Temporary Protected Status: Overview and Current Issues

Description: This report discusses Temporary Protected Status (TPS) which is offered to nationals of designated countries who due to civil unrest, natural disasters, and armed conflicts cannot safely return home. This report begins by situating TPS in the context of humanitarian responses to migration. Another form of blanket relief from removal--Deferred Enforced Departure (DED)--is also described, as is the historical use of these relief mechanisms. The report then provides data on the countries currently designated for TPS, including the conditions that have contributed to their designation. Past legislation to provide lawful permanent resident status to certain TPS-designated foreign nationals is also described, and the report concludes with examples of activity in the 115th Congress related to TPS.

Temporary Protected Status: Current Immigration Policy and Issues

Description: When civil unrest, violence, or natural disasters erupt in spots around the world, concerns arise over the safety of foreign nationals residing in the United States who are from these troubled places. Provisions exist in the Immigration and Nationality Act (INA) to offer temporary protected status (TPS) or relief from removal under specified circumstances. A foreign national who is granted TPS receives a registration document and an employment authorization for the duration of TPS. The United States currently provides TPS or deferred enforced departure (DED) to over 300,000 foreign nationals from a total of eight countries: El Salvador, Haiti, Honduras, Nicaragua, Somalia, Sudan, and most recently Southern Sudan and Syria.

Lebanon and the Uprising in Syria: Issue for Congress

Description: This report gives an overview of the social and political situation in Lebanon and in Syria, and discusses how the uprising in Syria could affect U.S. relations with Lebanon. Syria exerts a strong political influence on Lebanon and Syrian business interests remain prominent in the Lebanese economy. Both Lebanon and Syria have diverse societies where ethnic and sectarian groups compete and cooperate as they seek power within the confines of a rigid political system. Congress may review U.S. priorities and programs in relation to future U.S. policy in Lebanon.

Turkey: Background and U.S. Relations

Description: Congress has an active role to play in shaping and overseeing U.S. relations with Turkey, and several Turkish domestic and foreign policy issues have significant relevance for U.S. interests. Iran Sanctions

Description: This report focuses on the United States' relationship with Iran and how the Obama Administration is handling prior administration's economic sanctions against Iran. The Obama Administration's policy approach toward Iran has contrasted with the Bush Administration's by attempting to couple the imposition of sanctions to an active and direct U.S. effort to negotiate with Iran on the nuclear issue. That approach was not initially altered because of the Iranian dispute over its June 12, 2009, elections. However, with subsequent negotiations yielding no firm Iranian agreement to compromise, since early 2010 the Administration has focused on achieving the imposition of additional U.N., U.S., and allied country sanctions whose cumulative effect would be to compel it to accept a nuclear bargain.

Hamas: Background and Issues for Congress

Description: Hamas, or the Islamic Resistance Movement, is a Palestinian Islamist military and sociopolitical movement that grew out of the Muslim Brotherhood, a Sunni religious and political organization founded in Egypt in 1928 that has branches throughout the world. The United States, Israel, the European Union, and Canada consider Hamas a terrorist organization. The overarching U.S. goal regarding Hamas is to deter, transform, marginalize, or neutralize it so that it no longer presents a threat to Israel's security, to a peaceful and lasting resolution of the Israeli-Palestinian conflict, or to other U.S. interests. This report discusses U.S. efforts and policy debates on these issues.
