Iran: U.S. Concerns and Policy Responses

Description: This report discusses U.S. policy responses to the current political climate in Iran. Much of the debate over U.S. policy toward Iran has centered on the nature of the current regime; some believe that Iran, a country of almost 70 million people, is a threat to U.S. interests because hardliners in Iran’s regime dominate and set a policy direction intended to challenge U.S. influence and allies in the region.

The Islamic Traditions of Wahhabism and Salafiyya

Description: The terrorist attacks of September 11, 2001, and subsequent discussions of religious extremism have called attention to Islamic puritanical movements known as Wahhabism and Salafiyya. Al Qaeda leaders and their ideological supporters have advocated a violent message that some suggest is an extremist interpretation of this line of puritanical Islam. Other observers have accused Saudi Arabia, the center of Wahhabism, of having disseminated a religion that promotes hatred and violence, targeting the United States and its allies. Saudi officials strenuously deny these allegations. This report provides a background on Wahhabism and its relationship to active terrorist groups; it also summarizes recent charges against Wahhabism and responses, including the findings of the final report of the 9/11 Commission and relevant legislation in the 110th Congress.

North Korea: Economic Sanctions

Description: U.S. economic sanctions are imposed against North Korea for five primary reasons: (1) North Korea is seen as posing a threat to U.S. national security; (2) North Korea is designated by the Secretary of State as a state sponsor or supporter of international terrorism; (3) North Korea is a Marxist-Leninist state, with a Communist government; (4) North Korea has been found by the State Department to have engaged in proliferation of weapons of mass destruction; and (5) North Korea has been found by the President to have detonated a nuclear explosive device. This paper explains the U.S. economic sanctions currently in place, and summarizes recent events as they relate to the potential application of additional restrictions.

China-U.S. Trade Issues

Description: U.S.-China economic ties have expanded substantially over the past several years. China is now the third largest U.S. trading partner, its second largest source of imports, and its fourth largest export market. However, U.S.-China commercial ties have been strained by a number of issues, including a surging U.S. trade deficit with China, China's refusal to float its currency, and failure to fully comply with its World Trade Organization (WTO) commitments, especially its failure to provide protection for U.S. intellectual property rights (IPR). This report explores these issues in detail, especially concerning the lack of protection for U.S. IPR.

Iraq: Post-Saddam Governance and Security

Description: Operation Iraqi Freedom overthrew Saddam Hussein’s regime, but Iraq remains unstable because of Sunni Arab resentment and a related insurgency, compounded by Sunni-Shiite violence that a January 2007 national intelligence estimate says has key elements of a “civil war.” Mounting U.S. casualties and financial costs — without clear signs of security progress — have intensified a debate within the United States over whether to wind down U.S. involvement without completely accomplishing initial U.S. goals.

Iran's Nuclear Program: Recent Developments

Description: This report examines various issues regard Iran and its nuclear program.International Atomic Energy Agency (IAEA) inspections since 2003 have revealed two decades’ worth of undeclared nuclear activities in Iran, including uranium enrichment and plutonium separation efforts. Iran agreed in 2003 to suspend sensitive activities in negotiations with Germany, France, and the UK (EU-3), which broke down in August 2005. On September 24, 2005, the IAEA Board of Governors found Iran to be in noncompliance with its Nuclear Nonproliferation Treaty (NPT) safeguards agreement and reported Iran’s case to the U.N. Security Council in February 2006. The Security Council called upon Iran to resuspend enrichment and reprocessing, reconsider construction of its heavy water reactor, ratify and implement the Additional Protocol, and implement transparency measures. Iran has continued its enrichment activities, failing to meet deadline after deadline. The Security Council passed UNSCR 1696 on July 31, 2006, and on December 23, 2006, the Security Council adopted limited sanctions under UNSCR 1737. The next deadline is February 23, 2007.
