An Emergency Communications Safety Net: Integrating 911 and Other Services

Description: This report deals primarily with 911 and its recent history. It discusses the existing situation of 911's capacity to respond in emergencies, some proposals to improve the system, and recent legislative activity. Proposals include better connections between 911 call centers and emergency responders, building a more robust capacity, incorporating Internet protocols, developing the capacity for back-up call centers after disasters have occurred, and coordinating 911 with other types of call centers, such as the 211 centers that provide municipal services.

Implementing the Conservation Security Program

Description: This report discusses the Conservation Security Program (CSP), which is a agricultural conservation program created in the 2002 farm bill (P.L. 107-171, §2001). It provides incentives for farmers to pursue conservation and helps pay for conservation practices. Unlike some other NRCS programs, it pays for conservation on land that remains in production and makes eligible a wide range of farm lands (cropland, pastureland, rangeland, grassland, prairie land, tribal lands, and forested lands incidental to an agricultural operation)

Detection of Explosives on Airline Passengers: Recommendation of the 9/11 Commission and Related Issues

Description: This report discusses options for airline passenger explosives trace detection, ongoing federal R&D efforts and pilot equipment deployments, and policy issues related to the Intelligence Reform and Terrorism Prevention Act of 2004 (P.L. 108-458). An Examination of Federal Disaster Relief Under the Budget Control Act

Description: The first section of this report addresses the pre-BCA (Budget Control Act) funding mechanism for major disaster declarations, including the role of the President's Disaster Relief Fund (DRF).
