Black Members of the United States Congress: 1870-2005

Description: Forty three black or African-American Members serve in the 109th Congress; 42 in the House of Representatives, one in the Senate. There have been 117 black Members of Congress: 112 elected to the House and five to the Senate. The majority of the black Members (90) have been Democrats; the rest (27) have been Republicans. This report includes alphabetical listing of black members, selected biographical information, and committee assignments during their tenure in office.

A Value-Added Tax Contrasted with a National Sales Tax

Description: Proposals to replace all or part of the income tax, proposals for national health care, and a proposal to finance America’s war effort have sparked congressional interest in the possibility of a broad-based consumption tax as a new source of revenue. A value-added tax (VAT) or a national sales tax (NST) have been frequently discussed as possible new tax sources. Both the VAT and the NST are taxes on the consumption of goods and services and are conceptually similar. Yet, these taxes also have significant differences. This issue brief discusses some of the potential policy implications associated with these differences.

Description: This report provides a background and analysis comparing military commissions as envisioned under M.C.O. (Military Commission Order) No. 1 to general military courts-martial conducted under the UCMJ. The report notes some of the criticism directed at the President's M.O., and explains how those concerns are addressed by the military commission orders and instructions. A summary of the Hamdan case follows, as well as an overview of relevant legislation. Finally, the report provides two charts to compare the regulations issued by the Department of Defense to standard procedures for general courts-martial under the Manual for Courts-Martial and to proposed legislation.
