Deep Water: the Gulf Oil Disaster and the Future of Offshore Drilling

Description: On May 22, 2010, President Barack Obama announced the creation of the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling: an independent, nonpartisan entity, directed to provide a thorough analysis and impartial judgment. The President charged the Commission to determine the causes of the disaster, and to improve the country’s ability to respond to spills, and to recommend reforms to make offshore energy production safer. This report is the result of an intense six-month effort to fulfill the President’s charge. The Commission’s report offers the President, policymakers, industry, and the American people the fullest account available of the largest oil spill in U.S history: the context for the well itself, how the explosion and spill happened, and how industry and government scrambled to respond to an unprecedented emergency.

Common Sense Government: Works Better and Costs Less

Description: The National Performance Review is about change---historic change---in the way the government works. As the title makes clear, the National Performance Review is about moving from red tape to results to create a government that works better and costs less. This third report of the National Performance Review describes the impact of reinvention on the American people and their government and presents more than 300 new recommendations. The National Performance Review focused primarily on how government should work, not on what it should do. On September 7, 1995, Vice President Al Gore and the National Performance Review released their third report, two years after the first report, From Red Tape to Results: Creating a Government That Works Better and Costs Less.

Ready Schools

Description: To the National Education Goals Panel, ensuring that children start school ready to learn is vitally important. But ensuring that schools are ready for children is important as well. Recognizing that good education means both ready children and ready schools, the Goals Panel convened a special group of advisors and asked them to identify what makes a ready school. This report, Ready Schools, is the result of their efforts. It recommends ten specific approaches found in successful elementary schools and documented by research to be keys to ready schools.

World at Risk: The Report of the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism

Description: The bipartisan Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism was established by the U.S. Congress to build on the work of the 9/11 Commission. The Commission has interviewed over 200 experts inside and outside of government. They have met with counterterrorism and intelligence officials at home and abroad who are working to stop proliferation and terrorism. The Commission's report examines the government's current policies and programs, identifies gaps in prevention strategy and recommends ways to close them. The Commission believes that unless the world community acts decisively and with great urgency, it is more likely than not that a weapon of mass destruction will be used in a terrorist attack somewhere in the world by the end of 2013. The Commission further believes that terrorists are more likely to be able to obtain and use a biological weapon than a nuclear weapon. The Commission believes that the U.S. government needs to move more aggressively to limit the proliferation of biological weapons and reduce the prospect of a bioterror attack. Further compounding the nuclear threat is the proliferation of nuclear weapons capabilities to new states and the decision by several existing nuclear states to build up their arsenals. Such proliferation is a concern in its own right because it may increase the prospect of military crises that could lead to war and catastrophic use of these weapons.
