Congressional Budget Actions in 2004
During the second session of the 108th Congress, the House and Senate considered many different budgetary measures. Most of them pertained to FY2005 (referred to as the “budget year”) and beyond. In addition, some made adjustments to the budget for FY2004 (referred to as the “current year”). This report describes House and Senate action on major budgetary legislation within the framework of the congressional budget process and other procedural requirements.
Veterans' Medical Care Appropriations and Funding Process
The Department of Veterans Affairs (VA) provides benefits to veterans who meet certain eligibility rules. Benefits to veterans range from disability compensation and pensions to hospital and medical care. VA provides these benefits to veterans through three major operating units: the Veterans Health Administration (VHA), the Veterans Benefits Administration (VBA) and the National Cemetery Administration (NCA). VHA is primarily a direct service provider of primary care, specialized care, and related medical and social support services to veterans through an integrated health care system. Veterans are enrolled in priority groups that determine payments for service and nonservice-connected medical conditions. In FY2004, Congress appropriated $28.4 billion for VHA to be spent through an account structure composed of four new accounts: medical services, medical administration, medical facilities, and medical and prosthetic research.

The term “budget process,” when applied to the federal government, actually refers to a number of processes that have evolved separately and that occur with varying degrees of coordination. This overview, and the accompanying flow chart, are intended to describe in brief each of the parts of the budget process that involve Congress, clarify the role played by each, and explain how they operate together. They include the President’s budget submission, the budget resolution, reconciliation, sequestration, authorizations, and appropriations.

A Presidential Item Veto
During a news conference on November 4, 2004, President George W. Bush stated that he “would like to see the President have a line-item veto again, one that passed constitutional muster. I think it would help the executive branch work with the legislative branch to make sure that we’re able to maintain budget discipline.” The Supreme Court struck down an earlier version of item-veto authority (the Line Item Veto Act of 1996) in Clinton v. City of New York, 524 U.S. 417 (1998), but several statutory alternatives are available. Options to the Line Item Veto Act have been proposed over the years, including an amendment to the Constitution to grant the President item-veto authority. The line-item veto is listed among several budget reform proposals included in the FY2005 budget, but a more specific recommendation is expected to be developed by the Administration and submitted to Congress at the start of the 109th Congress. This report analyzes the statutory and constitutional alternatives that are likely to be considered and will be updated as necessary.

Iraq: Paris Club Debt Relief
Iraq’s public debt was estimated to be US$120.2 billion in nominal value as of the end of 2004. The debt owed to Paris Club creditors as of December 31, 2004, was estimated to be US$38.9 billion. The U.S. share of this amount is around $4 billion. Non-Paris Club countries, mostly Persian Gulf countries, are owed around $60 - $65 billion. The remaining debts are to private commercial creditors. Iraqi debt relief is a high priority for both the President and Congress (H.R. 2482). This report will discuss efforts to implement Iraqi debt relief and highlight some policy concerns.

The Debt Limit: The Ongoing Need for Increases
The surpluses over the four fiscal years 1998-2001 reduced debt held by the public by $448 billion. More than offsetting this debt reduction, the surpluses credited to debt-holding government accounts (which generally must invest the surpluses in federal debt), increased their holdings by $853 billion over the same period. The combination ($853 billion minus $448 billion) raised total federal debt by $405 billion. During 2002, debt subject to limit increased enough to reach the then current statutory debt limit, $5.95 trillion, in early April and again in May 2002. Congress passed and the President signed legislation (P.L. 108-24) increasing the limit to $6.4 trillion in June 2002.

Assistance After Hurricanes and Other Disasters: FY2004 and FY2005 Supplemental Appropriations
After a series of devastating hurricanes struck Florida and other states in the summer of 2004, the 108th Congress passed two emergency supplemental appropriations statutes that provide a total of $16.475 billion to areas stricken by the hurricanes and other natural disasters. The House and Senate quickly approved legislation (H.R. 5005) the day after President Bush submitted a request on September 6 for $2 billion in FY2004 funding, largely in response to the devastation caused by Hurricanes Charley and Frances in Florida.
