House Schedule: Recent Practices and Proposed Options

Description: Many Members have in recent years expressed dissatisfaction with the way the House arranges its work schedule. The chief complaints appear to be that existing practices make inefficient use of time and do not allow predictability, generating persistent scheduling conflicts and other time pressures. This report discusses how four types of House schedule that have been practiced or proposed during the past decade address these areas of dissatisfaction.

The Mid-Session Review of the President’s Budget: Timing Issues

Description: The Budget and Accounting Act of 1921 established for the first time the requirement that the President annually submit a budget to Congress. Under current law (31 U.S.C. 1105(a)), the President is required to submit his annual budget on or after the first Monday in January, but no later than the first Monday in February.

Congressional Oversight and Related Issues Concerning International Security Agreements Concluded by the United States

Description: This report begins by providing a general background on the types of international agreements that are binding upon the United States, as well as considerations affecting whether they take the form of a treaty or an executive agreement. Next, the report discusses historical precedents as to the role that security agreements have taken. The report discusses the oversight role that Congress exercises with respect to entering and implementing international agreements involving the United States.

Kuwait: Security, Reform, and U.S. Policy

Description: This report examines Kuwait, which would be pivotal to any U.S. decision to wind down its military involvement in Iraq, has advanced its democratic development since the fall of Saddam Hussein, but it remains concerned about security threats emanating from a still unstable Iraq. In June 2006 parliamentary elections, women voted and ran for the first time, but none won.
