17 USC 109: The First Sale Doctrine

Description: This document is part of a series of white papers on various copyright issues. One statute, 17 USC § 109, provides a number of exceptions specifically for libraries. In addition to fair use, there are a variety of other exceptions built into the copyright law that don’t get as much attention.This paper argues that as there is no digital first sale, libraries can continue to use 17 USC ​§ ​109 for physical collections and are safe to lend the books they own without worrying about copyright problems.

2010 Forest Carbon Workgroup: Final Report

Description: This document provides a detailed report and recommendations of the 2010 Forest Carbon Work group to the Director of the Department of Ecology and the Commissioner of Public Lands. The recommendations relate to the critical role Washington’s forest lands will play in addressing the challenge of climate change; appropriate responses to pressure for conversion of working forest lands to non-forest uses; and the role of ecosystem service markets, including carbon offset markets, and other incentive systems in bringing about desired results. The 2010 Work group included some members of a similar 2008 Work group and built on the results of that 2008 effort. The report appendix contains purpose statements by each participating interest, explaining its rationale for participation. In light of the 2010 Work group emphasis, this document focused on three topics: Forest carbon considerations in avoiding forest land use conversion; incentives to reward forest landowners for providing ecosystem services, including carbon storage and improvement of forest health; and features of forest carbon offset protocols and registries that are appropriate for use by forest offset project developers in Washington State.

Description: This study represents an interpretation of Adam Smith's attitude toward a commercial society based upon natural liberty. In developing the thesis that the two works, The Theory of Moral Sentiments and Wealth of Nations, are logically consistent, it is necessary to establish the reason of reasons why Adam Smith embraced a commercial society based upon the "obvious and simple system of natural liberty." It will be established that he embraced such as system because it allowed the maximum accumulation of capital, which is the manifestation of being truly virtuous as developed in his Moral Sentiments. To go one step further, it will be seen that, so far as Smith is concerned, it is the rising bourgeoisie, the manufacturers and artificers, which is truly virtuous, i.e., accumulates capital.

The Administration of the Guidance Program for Secondary Schools

Description: An attempt will be made to answer these questions: (1) Why is a guidance program necessary? (2) What steps are being taken to accomplish the objectives set forth? (3) What is considered the best method of instituting a guidance program? In answering these questions a study of the guidance programs in a few of the leading cities and states of the United States has been taken into consideration. The best possible method or combination of methods will be recommended. This method will be compared with the program of guidance now in operation in the Waco High School, Waco, Texas.

The Adsorption of Radioactive Isotopes on Precipitates

Description: This thesis concerns the investigation of radioisotopes as indicators for precipitation reactions. As a precipitate forms in the presence of a radioisotope, adsorption may take place on its surface. If this adsorption changes markedly at the stoichiometric point it will be possible to use this variation as an indicator for the reaction.

Africa Adaptation Programme: An insight into AAP and Country project Profiles

Description: The Africa Adaptation Programme (AAP) has been designed to support the long-term efforts of targeted countries to further develop their capability to successfully identify, design and implement holistic adaptation and disaster risk reduction programmes that are aligned with national development priorities. This report provides insight into the Africa Adaptation Programme (AAP) and its related country project profiles. The AAP has shifted into implementation, with Namibia and Tunisia as the first countries to complete national inception workshops. Eighteen out of the total twenty programme countries will complete national inception processes and start full-fledged implementation in the coming months.

For several years, the United States was successful in her attempt to be at the same time politically aloof and economically opportunistic. But politics and economics were radically intertwined in the reparation settlement, and when reparations interfered with the prosperity of the Atlantic community, it shattered as well America's resolve to "let Europe stew in her own juice," and caused American reinvolvement in European concerns. America's postwar settlement can be expressed in two words: disentanglement frustrated.

Description: The problem of this study was to analyze the answers given by four groups (grade levels) of elementary school children and one group of adults (college freshmen) to direct questions regarding natural phenomena, to classify their explanations, to determine the methods and types of explanations used by these groups when they explain typical natural phenomena, and to compare these findings with the results of other investigators, especially Jean Piaget and Mervin E. Oakes.

An analysis of Brahms' Quintet in B minor, op. 115, for clarinet and strings

Description: Although many volumes concerning the life and works of Johannes Brahms have been written, it has been found that the majority of these writings treat the material of the subject in a rather poetic and romanticized fashion. This is especially unfortunate in those volumes where the works of Brahms are analyzed with pragmatic implications, since Brahms himself eschewed the use of extramusical elements in his composition. This investigation, therefore, is an attempt to present a careful analysis of one of these compositions, the Quintet in B Minor, Op. 115, for clarinet and string quartet.

An Analysis of Selected Groups of Education Majors in Terms of Certain Teaching-Related Personal and Social Characteristics

Description: The major purposes of this study are described as follows: (1) to determine if education majors, classified according to grade-level preference (elementary), subject-matter concentration (secondary), and sequential stage in the teacher education program, differ significantly in certain teaching-related personal and social characteristics; (2) to determine if estimates of certain teaching-related personal and social characteristics of education majors, classified according to grade-level preference (elementary) and subject-matter concentration (secondary) tend to form intercorrelated families of characteristics; (3) to determine if elementary and secondary education students at progressive stages in the teacher education sequence tend to become more or less like experienced teachers comprising the Basic Analysis Sample of the Teacher Characteristics Study.

An Analysis of Teacher Militancy and Its Impact on the National Education Association and the American Federation of Teachers

Description: The present study has several purposes in mind. First, the increasing teacher militancy from January, 1940, to July, 1968, will be delineated. Second, possible causes of increasing militancy since World War II will be evaluated. Special emphasis will be given to the current period of teacher strikes. Third, the historical roles of the NEA and AFT, with emphasis on their respective positions with respect to the improvement of teacher welfare, will be surveyed. Fourth, the impact of increasing teacher militancy on the NEA and AFT, will be investigated.

Description: The problem of this study was to determine the interrelationship of intelligence, socio-economic status, and ten subtest measures of achievement in a selected population of high-school seniors. In addition to the general problem, the specific problems were as follows: 1. To determine the relative independence of dependence of each of the variables in relation to their influence on each of the other variables. 2. To determine the degree of predictive validity with which behavioral regression equations can be used in terms of intelligence, achievement, and socio-economic status.
