U.S. Climate Change Technology Program Strategic Plan

Description: The U.S. Department of Energy (DOE) has released the Climate Change Technology Program (CCTP) Strategic Plan, which details measures to accelerate the development and reduce the cost of new and advanced technologies that avoid, reduce, or capture and store greenhouse gas emissions. According to the DOE, the CCTP is the technology component of a comprehensive U.S. strategy introduced by President George W. Bush in 2002 to combat climate change that includes measures to slow the growth of greenhouse gas emissions through voluntary, incentive-based, and mandatory partnerships; advance climate change science; spur clean energy technology development and deployment; and promote international collaboration.

Carbon/Efficiency Labelling & Bio-Blending for Optimising Benefits of Biodiesel & Additive Use

Description: The Carbon Labelling project implemented several labelling measures in Europe focused on transportation products and services with low CO2 emissions. The project promoted biodiesel, low-viscosity lubricants and ‘low carbon’ freight services. This first European carbon labelling initiative supported the discussion about measures for the greenhouse gas reduction (GHG) targets of the European Union and the role of biofuels to mitigate GHG emissions. Carbon life cycle numbers were calculated with GHG models from leading European research institutes. The identified carbon reduction numbers were used for pilot labelling initiatives via the label “CO2Star” developed by a professional advertising agency. The label and consumer information websites provided information to consumers about environmental and economic benefits of the labelled biofuels, lubricants and freight services. For instance, the German fuel distributor Q1 implemented a carbon labelling pilot programme for biodiesel (B 100) and lubricants at its fuel stations, while Dutch horticulture freight companies implemented the carbon label to promote "low carbon" freight services.

Making Energy-Efficiency Happen: From Potential to Reality: An Assessment of Policies and Measures in G8 Plus 5 Countries, with Recommendations for Decision Makers at National and International Level

Description: The WWF report shows that G8 plus 5 countries have even greater energy efficiency potentials in these sectors and that endorsing these targets is technically and economically feasible for all countries. It estimates the efficiency potential for the transport sector at 25-50 per cent, for the building sector at 30-45 per cent, and for the power sector at 4-45 per cent by the year 2030, depending on the country.

National Policies and Their Linkages to Negotiations Over a Future International Climate Change Agreement

Description: Developing country policy makers will need to consider the national policy instruments they will need to contribute to the fight against climate change. As discussions on the international level are underway through the Bali Road Map, a national level discussion can help governments reflect on the types of policies they should use, as well as how to seek internal and external financial resources and how to reflect their views in the negotiations of a future climate change agreement. There is a rich array of policy instruments being used by developing countries to achieve national objectives, such as improving local air pollution and reducing poverty. Most of these policies also reduce emissions of greenhouse gases. These policies, measures and instruments include: regulations and standards, taxes and charges, tradable permits, voluntary agreements, informational instruments, subsidies and incentives, research and development, and trade and development assistance. Depending on the legal frameworks available to countries, these may be implemented nationally, regionally or locally. They may be supplemented with rules, guidelines and other administrative mechanisms to achieve different goals. They may be legally binding or voluntary and they may be fixed or changeable.
