Indirect Costs at Academic Institutions: Background and Controversy

Description: Federal R&D funding at academic institutions totals over $10 billion annually. About one-third pays for indirect costs or overhead; the rest supports the direct costs of conducting R&D. On May 8, 1996, OMB revised Circular A-21, governing indirect costs policies, to change the designation "indirect costs" to "facilities and administrative costs" (F&A).
