The First Ministerial Regional Forum

Description: The First Ministerial Regional Forum on Environment and Health in Southeast and East Asian countries was held in Bangkok, Thailand on 9 August 2007. The forum was jointly organized by the United Nations Environment Programme (UNEP) Regional Office for Asia and the Pacific and the World Health Organization (WHO) Regional Offices for the Western Pacific and South-East Asia, and hosted by the Ministry of Natural Resources and Environment and Ministry of Public Health, Government of Thailand and the Chulabhorn Research Institute (CRI). The forum was attended by Environment and Health Ministers from fourteen Southeast and East Asian countries including Brunei Darussalam, Cambodia, People’s Republic of China, Indonesia, Japan, Republic of Korea, Lao People's Democratic Republic (PDR), Malaysia, Mongolia, Myanmar, the Philippines, Singapore, Thailand, and Viet Nam. The agenda and annotated agenda of the forum are given in Annexes 1 and 2, respectively, and a list of participants is enclosed in Annex 3.

Second Biennial Report of the Climate Neutral Working Group

Description: This second biennial report of the Climate Neutral Working Group (CNWG) is intended to provide a concise update regarding the science of climate change, catalog the ongoing work of the CNWG and synergistic parallel initiatives, and indicate progress made towards attaining the goals of Executive Order #14-03. Since April 2005, Vermont State Government has implemented a number of strategies and initiatives that will enable it to make progress toward attaining its emission reduction goals. In addition to initiatives that reduce emissions, Vermont State Government has also begun implementing strategies that will improve its ability to quantify and document such emissions reductions in the future.

Making Energy-Efficiency Happen: From Potential to Reality: An Assessment of Policies and Measures in G8 Plus 5 Countries, with Recommendations for Decision Makers at National and International Level

Description: The WWF report shows that G8 plus 5 countries have even greater energy efficiency potentials in these sectors and that endorsing these targets is technically and economically feasible for all countries. It estimates the efficiency potential for the transport sector at 25-50 per cent, for the building sector at 30-45 per cent, and for the power sector at 4-45 per cent by the year 2030, depending on the country.

A Bill : House Bill 2460

Description: On April 3, 2007, Governor Mike Beebe of Arkansas established a Governor's Commission on Global Warming with the signing of HB2460. The commission will study the potential impacts of climate change on the state’s environment and economy, and then recommend a global warming pollutant reduction goal and strategies for achieving it. Commission members will include representatives from the state government as well as many groups including scientific, energy, forestry, agricultural, and environmental organizations, among others. The Commission must report its findings by November 1, 2008.

Montana Climate Change Action Plan: Final Report of the Governor’s Climate Change Advisory Committee

Description: Report of the Governor’s Climate Change Advisory Committee, managed by the Montana Department of Environmental Quality and facilitated by the Center for Climate Strategies. It provides 54 policy recommendations help reduce the state’s emissions of green house gases to 1990 levels by the year 2020. Most will have additional benefits, including reduced reliance on imported fossil fuels, reduction in air pollution, increased opportunity for Montana agriculture to provide renewable fuels, healthier forests, and the opportunity for the state to be a leader in developing new technologies.

Low Carbon Shipping, Transport & Market Incentive Programs

Description: The carbon labeling project presents methods to promote biodiesel use, disseminate information on the potential carbon efficiency of biofuels and promote the concept of carbon labeling. This guide is aimed at policy makers and interested industry groups. It aims to evaluate the suitability of the US EPA (Environmental Protection Agency) Smart Way Transport Partnership as a model for the EU to promote more efficiency and low carbon shipping of goods to market. It includes: a thorough description of the US EPA scheme and its objectives; carbon labeling initiatives in the UK (independent and national); a review of the strengths and weaknesses of the US EPA scheme with regards to its suitability for EU transport policy; the different EU transport system and pilot programmes; and suggestions for freight and multi-sector low carbon transport programmes in the EU. This useful guide enables decision makers to develop a road map on how best to provide incentives for implementing a low carbon shipping program in Europe.

Blue Ribbon Advisory Council on Climate Change, Report to Governor Jon M. Huntsman, Jr.

Description: The final report from an advisory panel of 15 scientists and industry experts finding that humans are responsible for climate warming and that Utah is responsible for more greenhouse gas emissions per capita than the rest of the nation. It makes about 70 recommendations for fighting global warming including: developing significant amounts of renewable energy with incentives and tax credits, encouraging the capture and disposal of carbon dioxide, improving efficiency at power plants, implementing an aggressive mass-transit strategy, and preserving open space and agricultural land and protecting forests. The report, however, does not include specific policy recommendations or rules to implement action.

Regional Initiative on Environment and Health: The Third High-Level Officials’ Meeting Report

Description: The Third High-Level Officials Meeting on Environment and Health in Southeast and East Asian countries was held in Bangkok, Thailand on 8 August 2007. The First High-Level Officials Meeting was held in Manila, Philippines in November 2004, where a regional initiative on environment and health was launched, and the Second High-Level Officials Meeting was convened in Bangkok, Thailand in December 2005, where a draft Charter of the Regional Forum on Environment and Health was discussed. This Third Meeting was conducted prior to the First Ministerial Meeting, to review the progress made in national and regional actions since the Second High-Level Meeting, and discuss and endorse the draft Charter and the composition and work plans of the regional Thematic Working Groups (TWGs) on six priorities for submission to the Ministerial Meeting. The agenda and annotated agenda of the meeting are given in Annexes 1 and 2, respectively, and a list of participants is attached as Annex 3.
