Distribution of Child Support Collections

Description: This report discusses child support distribution policy. The general rules in effect as of October 1, 2000 are that child support collected during the time a family receives cash welfare belongs to the state; current child support and arrearages (past-due payments) that are owed to a family that is no longer receiving welfare belongs to the family; and child support owed to a family that never received welfare belongs to the family.

Payment Limits for Farm Commodity Programs: Issues and Proposals

Description: This report provides background on payment limits related to farm commodity programs and discusses relevant legislation. The policy issue is mostly about farm size rather than the financial need of recipients, although the two may be related. Limits on commodity program payments have been imposed since 1970. The 2002 farm bill retains the former limits, adds limits for the new counter-cyclical program, and incorporates new commodities.

Military Retirement: Major Legislative Issues

Description: This report discusses various proposed changes to the military retirement system, which includes benefits for retirement after an active or reserve military career, disability retirement, and survivor benefits for eligible survivors of deceased retirees. China's Space Program: An Overview

Description: This report discusses the nature and scope of the Chinese space program. The People's Republic of China launched its first astronaut, or "taikonaut," Lt. Col. Yang Liwei, on October 15, 2003 Beijing time (October 16 Eastern Daylight Time). China thus became only the third country, after Russia and the United States, able to launch humans into orbit. Lt. Col. Yang landed on October 16 Beijing time (October 15 EDT) after making 14 orbits (21 hours and 23 minutes).

Estate and Gift Taxes: Economic Issues

The Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA, P.L. 107-16) repeals the estate tax after 2009. In the 108th Congress, some policymakers have proposed eliminating the sunset provision in the EGTRRA, thus making repeal of the estate tax permanent.

Space Stations

Description: This report looks into Congress' continued debate regarding NASA's International Space Station (ISS) program to build a permanently-occupied space station in Earth orbit where astronauts live and conduct research. NASA expects that research performed in the near-zero gravity environment of the space station will result in new discoveries in life sciences, biomedicine, and materials sciences. Current congressional space station debate focuses on the impact of the space shuttle Columbia tragedy on the ISS program; the possibility that portions of the space station may not be built for cost reasons; and whether Russia can fulfill its commitments to ISS.
