- 1985 Oil Production of 21 Oil Producing Non-OPEC Countries
- This report assesses the possibility of increased oil production from 21 less developed non-OPEC countries (excluding the Middle East and Mexico) by 1985. The forecast is compared with those prepared by the World Bank, the International Energy Agency, and others. The 21 Latin American, African, and Far East (including Asia) countries produce 2.5 million barrels of oil per day (BD) or 4.2% of world production, and they have 21 billion barrels of proved reserves, or 3.2% of the world total. In recent years these countries have consumed 3.1 million BD, some 0.9 million barrels in excess of their production. By 1985, the 21 countries may produce 3.9 million BD, an average annual increase of 5.0%; however, demand is expected to increase at an annual rate of 3.5% to 4.4 million BD. The net effect is that the 1985 aggregated supply-demand balance will be in deficit, by nearly 560 thousand BD, compared to slightly more than 930 thousand BD in 1976.

- Afro-Latinos in Latin America and Considerations for U.S. Policy
- This report reviews and analyzes the situation, concerns, and activities of Afro-descendants in the Spanish- and Portuguese-speaking nations of Latin America. It then discusses current U.S. foreign aid programs, as well as multilateral initiatives, that have directly or indirectly assisted Afro-Latinos. - As part of its overall trade strategy, the Bush Administration over the last year began negotiating bilateral free trade area (FTA) agreements with four regional blocs or countries. Negotiations on a U.S.-Central American Free Trade Agreement (CAFTA) involving Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua began in late January 2003 and are currently scheduled to conclude this December. While negotiators have reportedly made progress in a number of areas, efforts to formulate a framework for handling agricultural trade have been slow.

Accordingly, agriculture as covered in each pending trade agreement is examined in this report in the order that Congress likely will take up these agreements, based upon statements made to date by Obama Administration officials and Members of Congress.

- Agriculture in the U.S.-Dominican Republic Central American Free Trade Agreement (DR-CAFTA)
- On August 2, 2005, President Bush signed into law the bill to implement the Dominican Republic-Central American Free Trade Agreement, or DR-CAFTA (P.L. 109-53, H.R. 3045). In DR-CAFTA, the United States and six countries will completely phase out tariffs and quotas — the primary means of border protection — on all but four agricultural commodities traded between them in stages up to 20 years. The four exempted products are as follows: for the United States, sugar; for Costa Rica, fresh onions and fresh potatoes; and for the four other Central American countries, white corn. DR-CAFTA’s provisions, once fully implemented, are expected to result in trade gains, though small, for the U.S. agricultural sector. This report describes this agreement in detail, as well as the stances of both supporters and detractors.
- Aluminous Lateritic Soil of the Republic of Haiti, W.I.
- From abstract: Aluminous lateritic soil containing as much as 50 percent of alumina (A120) Is found in several places in the Republic of Haiti. The largest deposits are on the Rochelois Plateau southwest of Miragoane on the Southern Peninsula. Mapping and drilling of the deposits indicate fifteen million long tons in place (dried basis). It is estimated that a minimum of 10 million long tons of this reserve is recoverable. The average chemical composition of this material is as follows: A1203, 46.8 percent; SiO2, 3.4 percent; T1O2, 2.8 percent; Fe20, 21.9 percent ; P206, 0.6 percent ; MnO5, 0.5 percent ; and loss on ignition, 24.1 percent. Other localities in which similar lateritic soil occurs are Beaumont in the Massif de la Hotte ; the vicinity of Savane Zombi in the Massif de la Selle ; and Savane Terre Rouge on the plateau northwest of Gonaives. In none of these regions were large deposits found.
