The automotive negotiations between Japan and the United States focused on sales of U.S. vehicles in Japan; sales of U.S.-made original equipment parts in Japan and to Japanese transplants in the United States; and deregulation of the market for replacement parts in Japan. An Introduction to Farm Commodity Programs

Description: The U.S. Department of Agriculture's (USDA's) Commodity Credit Corporation (CCC) is required to provide assistance to 20 specified agricultural commodities, to achieve three primary objectives: to support prices, supplement incomes, and manage supplies. Supporters contend that financial help to the farm sector also ensures consumers an abundant supply of reasonably priced food. But critics believe that basic U.S. farm policies, conceived in the 1930s, no longer meet the needs of modern agricult… more

The U.S. Occupation of Haiti, 1915-1934

Description: In 1915, the United States undertook a military occupation of Haiti to preempt any European intervention, to establish order out of civil strife, and to stabilize Haitian finances. During the nineteen-year occupation, U.S. military and civilian officials, numbering less than 2500 for the most part, supervised the collection of taxes and the disbursement of revenues, maintained public order, and initiated a program of public works. The Haitian government remained in place, but was subject to U.S… more

Environmental Reauthorizations and Regulatory Reform: Recent Developments

Description: If general regulatory reform bills were enacted, debates on statute-specific reauthorizations could shift from regulatory reforms to the substantive regulatory requirements of each Act. In this case, regulatory reform could consist of proposals to modify statutory requirements to reduce costs to the private sector and State and local governments, to increase flexibility, and to reduce or compensate regulatory impacts on the value of private property. At issue would be a series of potential trad… more

The LOS Convention was the culmination of more than 10 years of intense negotiation. However, the United States chose not to participate in this Convention in the early 1980s without changes to parts dealing with deep seabed mineral resources beyond national jurisdiction. After a 1994 Agreement amended parts of the LOS Convention dealing with deep se… more

Saving Rates: An International Comparison

Description: An examination of estimates of saving published by the Organization for Economic Co-operation and Development (OECD) reveals that the U.S. is one of the least thrifty of the major industrial nations. But, the data also indicate that the U.S. is not the only country to experience a falling rate of saving in recent years. It may be that the large difference between the rates of saving in the U.S. and abroad depends on how saving is defined. A broader definition of saving than the one employed by … more

Description: The United States and Republic of Korea (ROK) currently seek ways to convince the Democratic People's Republic of Korea (DPRK) that it should forego the manufacture of nuclear weapons, initially by allowing the International Atomic Energy Agency (IAEA) to conduct full inspections of suspected facilities. North Korea thus far has refused, although it did agree to an incomplete examination of declared sites early in March 1994. This report reviews military options open to each side as the United … more

Clean Water Issues in the 104th Congress

Description: For the 104th Congress, reauthorization of the Clean Water Act would seem likely to be a priority, since the Act was last amended in 1987 and authorizations expired on September 30, 1990. But legislative prospects in the 104th Congress are uncertain. Clean water also was a priority for the 103rd Congress, but, in 1994, Congress ran out of time and did not act on comprehensive amendments. Many of the issues proved to be too complex and controversial to be resolved easily, while Congress also was… more

Japanese and U.S. Economic Involvement in Asia and the Pacific: Comparative Data and Analysis

Description: In a world in which economic and trade performance are fast gaining acceptance as important components of national power and well being, Congress has become increasingly interested in the comparative success of U.S. business in the vast, rapidly growing Asia-Pacific region. The stakes for the United States are considerable. Ex… more

Defense Burdensharing: Is Japan's Host Nation Support a Model for Other Allies?

Description: This report reviews data that the Administration has provided to Congress on the costs of U.S. forces based abroad and on the value of host nation support contributions. It analyzes the data in order to assess potential defense budget savings from measures now under congressional consideration. The report concludes that, because of shortcomings in the data, estimates of savings in the U.S. defense budget from increased host nation contributions are often overstated. Some commonly accepted asser… more
