A Study of Perceptually Tuned, Wavelet Based, Rate Scalable, Image and Video Compression

In this dissertation, first, we have proposed and implemented a new perceptually tuned wavelet based, rate scalable, and color image encoding/decoding system based on the human perceptual model.
