An Analysis of Higher Education in Iran and a Proposal for Its Improvement

Description: The problem with which this study is concerned is the development of a plan to reform the structure of the current system of Iranian higher education, both quantitatively and qualitatively. These goals have been set by the Charter of Educational Revolution and coincide with the Development Plans of the nation which have aimed to bring about a fundamental change in society. Educational history of Iran since ancient times is discussed, with special emphasis on higher education, and the religio-cultural influences in shaping the organization of educational institutions and curricula are overviewed. The nation developed one of the world's oldest scholastic centers of higher learning, Gondi-Shapur Academy, whose international faculty contributed significantly to the advancement of knowledge. Iranian culture was exposed to Islam following the Arab invasion; and Islamic doctrine, which has been opposed to secular education, has dominated the educational philosophy of the country. Western education came to Iran through military institutions and religious institutions. Modern schools increased during the last decades of the nineteenth century; however, their progressive development can be traced only from the reign of Reza Shah, beginning in 1925. The first modern university of Iran was established forty years ago. The provincial universities and other institutions of higher learning came into existence in following years. After adopting the Charter of Educational Revolution in 1968, Iran experienced a rapid expansion of its institutions of higher learning. The percentage of total student enrollment in these institutions has never exceeded 0.37 per cent of the population, however, because the institutions could not expand rapidly enough to accommodate the students who applied for admission. Graduate education is also in the primary stages of development, currently comprising 2.4 per cent of the college students of the nation. Interdependence or Realism: A Study in United States-Iranian Relations

Description: This study analyzes recent developments in U. S.- Iranian relations during the Nixon administration and attempts to portray the principal objectives of the United States and Iran vis-a-vis each other. Complex Interdependence is the model for development of the arguments. Due to the circumstances, however, the study substantially draws on Realism as well. Chapter I discusses methodology. Chapter II focuses on the Nixon Doctrine and its impact on U. S.-Iranian relations. Chapter III discusses the evolution of mutual interests between the two nations in the Gulf area. Chapter IV drawing on the previous chapters, concludes that an interdependent relation between the two nations has developed to the extent that in some areas policy of one nation would have an impact on the other, i.e., increase in the price of oil.

An Assessment of Occupational Needs and Training Programs in Saudi Arabia

Description: The purpose of this study was to determine (1) the size of the Saudi Arabian manpower shortage in light of the Second Development Plan, (2) the number of skilled and semi-skilled workers that will be graduated from vocational and technical programs during the plan period, and (3) the factors that explain the major causes of the labor shortage problem. In order to accomplish these objectives, the study has considered two questions: (1) Is there a consistency between the manpower needs of skilled and semi-skilled workers and the vocational and technical training programs' output? Analysis of Managerial Training and Development Within Saudi Arabian Airlines

Description: The central theme of this study is to survey and critically examine existing Saudi Arabian Airlines (Saudia) Management Development Programs (MDPs) in order to determine which areas of the current programs must be given priority and greater emphasis at Saudia, as well as to ascertain MDP's effects on managers, staff managers, and supervisors. The purposes of this study are (1) to review and evaluate the progress made in managerial development at Saudia from 1972 to 1977 in terms of objectives and effectiveness, and (2) to explore the development of Saudia's managerial needs. The criteria used in this analysis are based upon managerial effectiveness. Although scattered significant differences appeared in some of the data presented in this study, no specific patterns were found among these differences, and it appeared that MDP could not produce any change in the behavior of those managers, staff managers, and supervisors who participated in it. This was a clear indication that MDP was far from achieving its objectives. Several factors contributed to this result, including misunderstanding of Saudi Arabian culture and circumstances; lack of support from top management; lack of manpower analysis; lack of cooperation, coordination, and communication between the training department and other departments at Saudia; lack of formal plans for management succession; and other reasons related directly to MDP.

The Characteristics of National Science Foundation-Sponsored Science Programs in American Secondary Schools and Implications for Science Education in Kuwaiti Secondary Schools

Description: The purpose of this study is to describe and evaluate selected characteristics of the National Science Foundation-sponsored science curricular programs developed in the United States for use at the secondary school level, and to determine some curricular and instructional implications for Kuwaiti secondary school science programs. The study is designed to include a description and an evaluation of selected characteristics of four NSF-sponsored science curricular programs, namely Biological Sciences Curriculum Study (BSCS), Chemical Education Materials Study (CHEM Study), Earth Science Curriculum Project (ESCP), and Harvard Project Physics (HPP) programs. The study also includes a description and evaluation of selected characteristics of all Kuwaiti secondary school science programs in biology, chemistry, geology (earth science), and physics. The characteristics of science programs of both countries are described and evaluated, individually and collectively, by using Zorn's Criteria. Based on the results obtained, certain implications for Kuwaiti secondary school science programs are drawn, both individually and collectively. Recommendations to be considered in future revision and improvement of Kuwaiti science programs are presented. The results of the study reveal that the NSF-sponsored science programs are superior to Kuwaiti science programs in a variety of characteristics, such as the emphasis on active student involvement in inquiry-oriented activities, the inclusion of related information sources (bibliographies) in student textbooks, and the provision of extensive supplementary reading materials.

A Content Analysis of Press Coverage of the 1975-1976 Lebanese Civil War by "The New York Times" and "The Times" of London

Description: This study was designed to determine (a) the extent of the coverage in total wordage; (b) the direction and intensity of the articles; and (c) the impression conveyed by each newspaper toward the two main parties of the war. The findings show that (a) The New York Times devoted nearly twice as many words to the war as The Times of London; (b) the majority of the articles were neutral; (c) The New York Times was more favorable to the leftists and was as favorable to the rightists as The Times of London; and (d) the two newspapers were consistent in direction, and all deviation from neutrality remained within the limits of mild intensity.

Planning, Budgeting, and Development in Jordan: An Examination of How These Policy Processes Function in a Poor and Uncertain Environment

Description: The purpose of this dissertation is to study the planning and budgeting processes in Jordan to determine whether the findings of Caiden and Wildavsky about those processes in other poor countries generally are applicable to Jordan. An attempt is made to answer the research questions by comparing data from national plans, budgets, and expenditures during a fifteen-year period (1970-1984). In Jordan, as in other developing nations, the role of planning and budgeting is highly significant to the success of the country's hopes for development. This research tries to evaluate the role of planning and budgeting as policy instruments in the process of development in Jordan. The second focus of the dissertation concerns the possibilities and problems of assessing the impact of governmental policies on development. Specifically, an assessment is made to determine the impact of governmental expenditures on development as evidenced in Jordan s gross national product during the last fifteen years. The following questions are addressed in order to examine the impact of government action on economic development. First, what are the impact and significance of government expenditures, as a combined measure, on the gross national product in Jordan? Second, which governmental expenditure areas provide the greatest contribution to an increase in the Jordanian GNP? Data for Jordan are compared with Caiden and Wildavsky's assumptions about planning and budgeting in poor countries, and conclusions are drawn about how planning and budgeting have influenced economic and social development in Jordan.

The American University of Beirut and Its Educational Activities in Lebanon, 1920-1967

Description: The purpose of this study was to trace the historical development of the American University of Beirut and its educational contributions in Lebanon and the Middle East from 1920 to 1967. Through their activities in the Levant in the early nineteenth century, the American missionaries virtually laid the foundations of the Syrian Protestant College, later known as the American University of Beirut. Though religion was the cornerstone in the founding of the University, under the pressure of the local environment, its secular character was to be substituted for the religious one. The establishment of the University in 1866 marked the beginning of the system of higher education in the Arab world. As the first established institution of higher learning, the University played a significant role in raising the level of literacy throughout the region. Despite the difficult times that the University faced throughout its history, it survived and continued its dedicated mission to serve the people of Lebanon and the entire area. For the University, the first 50 years under Ottoman rule was a period of surviving and maintaining its existence. With the freedom it came to enjoy during the French Mandate and later during independence, the University moved into a period of advancing and expanding. By the 1960s the University had become a prestigious institution and captured the support of most people and governments in the area. The study's six chapters describe the historical setting of Lebanon and the origins of its religious groups, the historical background of the American University of Beirut, the educational activities of the University during the French Mandate, and its educational activities under independent Lebanon. Saudi-American Bilateral Relations: a Case Study of the Consequences of Interdependence on International Relations

Description: This study examines the consequences of interdependence between Saudi Arabia and the United States from 1960 to 1978 as it relates to the concepts of cooperation and conflict. Research on interdependence focuses primarily on relations among Western countries and on whether interdependence is increasing or decreasing between them. It has rarely addressed relations between countries with different levels of economic development or the consequence of interdependence for international relations in terms of conflict and cooperation. Specifically, this study examines the following question: Does the level of interdependence between Saudi Arabia and the United States have any affect on the level of bilateral conflict and cooperation between the two countries? The hypotheses are tested using regression analysis. The primary conclusion is that increases in bilateral interdependence between Saudi Arabia and the United States from 1960 to 1978 produced increased cooperation as well as conflict.

Educational Activities at the University of Jordan in Two Decades (1962-1982)

Description: This study examined the educational activities at the University of Jordan, established in 1962, which is the oldest university in the country. The study traced the historical development of the university, which emphasizes highly-qualified graduates, and analyzed some of its educational practices. Research on this subject is limited. Jordanians have written little about their educational system, and there is little evidence of foreign scholars' interest in the subject. Some researchers argued that national pride was the main reason for establishing the university, since financial resources were not available to initiate and sustain serious research. The university started in the fall semester of 1962 with 167 students and one faculty, the Faculty of Arts. Two decades later, the university had ten faculties: Commerce and Administrative Sciences, Sciences, Medical Sciences (Medicine, Nursing, and Pharmacy), Agriculture, Education, Law, Engineering, Sharia, and Physical Education. The total number of staff continued to increase from 7 in 1962 to 627 by 1982. The size of the physical structure increased from one building to 40 buildings with approximately 18,000 square meters in 1982. As of 1982, more than 15,253 students had graduated from the university with bachelor's, master's, and diplomas-in-education degrees. In 1972, the University of Jordan changed from the yearly system to the credit-hour system, making it the first university in the region to adapt the credit-hour system. This study also provided information on students studying in Jordanian schools, students in host countries, students and faculty distribution in seven faculties, faculty demographics, research projects, degree programs, university budgets, as well as the multipurpose general secondary education examination which has no clear directive philosophy.

Perceptions of Managers in Kuwait on the Role of the Multinational Corporations in Change in Kuwait

Description: The purpose of this study is to investigate the perceptions of managers in Kuwait (both Kuwaiti and non- Kuwaiti) on the effects of multinational corporations (MNCs) in Kuwait and whether these effects were beneficial. The problem motivating this study is the effects that MNCs have on the social, cultural, political, legal, economic, business, and technological environments of their host countries, especially in developing nations. This study is based on a survey of the perceptions of 1,344 managers in Kuwait on the role of MNCs in changes in Kuwait. A review of the literature on MNCs and their relationships with their host countries is provided. This review focuses on four major environmental dimensions (Social-Cultural, Political-Legal, Business-Economic, and Technological) that are affected by MNCs. The factor analysis performed for this study supports this classification of the dimensions in the environment. An English questionnaire was developed from the list of major items in each of these dimensions. An Arabic version was developed using a "double-translation method." Both the English and Arabic versions of the questionnaire were pilot tested. The instrument proved to be reliable and valid. The study utilizes a 2 x 3 block design, categorizing subjects by nationality (Kuwaiti, other Arab, others) and type of organization (public and private). Since most of the variables in the study were measured using nominal and ordinal scales, mostly non-parametric statistics were used for data analysis. The major finding from this study was that managers in Kuwait perceive positive effects of MNCs on change in Kuwait, with the exception of the cultural environment. Personal Value Systems of American and Jordanian Managers: A Cross-Cultural Study

Description: The objectives of this study are: (1) to explore the personal value systems of Jordanian managers; (2) to examine the relationship between the personal values of Jordanian managers and their behavior (i.e., decision making); and (3) to compare the personal value systems of Jordanian and American managers. To achieve the first and the second objectives, England's (1967) Personal Value Questionnaire (PVQ) and the Behavioral Measurement Questionnaire have been respectively utilized. To achieve the final objective, the behavioral relevance scores derived from this study are compared with those in England's (1975) study. Finally, demographic and organizational data are used to describe the characteristics of Jordanian managers and serve as covariates in the statistical analysis. In reference to the statistical techniques, England's scoring methodology, factor analysis and multiple regression, are used to determine the relationship between the personal value systems of Jordanian managers and their behavior (i.e., decisionmaking). England's (1975) "rule of thumb" (adjusted to 15 percent difference) and the Chisguare test are used to test the significant differences between the personal value systems of the Jordanian and American respondents. The findings of this study are as follows: 1. The primary value orientation of Jordanian managers responding to this study is moralistic in nature, while their secondary value orientation is pragmatic. Concerning the value profile, Jordanian managers have 34, 3, 8, and 21 concepts of the PVQ as operative, intended, adopted, and weak values respectively. Behavior relevance analysis indicates that Jordanian managers have emphasized certain value concepts which reflect their perception of economic need and their social value structure. 2. Comparative Labor Policy in the Hashemite Kingdom of Jordan, 1961-1987

Description: It is increasingly recognized that manpower planning and policies are a major component of a country's development efforts. The purpose of this study is to examine the labor market in Jordan and to identify the main determinants of employment (labor force) during the period from 1961 to 1987 in order to advise policy makers as to the best course of action to achieve full employment. This period was divided into two periods: 1961 to 1972 and 1973 to 1987 for comparative purposes. The socio-economic and political framework of the labor market, as well as the labor policies during the period were examined in an effort to determine the determinants affecting the labor market in the two periods. The findings of this study reveal that Jordan's labor market and policies over the last three decades have been influenced by changes and events not only in Jordan, but by changes and events in the entire region. The study also indicates that factors influencing the labor market differ under different conditions. The impact of the independent variables tested in this study differ between the two periods, 1961 to 1972 and 1973 to 1987. Policy which may serve the country's best interest during the time of instability and crisis may not be in the country's best interest in time of stability and peace.

Relationship between Family Socioeconomic Status and the Academic Acheivement of Students in Jordan State Universities

Description: The problem of this study concerned the relationship between the academic achievement of students in Jordan state universities and the socioeconomic status (SES) of their families. A survey composed of questions regarding demographics, SES background, cultural factors, and accumulated grade point average (GPA) was administered by four Jordanian professors in four state universities in Jordan. Of the 620 surveys made, there were 609 usable surveys analyzed using the Statistical Package of Social Science SPSS/PC+. Data were sorted so that families' SES variables, namely fathers' and mothers' income, occupation, and education, and students' GPA were identified on a 9-point ordinal scale. Pearson's chi-square was used to determine whether relationships existed between parents' SES and with students' GPA. Spearman's correlation was also used to determine the direction and strength of the relationships. The same data were then compressed from 9 to a 3-point ordinal scale and were used to determine the relationship between studendts' GPA and their parents1 SES. For this purpose a one-way Analysis of Variance (ANOVA) was used. Five additional related questions concerned relationship between degree of religious commitment of parents, number of siblings, parents' kinship, parents1 educational aspiration, and reason for parents' educational aspiration, and students' GPA were identified on a 4-point ordinal scale and also tested using the one-way ANOVA, the Tukey/Kramer method, and the Eta coefficient.

A Structural Equation Analysis of Intergenerational Differences in Attitudes toward Individual Modernity in the United Arab Emirates: Implications for Cross-Cultural Research

Organizational Commitment: A Cross-National Comparison of Arab and Non-Arab Employees in Saudi Petrochemical Companies

Description: Individuals with different personal demographics and job-based factors have different attitudes and behaviors, which can influence their levels of commitment to their organizations. These differences in organizational commitment increase as their cultural backgrounds differ significantly. Personal demographics and job-related factors are reliable predictors of employees' commitment to their employing organizations. The purpose of this study was to empirically investigate if there is a difference in the level of employees' commitment to Saudi petrochemical companies on the basis of differences in their personal demographics and job-related factors.

Private Affections: Miscegenation and the Literary Imagination in Israel-Palestine

Description: This study politicizes the mixed relationship in Israeli-Palestinian literature. I examine Arab-Jewish and interethnic Jewish intimacy in works by Palestinian national poet Mahmoud Darwish, canonical Israeli novelist A. B. Yehoshua, select anthologized Anglophone and translated Palestinian and Israeli poetry, and Israeli feminist writer Orly Castel-Bloom. I also examine the material cultural discourses issuing from Israel’s textile industry, in which Arabs and Jews interact. Drawing from the methodology of twentieth-century Brazilian miscegenation theorist Gilberto Freyre, I argue that mixed intimacies in the Israeli-Palestinian imaginary represent a desire to restructure a hegemonic public sphere in the same way Freyre’s Brazilian mestizo was meant to rhetorically undermine what he deemed a Western cult of uniformity. This project constitutes a threefold contribution. I offer one of the few postcolonial perspectives on Israeli literature, as it remains underrepresented in the field in comparison to its Palestinian counterparts. I also present the first sustained critique of the hetero relationship and the figure of the hybrid in Israeli-Palestinian literature, especially as I focus on its representation for political options rather than its aesthetic intrigue. Finally, I reexamine and apply Gilberto Freyre in a way that excavates him from critical interment and advocates for his global relevance.

The Use of Social Media in Informal Scientific Communication Among Scholars: Modeling the Modern Invisible College

Description: The concept of the invisible college is a key focus of scientific communication research with many studies on this topic in the literature. However, while such studies have contributed to an understanding of the invisible college, they have not adequately explained the interaction of social and structural processes in this phenomenon. As a consequence, past research has described the invisible college differently based on researchers’ perspectives, resulting in misinterpretations or inconsistent definitions of the relevant social and structural processes. Information science and related disciplines have focused on the structural processes that lead to scholarly products or works while placing less emphasis on the social processes. To advance understanding of the invisible college and its dimensions (including both social processes and structural processes), a proposed model (Modern Invisible College Model, MICM) has been built based on the history of the invisible college and Lievrouw’s (1989) distinction between social and structural processes. The present study focuses on the social processes of informal communication between scholars via social media, rather than on the structural processes that lead to scholarly products or works. A developed survey and an employed quantitative research method were applied for data collection. The research population involved 77 scholars from the Institute of Public Administration (IPA), in Saudi Arabia. Descriptive statistics, frequency and percentage were conducted for each statement. Means and standard deviations were calculated. The results indicate that the majority of participants heavily use social media for scientific communication purposes. Also, the results confirm that scholars consider social media to be an effective and appropriate tool for scientific communication. Seven factors were found in the findings to have positive correlations with uses and gratifications theory and the use of social media. Investigating Communication and Warning Channels to Enhance Crowd Management Strategies: a Study of Hajj Pilgrims in Saudi Arabia

Description: The global increase in the number of mass gatherings and crowded events has brought with it new emergencies and unintended consequences for public administrators and first responders. Crowd managers attempt to overcome these challenges by enhancing operations, alleviating financial losses, keeping event organizers safe from liability and, most importantly, keeping the attendees safe. Effective communication among and between officials and guests has been identified as a key element in this process. However, there is a lack of risk communication studies, especially about heterogeneous crowds that congregate at religious events. With this gap in mind, this research aims to investigate the use of major communication channels available and/or preferred by Muslim pilgrims in Makkah, Saudi Arabia during Hajj to gauge their effectiveness in communicating risk information. This annual religious pilgrimage was chosen because it attracts over 2 million pilgrims from more than 140 countries, most of whom speak different languages and belong to different cultures but perform the same rituals at the same time. This dissertation seeks to answer three broad research questions: “what are the most popular communication channels used by pilgrims,” “what are the weaknesses of the current communication strategies,” and “what can be done to improve risk communication among pilgrims, and between pilgrims and authorities to enhance crowd control and crowd management strategies.” The protective action decision model (PADM) is used as the theoretical framework to understand the influence of six factors (environmental cues, social cues, information sources, channel access and preferences, warning messages, and receiver characteristics) on risk communication. The Palestinian Archipelago and the Construction of Palestinian Identity After Sixty-five Years of Diaspora: the Rebirth of the Nation

Description: This dissertation conceptualizes a Palestinian archipelago based on Mikhail Bakhtin’s theory of the chronotope, and uses the archipelago model to illustrate the situation and development of Palestinian consciousness in diaspora. To gain insight into the personal lives of Palestinians in diaspora, This project highlights several islands of Palestinian identities as represented in the novels: Dancing Arabs, A Compass for the Sunflower, and The Inheritance. The identities of the characters in these works are organized according to the archipelago model, which illustrates how the characters rediscover, repress, or change their identities in order to accommodate life in diaspora. Analysis reveals that a major goal of Palestinian existence in diaspora is the maintenance of an authentic Palestinian identity. Therefore, my description of the characters’ identities and locations in the archipelago model are informed by various scholars and theories of nationalism. Moreover, this dissertation illustrates how different Palestinian identities coalesce into a single national consciousness that has been created and sustained by a collective experience of suffering and thirst for sense of belonging and community among Palestinians. Foremost in the memories of all Palestinians is the memory of the land of Palestine and the dream of national restoration; these are the main uniting factors between Palestinians revealed in my analysis. Furthermore, this project presents an argument that developing a Palestinian exceptionalism as both a response and a solution to the problems Palestine faced in the 20th century has already occurred among diasporic Palestinians as well as those settled in the West Bank. In addition, a significant finding of this dissertation is the generation clash in regarding to the methods of modernization of the West Bank society between the settled Palestinian and those returning from diaspora.
