Description: This report presents a study of policies and measures that could dramatically reduce US greenhouse gas emissions over the next two decades. It examines a broad set of national policies to increase energy efficiency, accelerate the adoption of renewable energy technologies, and shift energy use to less carbon-intensive fuels. The policies address major areas of energy use in residential and commercial buildings, industrial facilities, transportation, and power generation.

OECD Environmental Performance Reviews – 2nd Cycle (2001-2009)

Description: This report examines Australia’s progress since the previous OECD Environmental Performance Review in 1998 and the extent to which the country is meeting its domestic objectives and international commitments regarding the environment and sustainable development. It also reviews progress in the context of the OECD Environmental Strategy, and compared to the recommendations of the previous OECD review. This book is part of the OECD Environmental Performance Reviews Programme which conducts peer reviews of environmental conditions and progress in each member country. The analyses presented are supported by a broad range of economic and environmental data and lead to recommendations for further environmental and sustainable development progress.

Carbon Forestry Projects in Developing Countries: Legal Issues and Tools

Description: Increasing awareness of the need for action on global warming has produced a search for ways to reduce greenhouse gas (GHG) emissions and to sequester carbon to offset such emissions. At the present time, nations around the globe are hotly debating whether to put into force the Kyoto Protocol. To comply with such climate controls, industrialized countries will need to develop systems to control their own domestic emissions. Domestic corporations that emit GHGs will be required to limit their emissions and will also very likely be able to gain credit by investing in climate-beneficial projects in other countries. This paper focuses on the legal issues concerned with carbon offset projects involving forestry in developing countries.

The First Ministerial Regional Forum

Description: The First Ministerial Regional Forum on Environment and Health in Southeast and East Asian countries was held in Bangkok, Thailand on 9 August 2007. The forum was jointly organized by the United Nations Environment Programme (UNEP) Regional Office for Asia and the Pacific and the World Health Organization (WHO) Regional Offices for the Western Pacific and South-East Asia, and hosted by the Ministry of Natural Resources and Environment and Ministry of Public Health, Government of Thailand and the Chulabhorn Research Institute (CRI). The forum was attended by Environment and Health Ministers from fourteen Southeast and East Asian countries including Brunei Darussalam, Cambodia, People’s Republic of China, Indonesia, Japan, Republic of Korea, Lao People's Democratic Republic (PDR), Malaysia, Mongolia, Myanmar, the Philippines, Singapore, Thailand, and Viet Nam. The agenda and annotated agenda of the forum are given in Annexes 1 and 2, respectively, and a list of participants is enclosed in Annex 3.

OECD Global Forum on Sustainable Development: Emissions Trading: Concerted Action on Tradeable Emissions Permits Country Forum

Description: The aim of the Forum was to bring representatives from OECD and non-OECD country governments together with representatives from the research community, to identify and discuss key policy issues relating to greenhouse gas emissions trading and other project based mechanisms for GHG emission reduction, such as Joint Implementation and the Clean Development Mechanism. The Forum also aimed to promote dialogue between the various stakeholder groups, and discuss policy needs in the design and implementation of tradeable emissions schemes. Forum participants included representatives from OECD and non-OECD governments, as well as from the research community. Those from industry and other institutions involved with emissions trading, joint implementation and clean development mechanism projects such as the European Commission and the World Bank were also represented.

Climate Change Transition Team Report

Third Biennial Report of the Climate Neutral Working Group

New England's Global Warming Solutions: A Study for World Wild life Fund

Description: This report presents a detailed analysis of the energy impacts, carbon and pollutant emissions reductions, and economic benefits in New England of the national policies and measures analyzed in America’s Global Warming Solutions. That study indicated that the region would reap about one sixth of the net national employment created. As two years have passed since that study was begun, time has been lost for pursuing and implementing the policies and measures evaluated along the same temporal path. Now, achieving such benefits by 2010 would require an even more aggressive set and schedule of policies, or else the benefits would occur somewhat later in time. Nonetheless, these results show that a truly aggressive national policy commitment to the problem of climate change could achieve large near-term carbon emissions reductions along with environmental and economic gains.

A Copenhagen Climate Treat Version 1.0 : Legal text A proposal for an amended Kyoto Protocol and a new Copenhagen Protocol

Description: This document contains a draft version of how the agreement in Copenhagen could look like – in legal form. This is very much a work in progress. The purpose of this exercise is two fold : a) to outline to Parties how the agreement could fit together substantively and b) to demonstrate that the two Protocol option is a feasible and desirable outcome for the legal form. Attempts have been made through provisions in both the proposed Copenhagen Protocol and the amendments to the Kyoto Protocol to unify the accounting, reporting and verification of as well as compliance with emission reduction targets for industrialized countries and to create a forum for these bodies (CMCP & CMKP) to jointly develop rules in the future. It is possible that not every T has been crossed or i dotted and further provisions or amendments linking the two may be required.
