Superfund and Brownfields in the 107th Congress

Description: After four Congresses in which Superfund reauthorization was not achieved, the 107th Congress is focusing on the brownfields program to clean up less seriously contaminated sites. S. 350 passed the Senate on April 25, 2001. The bill provides $200 million per year for the program and relieves liability for contiguous property owners, prospective purchasers, and innocent landowners. An additional $50 million is provided for petroleum-contaminated sites.

Toxics Release Inventory: Do Communities Have a Right to Know More?

Description: In 1986, Congress directed the U.S. Environmental Protection Agency (EPA) to establish a national inventory of toxic releases to the environment by manufacturing facilities and to use the inventory to inform the public about chemicals used and released in their communities. Lead-Based Paint Poisoning Prevention: Federal Mandates for Local Government

Description: The federal Lead-Based Paint Poisoning Prevention Act; as amended, established requirements for the detection and control of lead-based paint hazards in public and private housing. Only some local governments have implementation responsibilities, but all local governments are eligible for federal grants to establish poisoning prevention programs.

Brownfields Program: Cleaning Up Urban Industrial Sites

Description: The Brownfields Economic Redevelopment Initiative is a pilot project to return idle or underused industrial and commercial facilities back to productive use, in situations where redevelopment is complicated by potential environmental contamination.
