Energy Provisions in the 2014 Farm Bill (P.L. 113-79): Status and Funding

Description: This report focuses on those policies contained in the 2014 farm bill that support agriculture-based renewable energy, especially biofuels. The introductory sections of this report briefly describe how USDA bioenergy policies evolved and how they fit into the larger context of U.S. biofuels policy. Then, each of the bioenergy provisions of the 2014 farm bill are defined in terms of their function, goals, administration, funding, and implementation status. In an appendix at the end of this report, Table A-1 presents data on 2014 farm bill budgetary authority for energy provisions, while Table A-2 presents the original budget authority for Title IX programs under the previous 2008 farm bill. A third table (Table A-3) provides a side-by-side comparison of Title IX energy-related provisions for current versus previous law.

The President's Fiscal Year 2018 Budget Request for the Department of Energy

Description: This report discusses President's Trump's 2018 fiscal year budget request for the Department of Energy. The FY2018 request is $28.0 billion which is $2.7 billion (8.8%) less than the FY2017 enacted appropriations of $30.7 billion. While this request would reduce the total budget for DOE, it would increase overall funding for the National Nuclear Security Administration (NNSA) and increase funding for cleanup programs within the Office of Environmental Management. The request would reduce funding for the Offices of Science, Energy Efficiency and Renewable Energy (EERE), Nuclear Energy (NE), Electricity Delivery and Energy Reliability (OE), and Fossil Energy (including the Fossil Energy Research and Development [R&D] program). It would also reduce funding for the Advanced Research Projects AgencyEnergy (ARPA-E) to wind down operations in FY2018 for cessation of its functions in FY2019, and would eliminate funding for two programs within EERE--the Weatherization Assistance Program and State Energy Program--and two programs within the Loan Program Office--Title XVII Innovative Technology Loan Guarantee Program (Title XVII Loan Program) and Advanced Technology Vehicle Manufacturing (ATVM) Loan Program in FY2018.

Reid Vapor Pressure Requirements for Ethanol

The Value of Energy Tax Incentives for Different Types of Energy Resources: In Brief

Description: This report discusses past and current energy tax incentives and their effects. The following sections estimate the value of tax incentives relative to the level of energy produced using fossil and renewable energy resources. Before proceeding with the analysis, some limitations are outlined. The analysis itself requires quantification of energy production and energy tax incentives. Once data on energy production and energy tax incentives have been presented, the value of energy tax incentives can be evaluated relative to current levels of energy production. Trends in tax incentives are also discussed.

Presidential Permit Review for Cross-Border Pipelines and Electric Transmission
