrumentation and equipment associated with the CVDF processes. Refer to SNF-3090, Cold Vacuum Drying Facility Monitoring and Control System Design Description, HNF-3553, Annex B, Safety Analysis Report for the Cold Vacuum Drying Facility, and AP-CM-6-037-00, SNF Project Process Automation Software and Equipment Configuration. This SCMIP identifies and defines the system configuration items in the control system, provides configuration control throughout the system life cycle, provides configuration status accounting, physical protection and control, and verifies the completeness and correctness of these items.

AN INTEGRATED BIOLOGICAL CONTROL SYSTEM AT HANFORD

Description: In 1999 an integrated biological control system was instituted at the U.S. Department of Energy's Hanford Site. Successes and changes to the program needed to be communicated to a large and diverse mix of organizations and individuals. Efforts at communication are directed toward the following: Hanford Contractors (Liquid or Tank Waste, Solid Waste, Environmental Restoration, Science and Technology, Site Infrastructure), General Hanford Employees, and Hanford Advisory Board (Native American Tribes, Environmental Groups, Local Citizens, Washington State and Oregon State regulatory agencies). Communication was done through direct interface meetings, individual communication, where appropriate, and broadly sharing program reports. The objectives of the communication efforts was to have the program well coordinated with Hanford contractors, and to have the program understood well enough that all stakeholders would have confidence in the work performed by the program to reduce or elimated spread of radioactive contamination by biotic vectors. Communication of successes and changes to an integrated biological control system instituted in 1999 at the Department of Energy's Hanford Site have required regular interfaces with not only a diverse group of Hanford contractors (i.e., those responsible for liquid or tank waste, solid wastes, environmental restoration, science and technology, and site infrastructure), and general Hanford employees, but also with a consortium of designated stake holders organized as the Hanford Advisory Board (i.e., Native American tribes, various environmental groups, local citizens, Washington state and Oregon regulatory agencies, etc.). Direct interface meetings, individual communication where appropriate, and transparency of the biological control program were the methods and outcome of this effort.

Fermi Large Area Telescope Measurements of the Diffuse Gamma-Ray Emission at Intermediate Galactic Latitudes

Description: The diffuse galactic {gamma}-ray emission is produced by cosmic rays (CRs) interacting with the interstellar gas and radiation field. Measurements by the Energetic Gamma-Ray Experiment Telescope (EGRET) instrument on the Compton Gamma-Ray Observatory indicated excess {gamma}-ray emission {ge}1 GeV relative to diffuse galactic {gamma}-ray emission models consistent with directly measured CR spectra (the so-called 'EGRET GeV excess'). The Large Area Telescope (LAT) instrument on the Fermi Gamma-Ray Space Telescope has measured the diffuse {gamma}-ray emission with improved sensitivity and resolution compared to EGRET. We report on LAT measurements for energies 100 MeV to 10 GeV and galactic latitudes 10{sup o} {le} |b| {le} 20{sup o}. The LAT spectrum for this region of the sky is well reproduced by a diffuse galactic {gamma}-ray emission model that is consistent with local CR spectra and inconsistent with the EGRET GeV excess.

Transverse momentum and centrality dependence of high-ptnon-photonic electron suppression in Au+Au collisions at $\sqrt{s_{NN}}$= 200 GeV

Description: The STAR collaboration at RHIC reports measurements of theinclusive yield of non-photonic electrons, which arise dominantly fromsemi-leptonic decays of heavy flavor mesons, over a broad range oftransverse momenta (1.2<pt<10 gevc) in pp, dAu, and AuAucollisions at sqrt sNN = 200 GeV. The non-photonic electron yieldexhibits unexpectedly large suppression in central AuAu collisions athigh pt, suggesting substantial heavy quark energy loss at RHIC. Thecentrality and \pt dependences of the suppression provide constraints ontheoretical models of suppression.

TECHNETIUM RETENTION IN WTP LAW GLASS WITH RECYCLE FLOW-SHEET DM10 MELTER TESTING VSL-12R2640-1 REV 0

Description: Melter tests were conducted to determine the retention of technetium and other volatiles in glass while processing simulated Low Activity Waste (LAW) streams through a DM10 melter equipped with a prototypical off-gas system that concentrates and recycles fluid effiuents back to the melter feed. To support these tests, an existing DM10 system installed at Vitreous State Laboratory (VSL) was modified to add the required recycle loop. Based on the Hanford Tank Waste Treatment and Immobilization Plant (WTP) LAW off-gas system design, suitably scaled versions of the Submerged Bed Scrubber (SBS), Wet Electrostatic Precipitator (WESP), and TLP vacuum evaporator were designed, built, and installed into the DM10 system. Process modeling was used to support this design effort and to ensure that issues associated with the short half life of the {sup 99m}Tc radioisotope that was used in this work were properly addressed and that the system would be capable of meeting the test objectives. In particular, this required that the overall time constant for the system was sufficiently short that a reasonable approach to steady state could be achieved before the {sup 99m}Tc activity dropped below the analytical limits of detection. The conceptual design, detailed design, flow sheet development, process model development, Piping and Instrumentation Diagram (P&amp;ID) development, control system design, software design and development, system fabrication, installation, procedure development, operator training, and Test Plan development for the new system were all conducted during this project. The new system was commissioned and subjected to a series of shake-down tests before embarking on the planned test program. Various system performance issues that arose during testing were addressed through a series of modifications in order to improve the performance and reliability of the system. The resulting system provided a robust and reliable platform to address the test objectives.

NEUTRON TISSUE DOSE AT LARGE DISTANCES FROM AN ELEVATED UNSHIELDED REACTOR

Description: The neutron tissue dose at large distances from a fission source was studied by using a water-filled phantom and four different detectors: a BF/sub 3/ counter, a polyethylenelined ethylene-filled proportional counter, indium foils, and nuclear emulsions. The source of fission neutrons was the ORNL Health Physics Research Reactor which was attached to a hoist which was in turn installed on a 1530-foot tower. The reactor could be operated at any elevation from 27 to 1500 ft. The phantom studies were made at horizontal distances from 250 to 1500 yards from the tower. Dose contributions from recoil protons H/sup 1/ (n, gamma )D/sup 2/ and N/sup 14/(n,p)C/sup 1 reactions are considered. (auth)

ENSO Simulation in CGCMs and the Associated Errors in Atmospheric Response

Description: Tropical Pacific variability, and specifically the simulation of ENSO in coupled ocean-atmosphere general circulation models (CGCMs) has previously been assessed in many studies (McCreary and Anderson [1991], Neelin et al. [1992], Mechoso et al. [1995], Latif et al. [2000], and Davey et al. [2000]). These studies have concentrated on SST variations in the tropical Pacific, and discussions of the atmospheric response have been limited to east-west movements of the convergence zone. In this paper we discuss the large-scale atmospheric response to simulated ENSO events. Control simulations from 17 global CGCMs from CMIP (Meehl et al. [2000]) are studied. Tests of a Horizontal-Tail Model through the Transonic Speed Range by the NACA Wing-Flow Method

Description: "A 1/12-scale model of a horizontal tail of a fighter airplane was tested through the transonic speeds in the high-speed flow over an airplane wing, the surface of which served as a reflection plane for the model. Measurements of lift, elevator-hinge moment, angle of attack, and elevator angle were made in the Mach number range from 0.75 to 1.04 for elevator deflections ranging from 10 degrees to minus 10 degrees, and for angles of attack of minus 1.2 degrees, 0.4 degrees, and 3.4 degrees. The equipment used to measure the hinge moments of the model proved to be unsatisfactory, and for this reason the hinge-moment data are considered to be only qualitative" (p. 1).

105-DR Large Sodium Fire Facility closure activities evaluation report

Description: This report evaluates the closure activities at the 105-DR Large Sodium Fire Facility. The evaluation compares these activities to the regulatory requirements and closure plan requirements. The report concludes that the areas identified in the closure plan can be clean closed. This report summarizes and evaluates the closure activities performed in support of partial closure of the 105-DR Large Sodium Fire Facility (LSFF). This evaluation will be used in assessing the condition of the 105-DR LSFF for the purpose of meeting the partial clean closure conditions described in the 105-DR Large Sodium Fire Facility Closure Plan (DOE-RL 1995). Based on the evaluation of the decontamination activities, sampling activities, and sample data, it is has been determined that the partial clean closure conditions for the 105-DR LSFF have been met.

A Terrestrial Search for Dark Contents of the Vacuum, Such as Dark Energy, Using Atom Interferometry

Description: We describe the theory and first experimental work on our concept for searching on earth for the presence of dark contents of the vacuum (DCV) using atom interferometry. Specifically, we have in mind any DCV that has not yet been detected on a laboratory scale, but which might manifest itself as dark energy on the cosmological scale. The experimental method uses two atom interferometers to cancel the effect of earth's gravity and diverse noise sources. It depends upon two assumptions: first, that the DCV possesses some space inhomogeneity in density, and second that it exerts a sufficiently strong nongravitational force on matter. The motion of the apparatus through the DCV should then lead to an irregular variation in the detected matter-wave phase shift. We discuss the nature of this signal and note the problem of distinguishing it from instrumental noise. We also discuss the relation of our experiment to what might be learned by studying the noise in gravitational wave detectors such as LIGO. The paper concludes with a projection that a future search of this nature might be carried out using an atom interferometer in an orbiting satellite. The laboratory apparatus is now being constructed.
