Financial Services and General Government (FSGG) Fiscal Year 2018 Appropriations: Overview

Description: This report outlines the Financial Services and General Government (FSGG) appropriations bill for the 2018 fiscal year. This bill includes funding for the Department of the Treasury (Title I), the Executive Office of the President (EOP; Title II), the judiciary (Title III), the District of Columbia (Title IV), and more than two dozen independent agencies (Title V). The bill typically funds mandatory retirement accounts in Title VI, which also contains additional general provisions applying to the funding provided agencies through the FSGG bill. Title VII contains general provisions applying government-wide. The FSGG bills have often also contained provisions relating to U.S. policy toward Cuba

Navy Aegis Ballistic Missile Defense (BMD) Program: Background and Issues for Congress

Description: This report provides background information and issues for Congress on the Aegis ballistic missile defense (BMD) program, which is carried out by the Missile Defense Agency (MDA) and the Navy, and gives Navy Aegis cruisers and destroyers a capability for conducting BMD operations. The issue for Congress is whether to approve, reject, or modify Department of Defense (DOD) acquisition strategies and proposed funding levels for the Aegis BMD program. Congress's decisions on the Aegis BMD program could significantly affect U.S. BMD capabilities and funding requirements, and the BMD-related industrial base.

Disaster Debris Management: Requirements, Challenges, and Federal Agency Roles

Description: This report focuses on the requirements applicable to disaster debris management and the challenges that communities face when attempting to manage it both quickly and safely. This report also provides an overview of the types of support provided by FEMA, the Corps, and EPA with respect to disaster debris removal. A discussion of the programs or statutory authorities under which that support may be provided is beyond the scope of this report. There are a number of conditions under which federal agencies may support communities with disaster debris removal. With respect to FEMA's involvement in debris removal assistance, this report focuses on support that may be provided after the President declares the incident to involve a "major disaster" under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act, P.L. 93-288, as amended).

Youth Transitioning from Foster Care: Background and Federal Programs

Description: This report provides background on teens and young adults in and exiting from foster care, and the federal support that is available to these youth as they transition to adulthood. It begins with a discussion of the characteristics of youth who have had contact with the child welfare system, including those who entered care, as well as those who exited care via emancipation because they have reached the legal age of majority. The report then provides an overview of the federal foster care system, including the Chafee Foster Care Independence program (CFCIP), and provisions in federal foster care law that are intended to help prepare youth for adulthood. The report goes on to discuss federal support for youth aging out of care in the areas of education, health care, employment, and housing. The report seeks to understand how states vary in their approaches to serving older youth in care and those who are recently emancipated.
