EPA's Tier 2 Proposal for Stricter Vehicle Emission Standards: A Fact Sheet
The Clean Air Act Amendments of 1990 established "Tier 1" standards to limit tailpipe emissions from new motor vehicles, and the Environmental Protection Agency (EPA) is required to determine if more stringent requirements are needed to attain or maintain National Ambient Air Quality Standards. EPA also must assess the availability and cost-effectiveness of technologies necessary to control emissions. In a report submitted to Congress in August 1998, EPA concluded that tougher standards are necessary and that essential technologies are available and cost-effective

C-17 Cargo Aircraft Program
The C-17 Globemaster III is a long-range cargo/transport aircraft operated by the U.S. Air Force since 1993. Congress approved development of the aircraft in the late 1970s, when it was recognized that the Air Force did not have enough airlift capability. In 1981, the McDonnell Douglas C-17 emerged as winner of a competition with Boeing and Lockheed to develop a next-generation aircraft to replace C-130s and C-141s.

Military Airlift: C-17 Program Background
The C-17 Globemaster III is a long-range cargo aircraft operated by the U.S. Air Force since 1993. To date, Congress has funded 190 C-17s for the Air Force. The C-17 program remains a key issue as Congress evaluates the needs of DOD's strategic airlift force. This paper provides program background for the C-17. The growing and diverse nature of recreation on federal lands has increased the challenge of balancing recreation with other land uses, and balancing different types of recreation. Motorized recreation has been particularly controversial, with issues centering on access and environmental impacts. The 109th Congress may consider legislation and conduct oversight on issues involving recreation on federal lands, including traditional recreational pursuits and newer forms of motorized recreation. Other federal land recreation issues of possible interest include recreational uses within the National Wildlife Refuge System, recreation at federal water, recreation fees, and Grand Canyon Colorado River management.

China's Impact on the U.S. Automotive Industry
This report discusses China’s impact on the U.S. Automotive Industry. Congress has been concerned with broad policies giving Chinese exporters unfair trade advantages. The Senate approved a bill, added as an amendment to other legislation that would place a high tariff on Chinese imports unless China revalues its pegged exchange rate (S. 295). Further action has been postponed on this measure. Legislation to allow U.S. producers to bring countervailing duty cases against Chinese firms subsidized by their government has been approved in the House (H.R. 3283), and a new law has tightened rules against trade in counterfeited goods (P.L. 109-181).
