Commercial Fishing: Economic Aid and Capacity Reduction

Description: Both experience and economic models show that, in the absence of enforceable access or catch restrictions, competition among commercial fishermen results in an expansion of fishing capacity, and resultant fishing effort, beyond the sustainable limits of the fish population being pursued. The spiral of increasing effort and diminishing returns (i.e., rent dissipation) has helped to fuel increases in fish prices that reduce benefits to consumers and processors; has shifted many fish populations t… more

V-Chip and TV Ratings: Helping Parents Supervise Their Children's Television Viewing

Description: To assist parents in supervising the television viewing habits of their children, Congress included a provision in the Telecommunications Act of 1996 (P.L. 104-104) that television sets with screens 13 inches or larger sold in the United States be equipped with a "V-chip" to screen out objectionable programming. A V-chip is a computer chip that can detect program rating information that is transmitted with the television signal (broadcast or cable) and block the display of programs designated a… more

Accounting Standards: Treatment of Asset-Backed Securities

Description: Correspondence issued by the General Accounting Office with an abstract that begins "Pursuant to a congressional request, GAO provided information on whether the greater discretion allowed to banks as opposed to securities broker/dealers under accounting standards and practices may have resulted in less transparency in the value of asset-backed securities held by banks, focusing on: (1) mortgage-backed securities (MBS); (2) the accounting treatment applied to securities (including MBS) held by … more

Test plan for surface and subsurface examinations of K-east and K-west fuel elements

Description: The test plan for subsurface examinations on damaged K East and K West Basin fuel elements is presented. The purpose of these examinations is to inspect damaged areas on the fuel elements for the presence of voids, sludge, or broken fuel, and to obtain samples from the damaged areas for subsequent characterization tests.

Coherent spontaneous emission in high gain free-electron lasers.

Description: The authors investigate finite pulse effects in self-amplified spontaneous emission (SASE), especially the role of coherent spontaneous emission (CSE) in the start and the evolution of the free-electron laser (FEL) process. When the FEL interaction is negligible, they solve the one-dimensional Maxwell equation exactly and clarify the meaning of the slowly varying envelope approximation (SVEA). In the exponential gain regime, they solve the coupled Vlasov-Maxwell equations and extend the linear … more

Stress corrosion cracking of austenitic stainless steel core internal welds.

Description: Microstructural analyses by several advanced metallographic techniques were conducted on austenitic stainless steel mockup and core shroud welds that had cracked in boiling water reactors. Contrary to previous beliefs, heat-affected zones of the cracked Type 304L, as well as 304 SS core shroud welds and mockup shielded-metal-arc welds, were free of grain-boundary carbides, which shows that core shroud failure cannot be explained by classical intergranular stress corrosion cracking. Neither mart… more

An in Situ Electron Microscopy Technique for the Study of Thermally Activated Reactions in Multilayered Materials

Description: A novel in situ transmission electron microscopy technique for the observation of reaction processes in multilayered materials is reported. The technique involves constant heating rate experiments of multilayered materials in image and diffraction modes. Because the fine scale microstructure of multilayered materials is typically a small fraction of the TEM specimen thickness, realistic comparison of the microstructural evolution with that of similarly processed thick foil samples is possible. … more

Architecture and Performance of the PEP-II Low-Level RF System

Description: Heavy beam loading in the PEP-II B Factory along with large ring circumferences places unique requirements upon the low-level rf (LLRF) system. RF feedback loops must reduce the impedance observed by the beam while ignoring the cavity transients caused by the ion clearing gap. Special attention must be placed on the cavity tuner loops to allow matching the ion clearing gap transients in the high energy ring and the low energy ring. A wideband fiber optic connection to the longitudinal feedback … more

Obtaining the Bunch Shape in a Linac from Beam Spectrum Measurements

Description: In linacs with high single-bunch charge, and tight tolerances for energy spread and emittance growth, controlling the short-range wakefield effects becomes extremely important. The effects of the wakefields, in turn, depend on the bunch length and also on the bunch shape. It was shown in the linac of the Stanford Linear Collider (SLC), for example, that by shaping the bunch, the final rms energy spread could be greatly reduced, compared to for the standard Gaussian bunch shape[1]. Therefore, in… more

A comparison of NEXRAD WSR-88D rain estimates with gauge measurements for high and low reflectivity gradient precipitation events.

Description: Rain gauge measurements were compared with radar-estimated storm total precipitation for 43 rain events that occurred at ten locations. Gauge-to-radar ratios (G/R) were computed for each case. The G/R ratio is strongly related to precipitation type, with the mean G/R slightly less than 1.00 for high-reflectivity gradient cases and greater than 2.00 (factor of 2 radar underestimation) for low-reflectivity gradient cases. both precipitation types indicated radar underestimate at the nearest range… more

Radiative cooling of relativistic electron beams.

Description: Radiative cooling is a natural and effective method of phase-space cooling for stored electron beams. In electron storage rings the average effects of synchrotron radiation from the bending magnets cause the beam emittances in all three degrees of freedom to damp towards equilibria, determined by the fluctuating nature of quantum emissions. In this paper, they show that the radiation damping in a focusing system is fundamentally different from that in a bending system. Quantum excitation to the… more

Solid State Reaction of Al and Zr in Al/Zr Multilayers: A Calorimetry Study

Description: The exothermic, solid state reaction of Al and Zr has been studied in thick Al/Zr multilayers using Differential Scanning Calorimetry and X-ray diffraction. The multilayer samples were magnetron sputter deposited into highly textured alternate layers of Al and Zr with nominal composition Al{sub 3}Zr. The samples used in this study were 47{mu}m thick with a 427{Angstrom} period. When samples were isochronally scanned from 25 to 725C, a large exotherm at {approximately}350C was followed by one or… more

Solvent reorganization energies measured by an electron transfer reaction in supercritical ethane.

Description: The intermolecular electron transfer reaction between a biphenyl anion and pyrene in supercritical ethane was studied using pulse radiolysis. Second-order electron transfer rates were found to be of the order of 10{sup 11} M{sup {minus}1} s{sup {minus}1}. The rate constants appear to be approximately constant over the pressure range 55-133 bar. Two possibilities are discussed that could explain the present results: solvent clustering; or a dependence of the solvent reorganization energy on pres… more
