War Powers Resolution: Presidential Compliance

Description: This report gives a summary of the usage of the War Powers Resolution (WPR) and various issues related to proposals to modify or repeal the resolution. The report summarizes most recent developments and background, and gives an overview of United Nations actions, and WPR activities in former Yugoslavia/Bosnia, Kosovo, Iraq (post-1991), Haiti, and Somalia. Update: The Microsoft Ireland Decision: U.S. Appeals Court Rules that ECPA does not Require Internet Service Providers to Produce Electronic Communications Stored Overseas

Description: This report discusses the decision of the U.S. Court of Appeals for the Second Circuit in the case of "Microsoft Corporation v. United States" where the court ruled that the U.S. could not enforce a subpoena asking Microsoft to retrieve emails stored on a server in Ireland. On June 28, 2017 the United States filed for reversal of the decision through a writ of certiorari in the Supreme Court.

Efforts to Preserve Economic Benefits of the Iran Nuclear Deal

Description: This report discusses the response of the non-U.S. parties to the Joint Comprehensive Plan of Action (JCPOA) to the Trump Administration's decision to cease implementing U.S. commitments under the agreement. The other parties, which include the United Kingdom, France, Germany, Russia, China, the European Union (EU) and Iran, opposed the U.S. move and have undertaken intensive negotiations to try to preserve the accord.
