The Deepwater Horizon Oil Spill: Coastal Wetland and Wildlife Impacts and Response

Description: This report addresses the importance of wetlands in general, the ecology of the coastal wetlands in the Gulf, impacts of oil spills on wetland habitats, response options, the implications of hurricane season for the spill's impacts, and cleanup and recovery issues.3 The emphasis is on the nearshore environment, though a few species found in deeper waters will be mentioned. In addition, some lessons from past spills such as the Exxon Valdez in Alaska will be discussed along with issues that may arise in the years after the leak from the deepwater well is capped.

Deepwater Horizon Oil Spill Disaster: Risk, Recovery, and Insurance Implications

Description: This report begins with a review of the Deepwater Horizon incident and identifies the limits of liability facing the operators of offshore oil rigs. The next two sections of the report examine risk management in the offshore energy exploration and production business, the scope of the oil spill financial responsibility and insurance requirements, and the marine insurance industry that offers specialized coverage for offshore oil and gas firms. The fourth section outlines the various approaches to compensating oil pollution victims, including compensation funds, commercial insurance, federal disaster assistance, and tort law. The report concludes with a discussion of four specific policy issue consideration for Congress, including new liability limits and insurance capacity, future insurability of offshore oil spill perils, availability of insurance, and the potential effects on domestic offshore energy production.

Deepwater Horizon Oil Spill: Selected Issues for Congress

Description: On April 20, 2010, an explosion and fire occurred on the Deepwater Horizon drilling rig in the Gulf of Mexico. This resulted in 11 worker fatalities, a massive oil release, and a national response effort in the Gulf of Mexico region by the federal and state governments as well as BP. Based on estimates from the Flow Rate Technical Group, which is led by the U.S. Geological Survey, the 2010 Gulf spill has become the largest oil spill in U.S. waters. The oil spill has damaged natural resources and has had regional economic impacts. In addition, questions have been raised as to whether offshore regulation of oil exploration has kept pace with the increasingly complex technologies needed to explore and develop deeper waters. This report provides an initial overview of Deepwater Horizon-related issues for Congress, and refers readers to in-depth CRS reports on specific issues.
