Drought Legislation: Comparison of Selected Provisions in H.R. 2898 and S. 1894

Description: This report summarizes the provisions of S. 1894, as introduced, and H.R. 2898, as passed by the House for conservation of fish species and their habitats in drought-stricken areas. It identifies comparable provisions between the two bills and discusses some of the ways in which those provisions overlap or differ. It also summarizes selected other major provisions in each bill.

Funding Emergency Communications: Technology and Policy Considerations

Description: This report identifies areas where changes in existing policies and practices may facilitate achievement of the important goals for emergency communications that Congress and others have identified. Why these goals have become important, and recent planning efforts to achieve these goals, is discussed first. Next, possible barriers to achieving these goals are identified and described. The conclusion revisits key options presently under consideration by Congress.

Fukushima Nuclear Crisis

Description: This report briefly discusses the March 11, 2001 earthquake off the east coast of Honshu, Japan's largest island. The earthquake caused an automatic shutdown of eleven of Japan's fifty-five operating nuclear power plants, though the plants closest to the earthquake's epicenter, Fukushima and Onagawa, were damaged by the earthquake and resulting tsunami. This report also discusses efforts by the United States and other countries to provide assistance to Japan to deal with the nuclear crisis.

Elections in States Affected by Hurricanes Katrina and Rita

Description: The aftermath of Hurricanes Katrina and Rita created staggering problems and challenging conditions for the people of Alabama, Louisiana, Mississippi, and Texas, as well as for the state and local governments there. Many problems were immediately apparent, whereas others that involved ongoing government functions, such as elections, were less obvious at first.
