2014 Farm Bill Provisions and WTO Compliance

Description: This report briefly describes the relevant World Trade Organization (WTO) rules governing domestic support programs under the Agreement on Agriculture (AoA) and the Agreement on Subsidies and Countervailing Measures (SCM). The report then reviews the current U.S. farm safety net programs in light of their potential for compliance with the AoA and SCM and their potential to affect the success of the current Doha Round of multilateral trade negotiations.

The report ends with a discussion of options for the U.S. in regards to modifying COOL to follow WTO rulings.

Farm Credit Services of America Ends Attempt to Leave the Farm Credit System

Farm and Food Support Under USDA's Section 32 Program

Description: This report discusses "Section 32", which is a permanent appropriation that since 1935 has earmarked the equivalent of 30% of annual customs receipts to support the farm sector through a variety of activities. Today, most of this sizeable appropriation (now about $5.7 billion per year) is simply transferred directly into the U.S. Department of Agriculture's (USDA's) child nutrition account to fund school feeding and other programs.
