Consumer Product Safety Commission: Current Issues

Description: The Consumer Product Safety Commission, one of the agency's two current Commissioners stated recently, is at a crossroads. According to Commissioner Thomas Moore, either Congress will reverse the agency's steady decline or the Consumer Product Safety Commission will become so weakened as to be irrelevant. Foreign Direct Investment in the United States: An Economic Analysis

Description: Foreign direct investment in the United States declined sharply after 2000, when a record $300 billion was invested in U.S. businesses and real estate. In 2004, according to preliminary data, foreigners invested about $100 billion. Foreign direct investments are highly sought after by State and local governments that are struggling to create additional jobs in their localities.

Clean Water Act Section 401: Background and Issues

Description: Report discussing specifics of the U.S. Clean Water Act. Section 401 of the Clean Water Act requires that an applicant for a federal license or permit provide a certification that any discharges from the facility will comply with the act, including water quality standard requirements. Disputes have arisen over the states' exercise of authority under Section 401. For the most part, the debate over the Section 401 certification issue has been between states and hydropower interests.
