Small Business Size Standards: A Historical Analysis of Contemporary Issues

Description: This report provides a historical examination of the Small Business Administration's SBA size standards, and assesses competing views concerning how to define a small business. It also discusses H.R. 585, the Small Business Size Standard Flexibility Act of 2011, which would have authorized the SBA's Office of Chief Counsel for Advocacy to approve or disapprove a size standard proposed by a federal agency if it deviates from the SBA's size standards.

U.S.-EU Poultry Dispute on the Use of Pathogen Reduction Treatments (PRTs)

Description: This report highlights the dispute between the U.S. and EU over the use of Pathogen Reduction Treatments (PRTs) during the processing of poultry products. PRT's are antimicrobial rinses--including chlorine dioxide, acidified sodium chlorite, trisodium phosphate, and peroxyacids, among others--that have been approved by the U.S. Department of Agriculture (USDA) for use in poultry processing to reduce the amount of microbes on meat.

U.S.-Funded Assistance Programs in China

Description: This report provides legislative and policy background concerning U.S. assistance programs in the People's Republic of China (PRC). The U.S. Agency for International Development (USAID) does not have an official presence in China. The majority of congressional foreign operations appropriations for the PRC promotes the rule of law, civil society, and political development in the country. These programs constitute a key component of U.S. efforts to promote democratic change in the PRC. Other related U.S. activities include participation in official bilateral dialogues on human rights, public diplomacy programs, and open criticism of PRC policies.

Trafficking in Persons in Latin America and the Caribbean

Description: This report describes the nature and scope of the problem of trafficking in persons in Latin America and the Caribbean. It then describes U.S. efforts to deal with trafficking in persons in the region, as well as discusses the successes and failures of some recent country and regional antitrafficking efforts. There have been a variety of estimates of the unauthorized resident alien population over this period, sometimes with substantially different results. Description: This report provides an overview of TANF financing and rules for state programs, describing federal TANF grants and state funds under a "maintenance-of-effort" (MOE) requirement; how states may use federal TANF and state MOE funds to help achieve the purpose and goals of the TANF block grant; rules that apply to states when they use TANF or MOE funds to provide cash welfare to needy families with children; rules that apply to states when they use TANF or MOE funds for benefits and services other than cash welfare; certain accountability requirements that apply to states, including requirements that states submit plans and report data to the federal government; and provisions of TANF law not directly related to grants to states, such as competitive grants for promoting healthy marriage and responsible fatherhood, tribal TANF provisions, and research funds.
