Immigration and Naturalization Service: Restructuring Proposals in the 107th Congress
Summary The events of September 11 brought the Immigration and Naturalization Service (INS) to the forefront of the nation’s attention. Although all 19 hijackers entered the country legally, three overstayed their visas. And, on March 11, 2002, INS sent student visa notifications for two of the (now deceased) 19 hijackers to the aviation school they attended, provoking an intensification of long-standing criticism of INS for weak management controls, among other things. An underlying theme of criticism concerns what many believe are overlapping and unclear chains of command with respect to INS’s service and enforcement functions. There appears to be a consensus among the Administration, Congress, and commentators that the immigration system, primarily INS, is in need of restructuring. There also appears to be a consensus among interested parties that INS’s two main functions — service and enforcement — need to be separated. There has not been a consensus, however, with regard to how the restructuring should take place.

The Department of Housing and Urban Development (HUD): FY2006 Budget
On July 21, 2005, the Senate Appropriations Committee approved a $34.8 billion FY2006 budget for HUD. Like the House version, the Senate bill rejects the President’s Strengthening America’s Communities Initiative (SACI). It increases funding above both the President’s request and the House version for HOPE VI, Community Development Block Grant (CDBG)-related programs (including Section 108 loan guarantees), Native American Housing Block Grants, and Rural Housing and Economic Development.
The National Aeronautics and Space Administration’s FY2006 Budget Request: Description, Analysis, and Issues for Congress
For FY2006, the National Aeronautics and Space Administration (NASA) is requesting $16.456 billion. That amount is a 2.4% increase over the $16.070 billion (adjusted for the rescission) appropriated in the FY2005 Consolidated Appropriations Act (P.L. 108-447). NASA also received a supplemental of $126 million for hurricane relief, for a total FY2005 appropriated level of $16.196 billion. The FY2006 request is 1.6% above that total amount. By comparison, last year the White House projected that NASA’s budget would increase by 4.7%. NASA submitted a FY2006 budget amendment on July 15; total funding for the agency did not change.
Proposals for a Commission on the Accountability and Review of Federal Agencies (CARFA) and “Results Commissions”: Analysis and Issues for Congress
y In the 108th Congress, companion bills were introduced (S. 1668/H.R. 3213) that, if enacted, would have established a Commission on the Accountability and Review of Federal Agencies (CARFA). The proposed CARFA Act would have required this 12-member presidentially appointed commission to review non-defense, non-entitlement federal agencies and programs to determine if any agencies or programs are duplicative, wasteful, inefficient, outdated, irrelevant, or failed.
Agriculture and FY2006 Budget Reconciliation
The FY2006 budget resolution (H.Con.Res. 95, H.Rept. 109-62) contains reconciliation instructions that require authorizing committees to report legislation to reduce spending on mandatory programs within each committee’s jurisdiction. The resolution instructed the House and Senate Agriculture Committees to report legislation reducing spending on USDA mandatory programs by $173 million in FY2006 and $3.0 billion over five years (FY2006-FY2010). The House and Senate Agriculture Committees have completed action on their recommendations ($3.7 billion in the House and $3.0 billion in the Senate). The two measures would reduce spending on farm commodity and conservation programs in varying ways. The House measure also eliminates funding for various rural development programs and reduces food stamp spending. The Senate extends authority for a dairy income support program, which would require an offset of its projected cost. Reconciliation floor action is expected in November.

Homeland Security: Coast Guard Operations -- Background and Issues for Congress
The Coast Guard is the lead federal agency for maritime homeland security. For FY2007, the Coast Guard is requesting a total of about $4.5 billion for missions defined in The Homeland Security Act of 2002 as the Coast Guard's homeland security missions. This equates to about 54% of the Coast Guard's total requested FY2007 budget. The Coast Guard's homeland security operations pose several potential issues for Congress, including adequacy of Coast Guard resources for performing both homeland security and non-homeland security missions, and Coast Guard coordination with other agencies involved in maritime homeland security.
National Guard Personnel and Deployments: Fact Sheet
The National Guard plays a major role in the defense and security of the United States under the federal component of its mission. A January 2008 report by the congressionally chartered independent Commission on the National Guard and Reserves has found that the U.S. military's lack of "sufficiently trained, ready forces available" to respond to possible domestic attacks "is an appalling gap that places the nation and its citizens at greater risk." The report estimated that fewer than 88% of Army National Guard units are "combat-ready."
