Formulation and Content of the Budget Resolution

Description: The Congressional Budget Act (CBA) of 1974 (Titles I-IX of P.L. 93-344), as amended, established the concurrent budget resolution as the centerpiece of the congressional budget process. This report discusses the budget resolution, which provides the framework for subsequent legislative action on the annual appropriations bills, revenue measures, debt-limit legislation, reconciliation legislation (if required), and any other budgetary legislation.

Description: The growing and diverse nature of recreation on federal lands has increased the challenge of balancing recreation with other land uses, and balancing different types of recreation. Motorized recreation has been particularly controversial, with issues centering on access and environmental impacts. The 109th Congress may consider legislation and conduct oversight on issues involving recreation on federal lands, including traditional recreational pursuits and newer forms of motorized recreation. Other federal land recreation issues of possible interest include recreational uses within the National Wildlife Refuge System, recreation at federal water, recreation fees, and Grand Canyon Colorado River management.

Federal Credit Reform: Implementation Of the Changed Budgetary Treatment of Direct Loans and Loan Guarantees

Description: This report explains the provisions of the Federal Credit Reform Act of 1990 (FCRA), examine the implementation of credit reform including credit reform provisions of the Balanced Budget Act of 1997 (BBA97), and discusses proposed modifications of credit reform. In order to achieve these objectives, it is necessary to initially discuss justifications for credit programs, federal credit concepts, and the budgetary treatment of federal credit before the FCRA.

Federal Spending for Older Americans

Description: This report discusses the share of the federal budget devoted to older Americans, which is growing. The federal government currently spends more than one-third of its budget on benefits and programs for older Americans. For people age 65 and over, estimated FY2007 spending for Social Security, Medicare, and Medicaid alone is $833 billion. Spending for retired federal employees and military personnel and for veterans is also significant, and smaller programs add to the total as well. Tax expenditures might also be taken into account to obtain a more complete budget picture.

FEMA's Hazard Mitigation Grant Program: Overview and Issues

Hazard mitigation can potentially reduce federal costs by decreasing the level of damage from future disasters. Tactical Aircraft Modernization: Issues for Congress

Description: This report provides an overview discussion on the modernization of U.S. military tactical aircraft, meaning fighter aircraft, strike fighters, and attack planes. Tactical aircraft are a major component of U.S. military capability, and account for a significant portion of U.S. defense spending. In early 2009, the Air Force, Navy, and Marine Corps collectively had an inventory of about 3,500 tactical aircraft.
