Air Force B-21 Raider Long-Range Strike Bomber

Description: This report discusses the development of a new long-range bomber aircraft, the B-21 Raider (previously known as LRS-B). The U.S. Department of Defense proposes to acquire at least 100 of them, initially to replace the fleets of B-1 and B-2 bombers, and possibly to replace B-52s in the future.

Biennial Budgeting: Options, Issues, and Previous Congressional Action

Description: Proponents of biennial budgeting have generally advanced three arguments-that a two-year budget cycle would (1) reduce congressional workload by eliminating the need for annual review of routine matters; (2) reserve the second session of each Congress for improved congressional oversight and program review; and (3) allow better long-term planning by the agencies that spend federal funds at the federal, state, or local level.

Broadband Internet Access and the Digital Divide: Federal Assistance Programs

Description: The "digital divide" is a term used to describe a perceived gap between "information haves and have-nots," or in other words, between those Americans who use or have access to telecommunications and information technologies and those who do not. Whether or not individuals or communities fall into the "information haves" category depends on a number of factors, ranging from the presence of computers in the home, to training and education, to the availability of affordable Internet access.

Budget Enforcement Procedures: Senate Pay- As-You-Go (PAYGO) Rule

Description: This report discusses the Senate pay-as-you-go, or PAYGO, rule which generally requires that any legislation projected to increase direct spending or reduce revenues must also include equivalent amounts of direct spending cuts, revenue increases, or a combination of the two, so that the legislation does not increase the on-budget deficit over a six-year period and an 11-year period.

The Federal Budget: Issues for FY2011, FY2012, and Beyond

Description: The federal budget is central to Congress's ability to exercise its "power of the purse." Over the last several fiscal years the imbalance between spending and revenues has grown as a result of the economic downturn and policies enacted in response to financial turmoil. In FY2010, the last completed fiscal year, the U.S. government spent $3,456 billion (23.8% of GDP) and collected $2,162 billion in revenue (14.9% of GDP), resulting in a budget deficit of $1,294 billion (8.9% of GDP).

Description: This report provides government-wide, multi-agency, and individual agency analyses of the President's FY2014 request as it relates to R&D and related activities. The President's budget seeks $142.773 billion for R&D in FY2014, a 1.3% increase (0.7% CAGR) over the actual FY2012 R&D funding level of $140.912 billion. The Magnitude of Changes That Would Be Required to Balance the FY2011 Budget

Description: This report lays out generic scenarios for balancing the budget in the next fiscal year. Although these are not policy options that are likely to be enacted, they are meant to offer simple examples to gauge the scope of tradeoffs that would be required if policymakers eventually decide to bring the budget back to balance. If changes are postponed or stretched over a longer time period, they would need to be larger because of higher debt service.
