45-Day safety screen results for Tank 241-C-101, auger sample 95-AUG-019

Description: One auger sample from Tank 241-C-101 was received by the 222-S Laboratory and underwent safety screening analyses--differential scanning calorimetry (DSC), thermogravimetric analysis (TGA), and total alpha analysis--in accordance with the tank characterization plan. Analytical results for the TGA on the crust sample (the uppermost portion of the auger sample) (sample number S95T000823) were less than the safety screening notification limit of 17 weight percent water. Verbal and written notifications were made on May 3, 1995. No exotherms were observed in the DSC analyses and the total alpha results were well below the safety screening notification limit. This report includes the primary safety screening results obtained from the analyses and copies of all DSC and TGA raw data scans as requested per the TCP. Although not included in this report, a photograph of the extruded sample was taken and is available. This report also includes bulk density measurements required by Characterization Plant Engineering. Additional analyses (pH, total organic carbon, and total inorganic carbon) are being performed on the drainable liquid at the request of Characterization Process Control; these analyses will be reported at a later date in a final report for this auger sample. Tank C-101 is not part of any of the four Watch Lists.

81.114- University Reactor Infrastructure and Education Support / Prompt Gamma-ray Activation Analysis of Lithioum Ion Battery Cathodes

Description: This project focuses on the use of the Prompt Gamma-ray Activation Analysis (PGAA) technique available at the Nuclear Engineering Teaching Laboratory of the University of Texas at Austin to precisely determine the hydrogen (proton) contents in layered oxide cathode samples obtained by chemical lithium extraction in order to obtain a better understanding of the factors limiting the practical capacities and overall performance of lithium ion battery cathodes. The project takes careful precautionary experimental measures to avoid proton contamination both from solvents used in chemical delithiation and from ambient moisture. The results obtained from PGAA are complemented by the data obtained from other techniques such as thermogravimetric analysis, redox titration, atomic absorption spectroscopy, X-ray diffraction, and mass spectroscopic analysis of the evolved gas on heating. The research results broaden our understanding of the structure-property-performance relationships of lithium ion battery cathodes and could aid the design and development of new better performing lithium ion batteries for consumer (portable and electric vehicles), military, and space applications.

97-ERD-022 final report: Supernova on Nova

Description: This is the final year of the 3-year LDRD-ERD involving Lasers, D&NT, Physics, and ILSA to develope astrophysics experiments on intense lasers such as the Nova and Gekko lasers. During this 3 year period, we have developed a highly successful experiment probing the hydrodynamics of the explosion phase of core-collapse supernovae, which occurs during the first ~3 hours after core collapse. This was in collaboration with the Univ. of Arizona and CEA/Saclay. We also developed a very successful experiment to probe the hydrodynamics of the later time, young remnant phase, meaning the first ~10-20 years after core collapse. This was in collaboration with the Univ. of Michigan and Univ. of Colorado. Finally, we developed during the final year an exquisite experiment to probe the dynamics of radiative, high Mach number astrophysical jets, in collaboration with the Univ. of Maryland and Osaka Univ. Each experiment has received very high visibility, with a multitude of publications, both in the technical journals (most importantly, the astrophysical journals) and in the popular press. The attached publication list shows 25 papers published or submitted to technical journals, 5 articles appearing in the popular press (including a cover story of Sky and Telescope), and 65 conference presentations, ~10 of which were invited talks. The most important papers to come out of this effort was a comprehensive theory paper for Ap. J. establishing the rigorous scaling between laboratory laser experiments and the astrophysical subjects of interest: supernovae, supernova remnants, and jets; and a review article for Science covering this emerging subfield of Astrophysics on Intense Lasers. 100 Areas, January 1 through January 7, 1946

Description: During this period the B Pile operated at its assigned power level of 25 MW below rated level, except for 10 hours on January 5. The operating level of the D Pile remained at 25 MW below rating. The rate gain in excess reactivity during equilibrium operation has been about 1.8 inhours/day. On January 1, the power level of the F Pile was dropped to 25 MW below rating from its previous rated level. Rod A was in a favorable position to make a determination of the reactivity coefficients at the time. The data does indicate an upper limit of {minus}0.21 ih/MW for the metal coefficient. An overall coefficient of 0.20 ih/MW was obtained. The unit was shut down on January 3 for discharge of 129 tubes of metal. A summary of the present reactivity states of the B, D, and F Piles are given. Iron content of process water for the three piles is also given.

100 Areas technical activities report -- Physics, November 1946

Description: This report divides the activities for November into three sections: D Pile; F Pile; and general physics. During November the D Pile was down twice for regularly scheduled shutdowns. Two scram occurred during the month, both of short duration. Five Special Request 15 tubes were discharged and recharged with Special Request 15. Some 13 inhour of reactivity were gained during the month. Vertical rod thimbles, 10 through 22, were tested. A Production Test was performed to determine the reactivity power coefficients of the F Pile at low power levels and with practically no xenon poison remaining. Additional experience in the use of temporary poison columns during an extended shutdown of the pile was obtained during the month. Four new bismuth columns were charged during the month and six tubes were charged with LiF. The F Pile had not yet returned to xenon equilibrium following the shutdown of November 27 at the end of the month, but conditions just prior to this shutdown indicate a loss of one inhour since October 31. Two sets of specimens were removed from the ``B`` Test Hole of the F Pile on November 4. Samples were also machined from graphite removed from the No. 9 thimble of the D pile. Results from studies on these samples are given.

100 Areas water treatment specifications

Description: This memorandum discussed review of the data from tests using alum in the treatment of pile process water, and using activated silica as a coagulant aid during period of low water temperature, which shows that this method should be substituted for the present method of treating pile process water in all 100 Areas. It was recommended that the water treatment procedures and specifications attached to this memorandum be initiated as standard practice in all 100 Areas as soon as it is possible to make the necessary equipment modifications and installations.

100-D Ponds groundwater quality assessment

Description: The 100-D Ponds facility is regulated under the Resource Conservation and Recovery Act of 1976. The pH of groundwater in a downgradient well is statistically different than local background, triggering an assessment of groundwater contamination under 40 CFR 265.93. Results of a similar assessment, conducted in 1993, show that the elevated pH is caused by the presence of alkaline ash sediments beneath the ponds, which are not part of the RCRA unit. The 100-D Ponds should remain in indicator evaluation monitoring.

100-keV Faraday cup design: materials and structure

Description: A Faraday cup design for a 1 mA.cm/sup -2/ 100-keV, light-ion-beam measurement in background plasma is proposed. Features of this shielded, three-grid structure with deep target are described, and a mechanical draft is included. In the appendix, we reference and survey results of experiments reporting the number and energy range of secondary electrons and back-scattered ions originating on various metal surfaces bombarded with approximately 100-keV hydrogen and deuterium ions. Choice of target and grid materials in cup assembly follow from this survey.

100-N Area Strontium-90 Treatability Demonstration Project: Phytoextraction Along the 100-N Columbia River Riparian Zone – Field Treatability Study

Description: Strontium-90 (90Sr) is present both in the aquifer near the river and in the vadose and riparian zones of the river’s shore at 100-NR-2. Phytoextraction of 90Sr is being considered as a potential remediation system along the riparian zone of the Columbia River. Phytoextraction would employ coyote willow (Salix exigua). Past studies have shown that willow roots share uptake mechanisms for Sr with Ca, a plant macronutrient as well as no discrimination between Sr and 90Sr. Willow 90Sr concentration ratios [CR’s; (pCi 90Sr/g dry wt. of new growth tissue)/(pCi 90Sr/g soil porewater)] were consistently greater than 65 with three-quarters of the assimilated label partitioned into the above ground shoot. Insect herbivore experiments also demonstrated no significant potential for bioaccumulation or food chain transfer from their natural activities. The objectives of this field study were three-fold: (1) to demonstrate that a viable, “managed” plot of coyote willows can be established on the shoreline of the Columbia River that would survive the same microenvironment to be encountered at the 100-NR-2 shoreline; (2) to show through engineered barriers that large and small animal herbivores can be prevented from feeding on these plants; and (3) to show that once established, the plants will provide sufficient biomass annually to support the phytoextraction technology. A field treatability demonstration plot was established on the Columbia River shoreline alongside the 100-K West water intake at the end of January 2007. The plot was delimited by a 3.05 m high chain-link fence and was approximately 10 x 25 m in size. A layer of fine mesh metal small animal screening was placed around the plot at the base of the fencing to a depth of 45 cm. 105-DR Large Sodium Fire Facility closure activities evaluation report

Description: This report evaluates the closure activities at the 105-DR Large Sodium Fire Facility. The evaluation compares these activities to the regulatory requirements and closure plan requirements. The report concludes that the areas identified in the closure plan can be clean closed. This report summarizes and evaluates the closure activities performed in support of partial closure of the 105-DR Large Sodium Fire Facility (LSFF). This evaluation will be used in assessing the condition of the 105-DR LSFF for the purpose of meeting the partial clean closure conditions described in the 105-DR Large Sodium Fire Facility Closure Plan (DOE-RL 1995). Based on the evaluation of the decontamination activities, sampling activities, and sample data, it is has been determined that the partial clean closure conditions for the 105-DR LSFF have been met.

200-GeV ISA with room temperature magnets

Description: A conceptual design study of 200-GeV proton intersecting storage accclerators with room temperature magnets is presented. The key to this study was thc desire to keep the electric power consumptiom to an acceptable level (40 MW). The design has been optimized by choosing small-gap (4 cm) aluminum coil dipoles operating at about 15 kG. The luminosity of this machine is limited to about 10/sup 32/ cm-/sup -2/ sec/sup -1/ by transverse space-charg e effects. An order of magnitude higher luminositics can be obtained by adding a booster of modest cost. A novel vacuum system using distributed Ti-sublimation pumps results in considerable savings. A cost comparison with a high-luminosity superconducting machine is given. (auth)

241-SY-101 air lance removal lessons learned

Description: An emergency task was undertaken to remove four air lances and one thermocouple (TC) tree from tank 241-SY-101 (SY-101). This resulted from video observation that these pipes were being severely bent during periodic gas release events that regularly occurred every three to four months. At the time, the gas release events were considered to be the number one safety issue within the US Department of Energy (DOE) complex. This emergency removal task was undertaken on an extremely short schedule that required all activities possible to be completed in parallel. This approach and extremely short schedule, while successful, resulted in some undesirable consequences from less than desired time for design, reviews, equipment testing, operations training, and bad weather conditions. These consequences included leakage of liquid waste from the containers to the ground, higher than expected dose rates at the container surface, difficult field operations, and unexpected pipe configuration during removal. In addition, changes to environmental regulations and severe winter weather impacted the packaging and shipping activities required the prepare the removed pipes for storage at the Central Waste Complex (CWC). The purpose of this document is to identify lessons to be learned for future activities. In context of the emergency conditions that existed at the time and the urgency to remove these pipes, their removal was successfully completed under extremely difficult conditions and schedule. The success of the task should not be overshadowed by the desire to identify areas needing improvement and lessons to be learned. Many of the lessons identified in this document have already resulted in improved conduct of operations and engineering.

Description: Due to the materials that are processed through 2H Evaporator, scale is constantly being deposited on the surfaces of the evaporator pot. In order to meet the requirements of the Nuclear Criticality Safety Analysis/Evaluation (NCSA/NCSE) for 2H Evaporator, inspections of the pot are performed to determine the extent of scaling. Once the volume of scale reaches a certain threshold, the pot must be chemically cleaned to remove the scale. Prior to cleaning the pot, samples of the scale are obtained to determine the concentration of uranium and plutonium and also to provide information to assist with pot cleaning. Savannah River National Laboratory (SRNL) was requested by Liquid Waste Organization (LWO) Engineering to obtain these samples from two locations within the evaporator. Past experience has proven the difficulty of successfully obtaining solids samples from the 2H Evaporator pot. To mitigate this risk, a total of four samplers were designed and fabricated to ensure that two samples could be obtained. Samples had previously been obtained from the cone surface directly below the vertical access riser using a custom scraping tool. This tool was fabricated and deployed successfully. A second scraper was designed to obtain sample from the nearby vertical thermowell and a third scraper was designed to obtain sample from the vertical pot wall. The newly developed scrapers both employed a pneumatically actuated elbow. The scrapers were designed to be easily attached/removed from the elbow assembly. These tools were fabricated and deployed successfully. A fourth tool was designed to obtain sample from the opposite side of the pot under the tube bundle. This tool was fabricated and tested, but the additional modifications required to make the tool field-ready could not be complete in time to meet the aggressive deployment schedule.
