A Bill : House Bill 2460

Description: On April 3, 2007, Governor Mike Beebe of Arkansas established a Governor's Commission on Global Warming with the signing of HB2460. The commission will study the potential impacts of climate change on the state’s environment and economy, and then recommend a global warming pollutant reduction goal and strategies for achieving it. Commission members will include representatives from the state government as well as many groups including scientific, energy, forestry, agricultural, and environmental organizations, among others. The Commission must report its findings by November 1, 2008.

Senate Bill No. 337

Description: AN ACT to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §22-5-19, relating to the establishment of a program to inventory emissions, reductions and carbon sequestrations of greenhouse gases; creating a voluntary registry for the reporting of voluntary reductions of greenhouse gas emissions if the reductions are made before they are required by law; clarifying that certain industries are exempt from reporting; providing public recognition of voluntary reduction or avoidance of greenhouse gases; providing definitions; and providing consideration of the reductions under future federal greenhouse gas emission reduction programs.

Vermont 25x'25 Initiative: Preliminary Findings and Goals

Description: This first biennial report of the Climate Neutral Working Group (CNWG) is being issued as required by Executive Order #14-03, signed by Governor James Douglas in September 2003. It is intended to give a brief introduction to the environmental, economic, and social risks that climate change poses to Vermont. It aims to provide a clear summary of the ongoing energy consumption and greenhouse gas (GHG) emissions inventory of Vermont State Government operations. In addition, the report includes potential emission reduction strategies, energy consumption case studies, and other relevant work conducted by the CNWG since the signing of the Executive Order regarding Climate Change.

Blue Ribbon Advisory Council on Climate Change, Report to Governor Jon M. Huntsman, Jr.

Description: The final report from an advisory panel of 15 scientists and industry experts finding that humans are responsible for climate warming and that Utah is responsible for more greenhouse gas emissions per capita than the rest of the nation. It makes about 70 recommendations for fighting global warming including: developing significant amounts of renewable energy with incentives and tax credits, encouraging the capture and disposal of carbon dioxide, improving efficiency at power plants, implementing an aggressive mass-transit strategy, and preserving open space and agricultural land and protecting forests. The report, however, does not include specific policy recommendations or rules to implement action.

California Assembly Bill No. 1493

Description: The "Pavley" bill requires the registry, in consultation with the State Air Resources Board, to adopt procedures and protocols for the reporting and certification of reductions in greenhouse gas emissions from mobile sources for use by the state board in granting the emission reduction credits. This bill requires the state board to develop and adopt, by January 1, 2005, regulations that achieve the maximum feasible reduction of greenhouse gases emitted by passenger vehicles and light-duty trucks.

Description: In June 2006, Québec established its first climate change action plan that set ambitious goals and established the means to achieve them. Entitled QUÉBEC AND CLIMATE CHANGE: A Challenge for the Future, the 2006–2012 Climate Change Action Plan was a major step on the road to a society where sustainable development is at the core of priorities and collective choices. The government is now moving forward by improving the action plan with new measures and additional funding. The revised action plan allows Québec to maintain its position as a North American leader in the fight against climate change.

Montana Climate Change Action Plan: Final Report of the Governor’s Climate Change Advisory Committee

Description: Report of the Governor’s Climate Change Advisory Committee, managed by the Montana Department of Environmental Quality and facilitated by the Center for Climate Strategies. It provides 54 policy recommendations help reduce the state’s emissions of green house gases to 1990 levels by the year 2020. Most will have additional benefits, including reduced reliance on imported fossil fuels, reduction in air pollution, increased opportunity for Montana agriculture to provide renewable fuels, healthier forests, and the opportunity for the state to be a leader in developing new technologies.

California Legislature, 2001-2002 Session, Senate Bill No. 527

Description: Bill introduced by the California Senate to revise the functions and duties of the California Climate Action Registry and requires the Registry, in coordination with CEC to adopt third-party verification metrics, developing GHG emissions protocols and qualifying third-party organizations to provide technical assistance and certification of emissions baselines and inventories. SB 527 amended SB 1771 to emphasize third-party verification.
